The Only ‘National Defense’ Needed in this Country, Is Defense Against the Real Enemy: The Ruling Class and the U.S. Government

Throughout our history, and today, little, if any defense of this country or its people, has been necessary or warranted. The true enemy of the people of America is, and has always been, its own government. The real enemies are most all the politicians, regardless of party, the courts, the CIA, the NSA, the FBI, the IRS, the entire military industrial complex, and in general, the federal and state police forces. In other words, all the ruling class and it pawns in government, its enforcers, and all their institutions and bureaucracies, are the real threat to this populace and its natural freedoms. The ludicrous notion of national defense, and that government forces actually “defend the country,” is an outright lie; propagandized by the State and its mouthpieces in media, simply as a way to gain great power in order to own and control society.

Many will take offence to these statements, mostly due to the fact that since birth, they have been inundated and indoctrinated by false ‘authority’ figures, to believe that they cannot survive and prosper without restrictive laws and rule, and worthless government schooling, all kept in check by severe coercive State prosecution. They are taught (schooled) to abandon their individuality in favor of the so-called ‘greater good’ of a collective society, to depend on and trust others in power to protect and sustain them and their families throughout their lives. This breeds only ignorance and passivity in the face of State terror. Independence, a supposed hallmark of this nation-state and its residents, is literally vilified, and even prohibited in many instances, causing personal sovereignty to be discarded in the name of unified slavery.

We live in a country that has warred aggressively against fictitious enemies, meaning without cause or necessity, more than any other country on earth. It is stated, and supported, that the United States has been at war for at least 93% of its entire existence. I firmly believe this number to be much higher, and with proper consideration, it is likely closer to 100%. If one is to determine the actual damage done, the actual harm due to direct war, proxy war, what is insanely considered ‘collateral damage,’ what is the horrid long term cost to human life in the aftermath of this terror, the total number of causalities, including the dead, would be tens if not hundreds of millions of innocent people. But what is sold to the wrongly named ‘public, is that this country is and has been the savior of ‘democracy,’ a completely evil and failed ideology, which is a gross lie beyond the imagination of any sane and thinking human being.

Yes, the truth hurts, but without acceptance of truth, what is left is a deceitful lie; a manufactured myth so atrocious as to have caused an entire nation’s abhorrent and hostile policies to be supported by the masses to such an extent, as to have caused the most broad-based, aggressive, and egregious destruction of humanity in history. This should be the epitaph upon the death of this empire.

At this time in our lives, aggressive war by this government and all who support its heinous deeds, has graduated from its main objective of slaughtering innocent men, women, and children, in addition to the other devastation, in other countries most everywhere on earth, to include the entirety of this country’s population as well. The major war currently is against all of us who live and work in the U.S. by those who continue to claim to be our protectors. This contradiction is absurd, but is still little understood by the average American, as can be evidenced by the terroristic treatment inflicted, and with little if any resistance, on this society these past few years.

At a time when this country and the world are steeped in madness and hate, more and more atrocities continue to take place, with almost zero empathy evident by the political class. The last evil ‘ruler,’ just one among all, ‘chosen’ by the ‘people,’ was Biden, and this was his response to the State’s complicit murder of those in Lahaina just recently, after a very suspicious and devastating fire had destroyed an entire town and its residents. He had the audacity to offer these poor people who lost everything, including many family members, a one-time $700 payment per household. This was in the midst of giving over $200 million more to Ukraine’s political criminals recently, with plans to give many more billions; this after more than $113 billion has already been paid to enrich the newly rich politicians in Ukraine. (Apparently, blackmail garners payment more than actual need of Americans) This alone should be enough for everyone in this country to grasp how little this government cares about its own, and how worthless all in the governing system have become. To depend on, or trust this scum to defend you from harm, is asinine beyond explanation.

Who will defend you from harm? Who will defend you from foreign invasion, although that has never once happened in this country’s history, not even including the pre-planned setup called the Pearl Harbor attack? Who will defend you from hyper-inflation and the resulting extreme prices for goods? Who will defend you from mass censorship and constant surveillance? Who will defend you from food shortages, energy shutdowns, and extensive restrictions on all transactions and travel? Who will defend your children from the consuming perversion being forced on them at every opportunity with this government’s blessing? Who will defend you from aggression and tyranny? Who will defend you from yourself?

It will never be the evil State that defends you, nor will it be its ‘national defense systems,’ its enforcers in the military and police, the politicians, the banking cartels, the large corporate monsters, or any government at any level. There is only one legitimate defense, and that is self-defense. Only you, each of you, has the ability and desire to defend himself. No other and no State entity can or will ever be your savior.  Until that is accepted, expect total serfdom to become your voluntarily accepted way of life.

Much more tyranny is coming. Lockdowns, fake ‘viruses,’ bioweapons, threats and totalitarian measures based on bogus ‘climate change, central bank digital currency, social credit restrictions, more inflation, destruction of money, health mandates, curfews, travel shutdowns, food shortages, transhuman promotion, among many other atrocities, including perpetual war.

National defense is an outright lie, and can never protect you, it can only harm you. There is but one enemy, and that enemy is the State! There is but one defense against this demon called government, and that is when individuals, or individuals working together en masse, abolish all rule. The responsibility for you is you, and any dependence on government whatsoever can only lead to despair, hopelessness, disaster, and enslavement. Defend yourself from this evil State, and break the chains that bind you.

I am not a big fan of Federal Government disaster relief. Too much of the time the money never gets to those who need it most, and too often Washington’s armies of disaster “experts” are more interested in pushing people around than helping them.

Nevertheless, it’s hard to look at recent footage of the devastation in Maui and then hear President Biden tell Congress that he needs another $24 billion for Ukraine. How can this Administration continue to justify tens of billions of dollars for this losing war that is not in our interest while the rest of the United States disintegrates?

Biden’s new $24 billion request comes on top of well over $120 billion already spent to fight the US proxy war on Russia in Ukraine. Heritage Foundation budget expert Richard Stern has done the math and determined that Biden’s spending on the Ukraine war thus far will cost each and every American household $900. How many Americans would rather have those $900 dollars back in their pocket rather than in the pockets of Lockheed-Martin, Raytheon, and Ukraine’s oligarchs?

Recent surveys have shown that a majority of Americans could not afford to cover a sudden $1,000 emergency. Will Americans connect the dots and realize that the reason they can’t find that $1,000 for an emergency is because the neocons have already sent it to Ukraine?

Ukraine has long been known as among the most corrupt countries on earth and not long ago investigative journalist Seymore Hersh wrote that Ukrainian president Vladimir Zelensky has embezzled at least $400 million in aid from the American people. Corruption scandals continue to break in Ukraine. Just last week Zelensky fired the heads of all local draft boards for corruption. Some press reports suggest that sales of luxury cars in Ukraine have broken all previous records. I wonder why.

No wonder the tide of US public opinion is turning against further involvement in the war. Recently CNN found that among all Americans, more than 55 percent are opposed to continued aid to Ukraine. Among Republicans the number opposing more aid to Ukraine rises to three-out-of-four. That is why we are finally starting to see more Republican Members raising concerns. I’d like to think they have seen the light that an aggressive and interventionist foreign policy is not in America’s interest, but most likely they are worried about losing elections. Whatever their motivation, this turning tide should be welcomed.

Yet the Biden Administration persists in backing Ukraine even as the US mainstream media is increasingly pointing out the obvious: Ukraine is not winning and cannot win, and continuing to pour money into a losing cause will just result in bankruptcy at home and more dead Ukrainians overseas.

Last week Newsweek published an article asking, “Does Ukraine Have Kompromat on Joe Biden?” In the article, Northeastern University Professor Max Abrahms wonders out loud whether Biden’s continued support for Ukraine might be related to compromising information held in Kiev about the many Biden family shady business ventures in Ukraine and the region. It is certainly worth considering.

Meanwhile, the residents of Maui that survived the recent horrific fire will take little comfort knowing that the Biden Administration is more interested in sending their money to Ukraine than in helping them recover.

The Ukraine Mess is Animal Farm in Reverse: Starring Blackrock and Other Pigs

Recently, the head of the European Commission, Ursula von der Leyen, said that the European Union should double its assistance to Ukraine. She went on to say the EU should create a support fund of 50 billion euros by the end of the year and that everything should be done to ensure victory on the battlefield for the Ukrainians.

The European Union has created a “support package” for Ukraine for 2023 of up to €18 billion. This money, however, is not in the form of gifts, grants, or to create an emergency war chest. These billions are a loan under an EU macro-financial assistance program dubbed the MFA+ Instrument. In the fine print, EU member states are guaranteeing these loans as well as paying the interest for the Ukrainians. The move is extraordinary given that Ukraine is not an EU member and that, even before the current conflict, was one of the most corrupt governments on Earth. This begs the question, “Why?”

The EU is issuing special bonds to be sold to investors for this purpose at a time when many people in the European Union go without proper healthcare, services, and even employment. The European Union, EU Member States, and European financial institutions have already dispersed some €49 billion to President Zelensky’s regime. This figure, added to the $76.8 billion already funneled to Ukraine, dwarfs any assistance given to any other country in the world. This very conservative report from the Council of Foreign Relations shows the U.S. alone has shoveled more into Zelensky’s coffers than Afghanistan, Israel, Jordan, Ethiopia, and Iraq combined in 2020.

In all, some 47 countries have given money and arms to Ukraine. As of now, EU Institutions (?) handed Zelensky over €30 billion. The UK has forked over about €10 billion as their pensioners worry about what’s for dinner next. Germany has given somewhere around €8 billion, and Japan almost €7 billion. The Netherlands, Canada, and Poland have pitched in about €5 billion each, and the list of others about €14 billion. The numbers, as you would expect, do not all add up. A U.S. News & World Reports story from earlier this year claimed total aid to Zelensky’s country had exceeded €150 billion as of January of this year. Again, why?

The answer, this time, is really simple. BlackRock, and the new investment initiative to rebuild Ukraine (whatever’s left of it). You already knew this, right? Zelensky and BlackRock’s BlackRock CEO Larry Fink met late last year, and in November, the Ukrainian Ministry of the Economy (MoE) and BlackRock Financial Markets Advisory (FMA) signed a memorandum to structure Ukraine’s reconstruction funds (PDF). Also, in on the moneymaking schemes in war-torn Ukraine are Nestlé, International Finance Corporation, the private investment arm of the World Bank, Australia’s Tattarang Group,

Zelensky has called the rebuilding of his country, once it’s been used up as a proxy NATO against Russia, “the greatest opportunity in Europe since World War Two.” Earlier this year, Fink told Barron’s and other financial magazines that Western investors will be “flooding” Ukraine post-war and the country could become “a beacon to the rest of the world of the power of capitalism”. Also, JPMorgan Chase is joining BlackRock to help Ukraine set up a reconstruction bank to steer public seed capital.

This American Conservative report says, “BlackRock Plots to Buy Ukraine,” in a recent editorial. Author Bradley Devlin outlines the Ukraine case, while also revealing how Fink and BlackRock are transforming America into a nation of renters by artificially elevating the prices of normal houses. If ever a man were appropriately named, Fink is that man.

“Why?” Is there any doubt about why some poor untrained bartender from Kyiv is in a foxhole being bombarded by Russian artillery? Doesn’t all the misleading media, inflated Ukraine military gains, and Joe Biden’s cock of the walk attitude toward a peace deal make more sense now? And Ursula, the lady I fondly refer to as Frau von der Clucky for her chicken-like pecking and strutting about while millions either die or are in harm’s way because of all the Western world barnyard antics right out of Orwell’s Animal Farm. While someone’s Dad takes a bullet or shrapnel in Donetsk, our leaders keep crowing, snorting, braying, and hog-wallering in their capitalistic farm dream.

Why? Greed, that’s why.

Ukraine and the great revival of American empire

Amidst the dross that clutters the New York Times op-ed page on most days, glimmers of enlightenment occasionally appear. A recent guest column by Grey Anderson and Thomas Meaney offers a case in point.

“NATO Isn’t What It Says It Is,” declares the headline. Contrary to the claims of its architects and defenders, Anderson and Meaney argue persuasively that the central purpose of the alliance from its founding was not to deter aggression from the East and certainly not to promote democracy, but to “bind Western Europe to a far vaster project of a U.S.-led world order.” In return for Cold War-era security guarantees, America’s European allies offered deference and concessions on issues like trade and monetary policy. “In that mission,” they write, NATO “has proved remarkably successful.” A plot of real estate especially valued by members of the American elite, Europe thereby became the centerpiece of the postwar American imperium.

The end of the Cold War called these arrangements into question. Desperate to preserve NATO’s viability, proponents claimed that the alliance needed to go “out of area or out of business.” NATO embraced an activist posture, leading to reckless state building interventions in Libya and Afghanistan. The results were not favorable. Acceding to U.S. pressure to venture out of area proved to be costly and served chiefly to undermine NATO’s credibility as a militarily capable enterprise.

Enter Vladimir Putin to save the day. Just as Russia’s invasion of Ukraine provided the U.S. with an excuse to forget its own post-9/11 military failures, so too it has enabled NATO to once more constitute itself as the chief instrument for defending the West—and, crucially, to do so without actually exacting a blood sacrifice from either Americans or Europeans.

In this context, the actual fate of Ukraine itself figures as something of an afterthought. The real issue centers on reviving damaged aspirations of American global primacy. With something like unanimity, the U.S. national security establishment is devoted to the proposition that the United States must remain the world’s sole superpower, even if this requires ignoring a vast accumulation of contrary evidence suggesting the emergence of a multipolar order. On that score, Putin’s recklessness came as an impeccably timed gift.

There is an element of genius at work here. Defeating Russia without having to do any actual fighting becomes the means to restore the image of American indispensability squandered during the decades that followed the fall of the Berlin Wall. For Washington, as Anderson and Meaney appreciate, the true stakes in Ukraine go far beyond the question of whose flag flies over Crimea. If Ukraine “wins” its war with Russia—however “winning” is defined and however great the price Ukrainians must pay—NATO itself (and the NATO lobby in Washington) will claim vindication.

Rest assured that major European nations will then quietly renege on promises to boost their military spending, with actual responsibility for European security once more falling to the United States. With the centennial of World War II now within hailing distance, U.S. troops will remain permanently garrisoned in Europe. This will serve as cause for celebration throughout the U.S. military industrial complex, which will prosper.

Flexing its muscles, the United States will inevitably prod a greatly expanded NATO into turning its attention to enforcing the “rules-based international order” in the Asia-Pacific, with China as the chosen adversary. Ukraine will thereby serve as a template of sorts as the U.S. and its allies throw their weight around many thousands of miles from Europe proper.

The U.S. global military footprint will expand. U.S. efforts to put its house in order domestically will founder. Pressing global problems like the climate crisis will be treated as afterthoughts. But the empire that has no name will persist, which ultimately is the purpose of the game.

President Biden is fond of saying that the world has arrived at an “inflection point,” implying the need to change directions. Yet the overarching theme of his approach to foreign policy is stasis. He clings to the geopolitical logic that prompted NATO’s founding in 1949.

Back then, when Europe was weak and Stalin ruled the Soviet Union, that logic may have possessed some merit. But today the importance attributed to NATO testifies chiefly to the bankruptcy of American strategic thought and an inability to prioritize actually existing U.S. national interests, both foreign and domestic.

A sound revision of U.S. national security strategy would begin with announcing a timeline for withdrawing from NATO, converting it into an arrangement wholly owned and operated by Europe. The near impossibility of even imagining such an action by the United States testifies to the dearth of imagination that prevails in Washington.

Watching a recent video of Ukrainian troops scrambling out of a U.S.-supplied Bradley armored fighting vehicle just after it hit a mine, I remembered how hard the U.S. Army bureaucrats and contractors who developed the weapon had fought to keep this vehicle a death trap for anyone riding inside. As originally designed, Bradleys promptly burst into flame when hit with anything much more powerful than a BB pellet, incinerating anyone riding inside. The armor bureaucrats were well aware of this defect, but pausing development for a redesign might have hurt their budget, so they delayed and cheated on tests to keep the program on track. Prior to one test, they covertly substituted water-tanks for the ammunition that would otherwise explode. Only when Jim Burton, a courageous air force lieutenant colonel from the Pentagon’s testing office, enlisted Congress to mandate a proper live fire test were the army’s malign subterfuges exposed and corrected. His principled stand cost him his career, but the Bradley was redesigned, rendering it less potentially lethal for passengers. Hence, forty years on, the survival of those lucky Ukrainians.

This largely forgotten episode serves as a vivid example of an essential truth about our military machine: it is not interested in war.

How else to understand the lack of concern for the lives of troops, or producing a functioning weapon system? As Burton observed in his instructive 1993 memoir Pentagon Wars, the U.S. defense system is “a corrupt business — ethically and morally corrupt from top to bottom.”

Nothing has happened in the intervening years to contradict this assessment, with potentially grim consequences for men and women on the front line. Today, for example, the U.S. Air Force is abandoning its traditional role of protecting and coordinating with troops on the ground, otherwise known as Close Air Support, or CAS. Given its time-honored record of bombing campaigns that had little or no effect on the course of wars, CAS has probably been the only useful function (grudgingly) performed by the service.

The Air Force has always resented the close support mission, accepting the role only because handing it to the Army would entail losing budget share. Thus the A-10 “Warthog” aircraft, specifically dedicated to CAS, was developed by the air force only to ward off a threat from the Army to steal the mission with a new helicopter. As it turned out, the A-10, thanks to the dedicated genius of its creators, notably the late Pierre Sprey, was supremely suited to the mission. But its successful record cuts no ice with the air force, which has worked with might and main to get rid of the A-10 ever since the threat of an army competitor in the eternal battle for budget share had been eliminated.

That campaign is now entering its final stages. The air force is not only getting rid of its remaining fleet of A-10s, it is also eliminating the capability to perform the close air support mission by phasing out the training for pilots and ground controllers essential for this highly specialized task. True, the service claims that the infamously deficient F-35 “fighter” can and will undertake the mission, but that is a laughable notion for many reasons, including the fact that the plane’s 25 mm cannon cannot shoot straight. The consequences for American troops on the ground in future wars will be dire, but their fate apparently carries little weight when set against the unquenchable urge of the air force to assert its independence from the messy realities of ground combat, where wars are won or lost. Thus its hopes and budget plans are focussed on costly systems of dubious relevance to warfare such as the new B-21 bomber, the new Sentinel ICBM, and the Next Generation Air Dominance fighter, none of which will fly for years to come, except in the form of cash out of our pockets.

Pentagon spending this year is projected to nudge $850 billion. (The total national security bill is already way past a trillion, but that’s another story.) Yet, even when endowed with such a gigantic pile of cash, the system is apparently incapable of furnishing the wherewithal for even a limited war, such as the one currently underway in Ukraine. The conflict has been marked by successive announcements that progressively more potent weapon systems are being shipped to the Ukrainians -Javelins anti-tank missiles, 155 mm Howitzers, HIMARS precision long range missiles, Patriots air defense missiles, Abrams tanks, with F-16 fighters in the offing. A U.S. military intelligence officer pointed out to me recently the actual basis on which these systems are selected: “when we run out of the last system we were sending.”

Now Biden has generated global outrage by promising to send cluster bombs, known for their ability to kill and maim children fifty years after the relevant war has ended, as any Laotian farmer could tell you. The military rationale for their use is their supposed utility against “soft” targets such as dismounted infantry, radars, and wheeled vehicles. However, a former armor officer and veteran of the 1991 Gulf war recalled to me that “we disliked them intensely and pleaded with the artillery and Air Force not to employ them. They simply damaged support elements and wheels that followed us into action. After the war we treated numerous people wounded by them including our own soldiers, as well as civilians (children).”

Biden has admitted that these devices are being sent only because the U.S. is running out of the artillery ammunition that the Ukrainians actually require. “This is a war relating to munitions. And they’re running out of that ammunition, and we’re low on it,” he told a TV interviewer. So off go the cluster bombs, their passage lubricated by crocodile tears from administration officials: “I’m not going to stand up here and say it was easy…It’s a decision that required a real hard look at the potential harm to civilians” National Security Adviser Jake Sullivan told reporters. (Back when it was reported that the Russians were using cluster bombs in Ukraine, then-White House Press Secretary Jen Psaki denounced such action as “a war crime.”)

So, the richest war machine in history, having scraped its cupboard bare, is now reduced to fielding a device of dubious military utility deemed illegal by over a hundred countries. That’s what we get for our $850 billion.

Is Sleepy Joe Biden Trying to Outdo Hitler and History?

History is the most interesting subject for many reasons. Not the least of which is the fact it tends to repeat itself. And the fact that some are doomed by ignorance of this is an important lesson for today. Take German tanks, for instance. First, let’s rehash a little history about the steppes of Russia and Eastern Ukraine and unlearned lessons.

From the 5th of July 1943 until the 23rd of August 1943, the largest tank battle in history took place in what became known as the “Kursk Salient,” an area that stretched from the tiny town of Kirov on the Bolva River in the north, through Belgorod in Russia, Kharkiv, which Ukraine currently controls. The line reached deep into the Donbas region, the focal point of Ukraine’s Nazi hostilities since 2014.

Hitler’s Operation Zitadelle (“Citadel”) was carried out over a 700-mile-long front, where the best Germans tried to outgun and outmaneuver the advancing Soviet forces. It became the largest tank battle in history, pitting the most advanced weaponry Nazi Germany had against prepared and dug-in, superior Soviet resistance. The reader will find it interesting that the German high command chose Belgorod as one of the first key objectives.

Numerous parallels exist between the battle of Kursk and the current proxy war in Ukraine. First, I’d like to deal with tanks. In 1943, Germany manufactured what can be argued as the finest medium and heavy armor of World War II. Though not numerous at Kursk, the deadly Tiger played a big role. The all-new Panther and the giant Ferdinand tank destroyer were supposed to blast the Soviets off the battlefield.

Ironically, many of their burning hulks littered the countryside once the battle ended. The battle raged for months, with neither side gaining a clear advantage. The Soviets, not unlike their modern-day counterparts on the Russian lines, created massive defensive works to sap the German offensive until a counterattack would gain a decisive effect.

When I read the other day about almost all of the highly touted German Leopards sent to Zelensky having been destroyed, this seemed like Deja Vu as a student of history. An article in the Berliner Zeitung cited Alexander Sosnowski, who used data from pro-Ukraine media channels to determine that 41 Leopard-2s, 49 T72 tanks, 31 Bradlys, 7 German Marders, 23 howitzers, and 40 MRAP infantry fighting vehicles have already been turned to scrap by the Russians. In 1943, the great Nazi war machine faced similar despair.

But what other parallels can we draw? What is going to happen next? If you ask most experts, Europe is out of ammo, tanks, and guts. The Germans cannot even crank up and run half their remaining Leopard 2s for lack of repair, Paris is on fire, Germans are ready for any Chancellor but Scholz, Hungary seems about ready to leave the NATO alliance, the dollar may crumble toon, and even Americans grow weary of cheering a losing team.

We can understand how idiotic Joe Biden’s war on Russia will end if we recollect what happened after the Kursk failure. The Germans had been progressing in fighting through the defensive layers the Soviets had built. The northern front of the pincer bogged down, and the southern one was halted by bitter Soviet resistance. Hitler, who the legendary Heinz Guderian had warned against Operation Citadel, lost heart when decisive victory was not at hand and focused elsewhere. Meanwhile, the Soviets had gained momentum in the ground war and never relinquished it after Kursk.

As we know, once the Axis began its retreat from Kursk, the Soviets, and their allies from the West marched into the heart of Europe, taking Berlin and destroying the dream of Leibensraum, at least for the moment. Today, we find Germany’s best tanks strewn all over the battle lines in the regions reclaimed by Russia. Of course, they are not the Tigers or Panthers of legend. Four Tiger tanks held off tank brigades at Kursk. Now a lightweight drone seemed capable of knocking one out. The same seems true for NATO, a military alliance that has never shown it could beat its way out of a wet paper bag, let alone conquer Russia.

Whoever devised this genius plan to create Operation Barbarossa 2 is not even as clever as a drugged Hitler on his worst day. All that has happened is that the Russians are preparing again. House Passes $886 Billion National Defense Authorization Act

The bill narrowly passed in a vote of 219-210 due to a partisan divide over amendments included by Republicans

The House on Friday passed its version 2024 National Defense Authorization Act in a vote of 219-210, which largely fell along partisan lines due to amendments added by Republicans relating to social policies in the military.

The Republican amendments covered abortion, transgender surgery, and diversity initiatives. Only four Democrats voted in favor of the bill, and four Republicans voted against it. The four Republicans who opposed the NDAA are Reps. Thomas Massie (KY), Eli Crane (AZ), Andy Biggs (AZ), and Ken Buck (CO).

The Senate still needs to pass its version of the NDAA, then the two chambers will negotiate the final version that will go to President Biden’s desk. The Republican amendments packed into the House version will set up a fight between the two chambers as Senate Majority Leader Chuck Schumer (D-NY) and other Democrats will reject them.

The 2024 NDAA is for a record $886 billion, the same amount President Biden requested. The debt ceiling deal reached between House Republicans in the White House did not limit military spending and put no caps on emergency supplemental funds, which is how the US has been spending on the war in Ukraine.

As the House was debating the NDAA, several amendments introduced by Republicans looking to rein in US support for Ukraine were voted down. One amendment sponsored by Rep. Warren Davidson (R-OH) would have required the Biden administration to develop a strategy for the war in Ukraine. It was rejected in a vote of 129-301, with only Republicans supporting it.

One amendment introduced by Rep. Marjorie Taylor Greene would have cut $300 million in military aid for Ukraine that’s packed into the NDAA, but it failed in a vote of 89-341. Rep. Matt Gaetz (R-FL) put forward an amendment to cut off all military assistance for Ukraine, which failed in a vote of 70-358. Only Republicans supported the two amendments.

Greene sponsored another amendment that would have prohibited the transfer of cluster munitions to Ukraine, although US cluster bombs have already arrived in the country. The effort failed in a vote of 147-276. It received support from 98 Republicans and 49 Democrats.

How A New Budget Loophole Could Send Pentagon Spending Soaring Even Higher

On June 3rd, President Joe Biden signed a bill into law that lifted the government’s debt ceiling and capped some categories of government spending. The big winner was — surprise, surprise! — the Pentagon.

Congress spared military-related programs any cuts while freezing all other categories of discretionary spending at the fiscal year 2023 level (except support for veterans). Indeed, lawmakers set the budget for the Pentagon and for other national security programs like nuclear-related work developing nuclear warheads at the Department of Energy at the level requested in the administration’s Fiscal Year 2024 budget proposal — a 3.3% increase in military spending to a whopping total of $886 billion. Consider that preferential treatment of the first order and, mind you, for the only government agency that’s failed to pass a single financial audit! 

Even so, that $886 billion hike in Pentagon and related spending is likely to prove just a floor, not a ceiling, on what will be allocated for “national defense” next year. An analysis of the deal by the Wall Street Journal found that spending on the Pentagon and veterans’ care — neither of which is frozen in the agreement — is likely to pass $1 trillion next year.

Compare that to the $637 billion left for the rest of the government’s discretionary budget. In other words, public health, environmental protection, housing, transportation, and almost everything else the government undertakes will have to make do with not even 45% of the federal government’s discretionary budget, less than what would be needed to keep up with inflation. (Forget addressing unmet needs in this country.)

And count on one thing: national security spending is likely to increase even more, thanks to a huge (if little-noticed) loophole in that budget deal, one that hawks in Congress are already salivating over how best to exploit. Yes, that loophole is easy to miss, given the bureaucratese used to explain it, but its potential impact on soaring military budgets couldn’t be clearer. In its analysis of the budget deal, the Congressional Budget Office noted that “funding designated as an emergency requirement or for overseas contingency operations would not be constrained” by anything the senators and House congressional representatives had agreed to.

As we should have learned from the 20 years of all-American wars in Afghanistan and Iraq, the term “overseas contingency” can be stretched to cover almost anything the Pentagon wants to spend your tax dollars on. In fact, there was even an “Overseas Contingency Operations” (OCO) account supposedly reserved for funding this country’s seemingly never-ending post-9/11 wars. And it certainly was used to fund them, but hundreds of billions of dollars of Pentagon projects that had nothing to do with the conflicts in Iraq or Afghanistan were funded that way as well. The critics of Pentagon overspending quickly dubbed it that department’s “slush fund.”

So, prepare yourself for “Slush Fund II” (coming soon to a theater near you). This time the vehicle for padding the Pentagon budget is likely to be the next military aid package for Ukraine, which will likely be put forward as an emergency bill later this year.  Expect that package to include not only aid to help Ukraine fend off Russia’s ongoing brutal invasion but tens of billions of dollars more to — yes, of course! — pump up the Pentagon’s already bloated budget.

Senator Lindsey Graham (R-SC) made just such a point in talking with reporters shortly after the debt-ceiling deal was passed by Congress. “There will be a day before too long,” he told them, “where we’ll have to deal with the Ukrainian situation. And that will create an opportunity for me and others to fill in the deficiencies that exist from this budget deal.”

Senate Majority Leader Chuck Schumer (D-NY) made a similar point in a statement on the Senate floor during the debate over that deal. “The debt ceiling deal,” he said, “does nothing to limit the Senate’s ability to appropriate emergency/supplemental funds to ensure our military capabilities are sufficient to deter China, Russia, and our other adversaries and respond to ongoing and growing national security threats.”

One potential (and surprising) snag in the future plans of those Pentagon budget boosters in both parties may be the position of House Speaker Kevin McCarthy (R-CA). He has, in fact, described efforts to increase Pentagon spending beyond the level set in the recent budget deal as “part of the problem.” For the moment at least, he openly opposes producing an emergency package to increase the Pentagon budget, saying:

“The last five audits the Department of Defense [have] failed. So there’s a lot of places for reform [where] we can have a lot of savings. We’ve plussed it up. This is the most money we’ve ever spent on defense — this is the most money anyone in the world has ever spent on defense. So I don’t think the first answer is to do a supplemental.”

The Massive Overfunding of the Pentagon

The Department of Defense is, of course, already massively overfunded. That $886 billion figure is among the highest ever — hundreds of billions of dollars more than at the peak of the Korean or Vietnam wars or during the most intensely combative years of the Cold War. It’s higher than the combined military budgets of the next 10 countries combined, most of whom are, in any case, U.S. allies. And it’s estimated to be three times what the Chinese military, the Pentagon’s “pacing threat,” receives annually. Consider it an irony that actually “keeping pace” with China would involve a massive cut in military spending, not an increase in the Pentagon’s bloated budget.

It also should go without saying that preparations to effectively defend the United States and its allies could be achieved for so much less than is currently lavished on the Pentagon.  A new approach could easily save significantly more than $100 billion in fiscal year 2024as proposed by Representatives Barbara Lee (D-CA) and Mark Pocan (D-WI) in the People Over Pentagon Act, the preeminent budget-cut proposal in Congress. An illustrative report released by the Congressional Budget Office (CBO) in late 2021 sketched out three scenarios, all involving a less interventionist, more restrained approach to defense that would include greater reliance on allies. Each option would reduce America’s 1.3-million-strong active military force (by up to one-fifth in one scenario). Total savings from the CBO’s proposed changes would, over a decade, be $1 trillion.

And a more comprehensive approach that shifted away from the current “cover the globe” strategy of being able to fight (though, as the history of this century shows, not always win) wars virtually anywhere on Earth on short notice — without allies, if necessary — could save hundreds of billions more over the next decade. Cutting bureaucracy and making other changes in defense policy could also yield yet more savings. To cite just two examples, reducing the Pentagon’s cohort of more than half-a-million private contract employees and scaling back its nuclear weapons “modernization” program would save significantly more than $300 billion extra over a decade.

But none of this is even remotely likely without concerted public pressure to, as a start, keep members of Congress from adding tens of billions of dollars in spending on parochial military projects that channel funding into their states or districts. And it would also mean pushing back against the propaganda of Pentagon contractors who claim they need ever more money to provide adequate tools to defend the country.

Contractors Crying Wolf

While demanding ever more of our tax dollars, the giant military-industrial corporations are spending all too much of their time simply stuffing the pockets of their shareholders rather than investing in the tools needed to actually defend this country. A recent Department of Defense report found that, from 2010-2019, such companies increased by 73% over the previous decade what they paid their shareholders. Meanwhile, their investment in research, development, and capital assets declined significantly. Still, such corporations claim that, without further Pentagon funding, they can’t afford to invest enough in their businesses to meet future national security challenges, which include ramping up weapons production to provide arms for Ukraine.

In reality, however, the financial data suggests that they simply chose to reward their shareholders over everything and everyone else, even as they experienced steadily improving profit margins and cash generation. In fact, the report pointed out that those companies “generate substantial amounts of cash beyond their needs for operations or capital investment.” So instead of investing further in their businesses, they choose to eat their “seed corn” by prioritizing short-term gains over long-term investments and by “investing” additional profits in their shareholders. And when you eat your seed corn, you have nothing left to plant next year.

Never fear, though, since Congress seems eternally prepared to bail them out. Their businesses, in fact, continue to thrive because Congress authorizes funding for the Pentagon to repeatedly grant them massive contracts, no matter their performance or lack of internal investment. No other industry could get away with such maximalist thinking.

Military contractors outperform similarly sized companies in non-defense industries in eight out of nine key financial metrics — including higher total returns to shareholders (a category where they leave much of the rest of the S&P 500 in the dust). They financially outshine their commercial counterparts for two obvious reasons: first, the government subsidizes so many of their costs; second, the weapons industry is so concentrated that its major firms have little or no competition.

Adding insult to injury, contractors are overcharging the government for the basic weaponry they produce while they rake in cash to enrich their shareholders. In the past 15 years, the Pentagon’s internal watchdog has exposed price gouging by contractors ranging from Boeing and Lockheed Martin to lesser-known companies like TransDigm Group. In 2011, Boeing made about $13 million in excess profits by overcharging the Army for 18 spare parts used in Apache and Chinook helicopters. To put that in perspective, the Army paid $1,678.61 each for a tiny helicopter part that the Pentagon already had in stock at its own warehouse for only $7.71.

The Pentagon found Lockheed Martin and Boeing price gouging together in 2015. They overcharged the military by “hundreds of millions of dollars” for missiles. TransDigm similarly made $16 million by overcharging for spare parts between 2015 and 2017 and even more in the following two years, generating nearly $21 million in excess profits. If you can believe it, there is no legal requirement for such companies to refund the government if they’re exposed for price gouging.

Of course, there’s nothing new about such corporate price gouging, nor is it unique to the arms industry. But it’s especially egregious there, given how heavily the major military contractors depend on the government’s business. Lockheed Martin, the biggest of them, got a staggering 73% of its $66 billion in net sales from the government in 2022. Boeing, which does far more commercial business, still generated 40% of its revenue from the government that year. (Down from 51% in 2020.)

Despite their reliance on government contracts, companies like Boeing seem to be doubling down on practices that often lead to price gouging. According to Bloomberg News, between 2020 and 2021, Boeing refused to provide the Pentagon with certified cost and pricing data for nearly 11,000 spare parts on a single Air Force contract. Senator Elizabeth Warren (D-MA) and Representative John Garamendi (D-CA) have demanded that the Pentagon investigate since, without such information, the department will continue to be hard-pressed to ensure that it’s paying anything like a fair price, whatever its purchases.

Curbing the Special Interest Politics of “Defense”

Reining in rip-offs and corruption on the part of weapons contractors large and small could save the American taxpayer untold billions of dollars. And curbing special-interest politics on the part of the denizens of the military-industrial-congressional complex (MICC) could help open the way towards the development of a truly defensive global military strategy rather than the current interventionist approach that has embroiled the United States in the devastating and counterproductive wars of this century.

One modest step towards reining in the power of the arms lobby would be to revamp the campaign finance system by providing federal matching funds, thereby diluting the influential nature of the tens of millions in campaign contributions the arms industry makes every election cycle. In addition, prohibiting retiring top military officers from going to work for arms-making companies — or, at least, extending the cooling off period to at least four years before they can do so, as proposed by Senator Warren — would also help reduce the undue influence exerted by the MICC.

Last but not least, steps could be taken to prevent the military services from giving Congress their annual wish lists — officially known as “unfunded priorities lists” — of items they want added to the Pentagon budget. After all, those are but another tool allowing members of Congress to add billions more than what the Pentagon has even asked for to that department’s budget.

Whether such reforms alone, if adopted, would be enough to truly roll back excess Pentagon spending remains to be seen. Without them, however, count on one thing: the department’s budget will almost certainly continue to soar, undoubtedly reaching $1 trillion or more annually within just the next few years.  Americans can’t afford to let that happen.
