Facebook Wants You to Know if You’re Getting Your News From the Wrong Government

There’s a famous polling experiment that asked people in the Cold War-era US:

Do you think the United States should let Communist newspaper reporters from other countries come in here and send back to their papers the news as they see it?

When this question was posed on its own, only 36 percent of respondents said yes. But a separate sample was first asked:

Do you think a Communist country like Russia should let American newspaper reporters come in and send back to America the news as they see it?

When the questions were asked together—reminding people that restrictions on press freedom could be placed on their own country’s journalists, as well as on those of an official enemy—support for allowing access to Communist reporters doubled to 73 percent. (Ninety percent said that US reporters should be allowed to report freely from Russia—suggesting that only a relatively narrow slice of the population openly subscribed to the principle of free speech for me but not for thee.)

I thought of this experiment when Rania Khalek (who’s written for FAIR) told me that the viral video company she works for, In the Now, was taken off Facebook because of its indirect connection to the Russian government. (A majority stake in In the Now’s parent company, Maffick Media, is owned by a subsidiary of RT—a Moscow-based media group that, although organized as a private entity, is funded by the Russian government.)

Facebook suspended the page of In the Now, along with three other pages run by Maffick—the current affairs channel Soapbox, the environment-oriented Waste-Ed and the history-focused BackThen—after the social media giant was asked about the RT-connected pages by CNN. CNN (2/18/19), in turn, reported it was tipped off to the In the Now/RT connection by the Alliance for Securing Democracy, a group based at US government–funded German Marshall Fund.

In the Now is back on Facebook again—after a ten-day suspension—and returned with this rather user-unfriendly description:

In the Now is a brand of Maffick which is owned and operated by Anissa Naouai and Ruptly GmbH, a subsidiary of RT.

That’s not particularly helpful if you want to know what In the Now does, of course, but disclosure is good, right? For the goose but not the gander, apparently: Among the US-funded institutions with Facebook pages are, well, the German Marshall Fund. Its description just reads, “Strengthening Transatlantic Cooperation.” Will that page be taken down until the Fund acknowledges where its money comes from?

How about the PBS NewsHour, also funded by the US government? No mention of that on Facebook: Just, “On air and online, the PBS NewsHour provides in-depth analysis of the issues that matter to you.”

NPR’s Facebook page seems to go out of its way to conceal the fact that it’s US government–supported, calling itself “a privately supported, not-for-profit membership organization.” Maybe the P stands for “Private”?

Even straightforward propaganda outlets of the US government don’t have to identify themselves as such on Facebook. Take Radio Free Europe/Radio Liberty, set up at the height of the Cold War to broadcast the US government’s version of reality behind the Iron Curtain—and still going strong almost 70 years later. Its “About” on Facebook reads:

Uncensored news. Responsible and open debate. Specialized coverage of Russia, Ukraine, Central Asia, Caucasus, Iran, Balkans, South Asia, Eastern Europe.

For those who go the extra mile and click on “See More” under “Who We Are,” you do get this misleading semi-acknowledgement:

RFE/RL is registered with the IRS as a private, nonprofit Sec. 501(c)3 corporation, and is funded by a grant from the US Congress through the United States Agency for Global Media (USAGM) as a private grantee. RFE/RL‘s editorial independence is protected by US law.

Yes, RFE/RL is organized as a private entity—just like RT is. But just as the head of RT is also the head of the Russian state international news agency, the head of RFE/RL is appointed by the head of the USAGM—a government official picked by the president. That’s a funny kind of “independence.”

The Facebook page of Voice of America, the US government’s main broadcast outlet, is even squirrelier. There doesn’t seem to be any acknowledgement at all that VoA is connected to the US government—just the slogan, “The news may be good or bad. We shall tell you the truth”; the claim that it has “the world’s most interesting stories”; and information on how you can “have the best of VoA News delivered directly to your inbox each day.”

If you’re thinking that Facebook—90 percent of whose customers are not in the United States—should treat Russian-backed outlets differently than US-backed outlets because the US supports peace and democracy, or doesn’t use social media to try to manipulate other nations…. Well, this is why it’s important to get your information from a variety of sources.

But it’s not just US outlets that get to conceal their government funding on Facebook. The BBC doesn’t mention that it’s controlled and funded by the British government—only that its “mission is to enrich your life. To inform, educate and entertain.”

At Al Jazeera English’s Facebook page, you learn, “We are the voice of the voiceless”—not that they are owned by the monarchy of Qatar.

Facebook needs to have one rule for whether government-funded outlets need to disclose their connections. And it needs to apply that rule consistently.

 

The US military’s vision for state censorship

In March, the United States Special Operations Command, the section of the Defense Department supervising the US Special Forces, held a conference on the theme of “Sovereignty in the Information Age.” The conference brought together Special Forces officers with domestic police forces, including officials from the New York Police Department, and representatives from technology companies such as Microsoft.

This meeting of top military, police and corporate representatives went unreported and unpublicized at the time. However, the Atlantic Council recently published a 21-page document summarizing the orientation of the proceedings. It is authored by John T. Watts, a former Australian Army officer and consultant to the US Department of Defense and Department of Homeland Security.

The Atlantic Council, a think tank with close ties to the highest levels of the state, has been a key partner in the social media companies’ censorship of left-wing views. Most notably, Facebook acted on a tip from the Atlantic Council when it shut down the official event page for an anti-fascist demonstration in Washington on the anniversary of last year’s neo-Nazi riot in Charlottesville.

Confident that none of the thousands of journalists in Washington will question, or even report, what he writes, Watts lays out, from the standpoint of the repressive apparatus of the state and the financial oligarchy it defends, why censorship is necessary.

The central theme of the report is “sovereignty,” or the state’s ability to impose its will upon the population. This “sovereignty,” Watts writes, faces “greater challenges now than it ever has in the past,” due to the confluence between growing political opposition to the state and the internet’s ability to quickly spread political dissent.

Watts cites the precedent of the invention of the printing press, which helped overthrow the feudal world order. In the Atlantic Council’s estimation, however, this was an overwhelmingly negative development, ushering in “decades, and arguably centuries, of conflict and disruption” and undermining the “sovereignty” of absolutist states. The “invention of the internet is similarly creating conflict and disruption,” Watts writes.

“Trust in Western society,” he warns, “is experiencing a crisis. The 2018 Edelman Trust Barometer has tracked this erosion, showing a 30 percent drop in trust in government over the last year in the United States.”

Watts notes that this collapse in support for the government cannot be explained merely by the rise of social media. This process began in the early 2000s, “at the dawn of the social media age but before it had become mainstream.” Left out are the major reasons for the collapse of popular support for government institutions: the stolen election of 2000, the Bush administration’s lies about weapons of mass destruction, unending war and the impact of the 2008 financial crisis.

However, while it is “hard to argue that the current loss of trust results solely from the emergence of social media,” Watts writes, there “can be little doubt that it acted as a critical amplifier of broader trends.”

He continues: “Technology has democratized the ability for sub-state groups and individuals to broadcast a narrative with limited resources and virtually unlimited scope.” By contrast, “In the past, the general public had limited sources of information, which were managed by professional gatekeepers.”

In other words, the rise of uncensored social media allowed small groups with ideas that correspond to those of the broader population to challenge the political narrative of vested interests on an equal footing, without the “professional gatekeepers” of the mainstream print and broadcast media, which publicizes only a pro-government narrative.

When “radical and extremist views” and “incorrect ideas” are “broadcast over social media, they can even influence the views of people who would not otherwise be sympathetic to that perspective,” Watts warns. “When forwarded by a close friend or relation, false information carries additional legitimacy; once accepted by an individual, this false information can be difficult to correct.”

People must be isolated, in other words, from the “incorrect” ideas of their friends and family, because such ideas are “difficult to correct” by the state once disseminated.

But how is this to be done? The growth of oppositional sentiment cannot be combatted with “facts” or the “truth,” because “facts themselves are not sufficient to combat disinformation.” The “truth” is “too complex, less interesting, and less meaningful to individuals.”

Nor can the growth of political opposition, for the time being, simply be solved by “eliminating” (i.e., killing or jailing) political dissidents, because this only lends legitimacy to the ideas of the victims. “Eliminating those individuals and organizations will not be sufficient to combat the narrative and may in fact help amplify it.” He adds, “This is also the case for censorship as those behind the narrative can use the attempt to repress the message as proof of its truth, importance, or authenticity.”

Enter the social media companies. The best mechanism for suppressing oppositional viewpoints and promoting pro-government narratives is the private sector, in particular “technology giants, including Facebook, Google, YouTube, and Twitter,” which can “determine what people see and do not see.”

Watts adds, “Fortunately, shifts in the policies of social media platforms such as Facebook have had significant impact on the type and quality of the content that is broadcast.”

The private sector, therefore, must do the dirty work of the government, because government propaganda is viewed with suspicion by the population. “Business and the private sector may not naturally understand the role they play in combating disinformation, but theirs is one of the most important…. In the West at least, they have been thrust into a central role due to the general public’s increased trust in them as institutions.”

But this is only the beginning. Online newspapers should “consider disabling commentary systems—the function of allowing the general public to leave comments beneath a particular media item,” while social media companies should “use a grading system akin to that used to rate the cleanliness of restaurants” to rate their users’ political statements.

Strong-arm tactics still have a role, of course. Citing the example of WikiLeaks editor Julian Assange, Watts declares that “governments need to create consequences” for spreading “disinformation” similar to those meted out for “state espionage” – which can carry the death penalty.

What Watts outlines in his document is a vision of a totalitarian social order, where the government, the media, and technology companies are united in suppressing oppositional viewpoints.

The most striking element of the document, however, is that it is not describing the future, but contemporary reality. Everything is in the present tense. The machinery of mass censorship has already been built.

The Atlantic Council report, based on high-level discussions within the military and state, is a confirmation of everything the World Socialist Web Site has said about the purpose of changes in the algorithms of internet and social media companies over the past year-and-a-half.

On August 25, 2017, the WSWS published an open letter to Google alleging that the company is “manipulating its Internet searches to restrict public awareness of and access to socialist, anti-war and left-wing websites.” It added, “Censorship on this scale is political blacklisting.”

Over the subsequent year, key details of the open letter have been indisputably confirmed. At congressional hearings and in other public statements, leading US technology companies have explained that they reduced the propagation of political views and statements targeted by US intelligence agencies, and did so in secret because they feared a public outcry. At the same time, they have explained the technical means by which they promoted pro-government, pro-war news outlets, such as the New York Times and Washington Post.

But the Atlantic Council document presents the most clear, direct and unvarnished explanation of the regime of state censorship.

The struggle against censorship is the spearhead of the defense of all democratic rights. The most urgent task is to unify the working class, which is engaged in a wave of social struggles all over the world, behind the struggle against censorship as a component of the fight for socialism.

 

Facebook’s New Propaganda Partners

Media giant Facebook recently announced (Reuters, 9/19/18) it would combat “fake news” by partnering with two propaganda organizations founded and funded by the US government: the National Democratic Institute (NDI) and the International Republican Institute (IRI). The social media platform was already working closely with the NATO-sponsored Atlantic Council think tank (FAIR.org, 5/21/18).

In a previous FAIR article (8/22/18), I noted that the “fake news” issue was being used as a pretext to attack the left and progressive news sites. Changes to Facebook’s algorithm have reduced traffic significantly for progressive outlets like Common Dreams (5/3/18), while the pages of Venezuelan government–backed TeleSur English and the independent Venezuelanalysis were shut down without warning, and only reinstated after a public outcry.

The Washington, DC–based NDI and IRI are staffed with senior Democratic and Republican politicians; the NDI is chaired by former Secretary of State Madeleine Albright, while the late Sen. John McCain was the longtime IRI chair. Both groups were created in 1983 as arms of the National Endowment for Democracy (NED), a Cold War enterprise backed by then–CIA director William Casey (Jacobin, 3/7/18). That these two US government creations, along with a NATO offshoot like the Atlantic Council, are used by Facebook to distinguish real from fake news is effectively state censorship.

Facebook’s collaboration with the NED organizations is particularly troubling, as both have aggressively pursued regime change against leftist governments overseas. The NDI undermined the Sandinista government of Nicaragua in the 1980s, and continues to do so to this day, while the IRI claimed a key role in the 2002 coup against leftist President Hugo Chávez of Venezuela, announcing that it had

served as a bridge between the nation’s political parties and all civil society groups to help Venezuelans forge a new democratic future…. We stand ready to continue our partnership with the courageous Venezuelan people.

The Reuters report (9/19/18) mentioned that Facebook was anxious to better curate what Brazilians saw on their feeds in the run-up to their presidential elections, which pits far-right Jair Bolsonaro against leftist Fernando Haddad. The US government has a long history of undermining democracy in Brazil, from supporting a coup in 1964 against the progressive Goulart administration to continually spying on leftist President Dilma Rousseff (BBC, 7/4/15) in the run-up to the parliamentary coup against her in 2016 (CounterSpin, 6/2/17).

Soon after it partnered with the Atlantic Council, Facebook moved to delete accounts and pages connected with Iranian broadcasting channels (CNBC, 8/23/18), while The Intercept (12/30/17) reported that in 2017 the social media platform met with Israeli government officials to discuss which Palestinian voices it should censor. Ninety-five percent of Israeli government requests for deletion were granted. Thus the US government and its allies are effectively using the platform to silence dissenting opinion, both at home and on the world stage, controlling what Facebook‘s 2 billion users see and do not see.

Progressives should be deeply skeptical that these moves have anything to do with their stated objective of promoting democracy. Bloomberg Businessweek (9/29/17) reported that the far-right Alternative fur Deutschland (AfD) party went to Facebook headquarters for discussions with US companies about how it could use the platform for recruitment and micro-targeting in the 2017 elections. AfD tripled its previous vote share, becoming the third-largest party in Germany, the far right’s best showing since World War II.

Public trust in government is at 18 percent—an all-time low (Pew, 12/14/17). There is similar mistrust of Facebook, with only 20 percent of Americans agreeing social media sites do a good job separating fact from fiction. And yet, worldwide, Facebook is a crucial news source. Fifty-two percent of Brazilians, 61 percent of Mexicans, and 51 percent of Italians and Turks use the platform for news; 39 percent of the US gets their news from the site.

This means that, despite the fact that even its own public mistrusts it, the US government has effectively become the arbiter of what the world sees and hears, with the ability to marginalize or simply delete news from organizations or countries that do not share its opinions. This power could be used at sensitive times, like elections. This is not an idle threat. The US created an entire fake social network for Cubans that aimed to stir unrest and overthrow the Cuban government, according to the Guardian (4/3/14).

That a single corporation has such a monopoly over the flow of worldwide news is already problematic, but the increasing meshing of corporate and US government control over the means of communication is particularly worrying. All those who believe in free and open exchange of information should oppose Facebook becoming a tool of US foreign policy.

THE 10 PRIMARY DIRECTIVES OF MAINSTREAM MEDIA

The circus never stops, and no matter who cries fake news against whom, the fact remains that we have entered the post-truth, post-credibility, post-sanity, post-free speech world. While censorship is coming out into the open, the major corporate news organizations still have tremendous reach into the hollows of public consciousness, giving them power to direct and deflect public attention onto or away from whatever they choose.

The news industry parrots scripted narratives and talking points that are written for them by corporate, financial and political interests. This massive public relations and propaganda effort targets the intelligence, common sense and emotional stability of the body politic. It’s part of the endgame of order out of chaos.

Once you wake up to this game, though, it’s easy to see the framework in which they operate, and when you do, the talking heads and recycled government experts are a joke, albeit a dangerous one. Their tactics become more and more obvious, and their intent is easy recognized for its duplicity, subterfuge and hypocrisy.

They want to cram your mind into well-crafted box. It doesn’t matter if you end up in the right side or the left side of the box, as long as you don’t leave and so long as you stay focused on the flickering lights of the flat screen, ignoring anything that is not directly in front of you.

Corporate media has become a weapon of war, and they follow a certain missive. Consider the following directives that drive nearly everything you seen in mainstream news.

4. You are a Victim, The State is Your Savior

5. Overreact, Don’t Over Think

6. Enrage Don’t Engage

Now that we’ve entered the age of open government-backed corporate censorship of the internet, the mainstream media is actively seeking to shut down independent and dissident voices. In order to do so, they must engage in treachery of every form. If you believe that you have a right to the truth, a right to speak out, and a right to demand genuine peace and justice, then you’d better be paying attention.

Facebook is Filtering Out News That Doesn’t Bolster US Foreign Policy

Facebook has shed any pretense of neutrality in handling political information concerning the foreign affairs of the U.S. government.

Facebook has its admirers. Shareholders are enamored of its profits – $15.9 billion in 2017 – and hordes of the world’s population – 1.47 billion people – look at Facebook every day.  Individually on their Facebook pages they are communicating with, on average, 338 so-called “friends.” Editors, the media, and political commentators are similarly entranced. One unpretentious website receiving the present writer’s contributions claims 89,834 Facebook friends and another, 125,060 of them.

But now anyone dealing with political news and analyses of a progressive nature has reason to re-evaluate, even to draw back. Facebook apparently is now primed to censor that kind of information and discussion.

Facebook, for example, has its sights on Venezuela.  Revolutionary currents there have rankled the U.S. government and dominant U.S. media. The latter has frequently referred to the failed violent anti-government coup of August 4 as an “apparent” or “alleged” coup while identifying it as a future pretext for repression by Venezuela’s government.

Venezuelanalysis.com, almost alone, has provided English-language news and views that “challenge the corporate mainstream media narrative on Venezuela” Recently that platform has reported on “the growing international campaign to End US and Canadian Sanctions against Venezuela.” On August 9 Facebook removed the website’s account from its rolls; it was restored two days later. There were no explanations.

In 2005, the government of former Venezuelan president Hugo Chavez, vilified by the U.S. government, took the lead in forming TeleSUR news service which has provided information on resistance and integration movements throughout Latin America and the Caribbean. TeleSUR’s English-language page briefly disappeared from Facebook in January, 2018 and again on August 13 – for two days on that occasion.

These disruptions of two Facebook accounts are, by themselves, of no great moment.  But in Facebook’s hands, the flow of English-language political information on Latin America now seems generally precarious, the more so when it deviates from U.S. official doctrine.

At a press briefing July 31, Facebook’s chief operating officer, Sheryl Sandberg, indicated that “32 pages and accounts from Facebook and Instagram” had been removed because they “involve and coordinate inauthentic behavior.” TeleSUR English and the Venezuelanalysis may have been among the offenders.

The social media giant on May 17 announced that, “We’re doubling the number of people who work on safety and security and using technology like artificial intelligence to more effectively block fake accounts. [Additionally] we’re more actively working with outside experts, governments and other companies because we know that we can’t solve these challenges on our own … Today, we’re excited to launch a new partnership with the Atlantic Council.”

The new alliance bolsters suspicions that Facebook has shed any pretense of neutrality in handling political information concerning the foreign affairs of the U.S. government.

The context is a Facebook damage-control mission undertaken presumably to shore up profitability.  The social media giant came under criticism in Washington for allowing private information to fall into the hands of Cambridge Analytica. That British firm used it to provide data to Donald Trump’s 2016 presidential campaign viewed as injurious to contender Hillary Clinton.

Testifying April 10 before the Senate commerce and judiciary committees, Facebook CEO and founder Mark Zuckerberg declared, “It was my mistake.” He apologized for Facebook’s tolerance of “fake news, foreign interference in elections, and hate speech.” The office of influential Republican Sen. Mark Warner in July issued a draft white paper titled, in part, “Proposals for Regulation of Social Media.”

Facebook outlined a plan to “outsource many of the most sensitive political decisions” and henceforth to rely upon the Atlantic Council and its Digital Forensic Research Lab. According to Reutersthe Lab uses “its own software and other tools [and] sorts through social media postings for patterns.” Facebook’s recent donation to the Lab, Reuters said, was substantial enough, “to vault the company to the top of the Atlantic Council’s donor list, alongside the British government.”

The Washington-based Atlantic Council, founded in 1961, takes in $21million in revenue annually. By means of “galvanizing its uniquely influential network of global leaders,” the Council claims to foster “co­op­er­a­tion be­tween North Amer­ica and Europe that be­gan af­ter World War II.” Drawing together “political leaders, academics, military officials, journalists and diplomats in an effort to further the values set forth in the North Atlantic Treaty,” the Council is supposedly  a “network facilitator” that, according to the New York Times, offers “access to United States and foreign government officials in exchange for contributions.”

Contributors include NATO member governments, defense contractors, oil companies, aerospace companies, U.S. military services, the State Department, and multiple banks and fi­nan­cial or­ga­ni­za­tions. High U.S. military, intelligence, and diplomatic officials, both retired and on their way to top jobs, serve the Atlantic Council as leaders.

For one critic, the Council is “a leading geopolitical strategy think-tank seen as a de facto PR agency for the U.S. government and NATO military alliance.” Another, writing for alternet.org, is blunt: journalist Max Blumenthal characterizes the Council “as a pro-regime change think tank that is funded by Western governments and their allies.”

The Atlantic Council is most certainly aligned with the objectives of U.S foreign policies. Now Facebook is using the Council as authenticator-in-chief of international news and views flowing through its portals.  On both accounts, therefore, Facebook may have already lost any claim to promoting the free flow of political information.
