Techno-Financial Capital & Genocide of the Poorest of the Poor

Today, the ‘poorest of the poor’ are superfluous to empire and thus the policy of genocide. The current world war between the classes has become a war between exterminators and those who would fight to survive!

The Euro-American and Japanese ruling classes, as well as their collaborators in the Afro-Asian and Latin American countries, have accumulated vast profit. This has occurred through a complex stratified system re-concentrating the world’s wealth through: 1. The exploitation of labor in the First World (North America and Western Europe); 2. super-exploitation of labor in the Second World (China, ex-USSR); 3. dispossession of peasants, native communities and urban dwellers to grab resources, land and real estate in the Third World; and 4. wars of genocide against the poorest of the poor in the ‘Fourth World’. Besides all the forms of brutal exploitation and dispossession, which enrich the Euro-US ruling classes, by far the most sinister and threatening to humanity is the concerted worldwide effort to literally exterminate the poorest-of-the poor, the hundreds of millions of people no longer essential for the accumulation and concentration of imperial capital today.

This essay will begin by mapping the genocidal wars against ‘the wretched of the earth’, identifying the geography of genocide, the countries and subjects under attack, and the trajectory, which has been chosen and executed by the leaders of the Euro-American regimes.

Then we will examine the reason for genocide within the dynamics and forms of contemporary capitalism. In particular, we will develop the genocide hypothesis: that imperial genocide of the poorest of the poor is a deliberate policy to reduce the growing surplus labor, which is no longer needed or wanted for wealth accumulation but is increasingly feared as a potential political threat.

In the last section, we will discuss how the ‘wretched of the earth’ are responding to this policy of imperial genocide and what is to be done.

Mapping Genocide Against the Poorest of the Poor

It is no coincidence that the most violent assaults and invasions by the Euro-American powers have taken place against the poorest countries in each region of the world. In the Western hemisphere, the Euro-US regimes have repeatedly invaded the absolutely poorest country, Haiti, overthrowing the popularly elected Aristide government, decimating the population via a cholera epidemic spread by UN mercenary ‘peace-keepers’, killing tens of thousands of poor Haitians and rounding up thousands of protestors. The occupation continues. Honduras, the second poorest country in the region, experienced a US-backed coup d’état deposed their recently elected president and imposed a terrorist puppet regime, which regularly assassinates dissidents and landless rural workers. Peasants are dispossessed; the economy and society are in shambles with tens of thousands of Hondurans (especially children) fleeing the violence.

Today, the Euro-American powers actively support the absolutist regime of Saudi Arabia as it bombs and slaughters thousands of Yemeni civilians and resistance fighters. Yemen is the poorest country in the Gulf region.

In South Asia, the US invaded and occupied Afghanistan; its coalition of puppets and NATO allies have massacred and displaced millions of poor farmers and civilians. Afghanistan is the poorest of the poor countries in the region.

In Africa, the Euro-American powers and their local collaborators have invaded, bombed and occupied Somalia, Chad and Mali – among the poorest of sub-Sahara countries.

After the US-NATO campaign of destruction against Libya, 1.5 million sub-Saharan Africans and black citizens of Libya lost their stable employment and became the victims of ethnic slaughter. Their attempts to escape the violence and starvation by fleeing to Europe are blocked by the leading powers (the same powers that destroyed the Libyan economy and society). Those, who do not drown in their flight, are detained and returned to their devastated countries and early deaths.

In Western Europe, millions of Greeks, Spaniards and Portuguese, inhabiting the poorest countries in the region, have faced massive job losses, widespread impoverishment and spiraling suicides – all induced by austerity programs designed to pillage their economies and enrich their Euro-US creditors.

In the United States, 1.5 million black (mostly male) Americans, are ‘missing’ – products of early death, industrial-scale incarceration and police assassinations. American Indian communities are subject to depredations and early death from the policies of the Federal and State governments. Their lands have been handed over to mining (and now fracking) to serve the interests of the mining and agro-business elite. Throughout the US Latino agricultural workers are increasingly viewed as ‘expendable’ with technology and the effects of global climate change (such as the severe drought in California) depriving them of livelihood.

In the Levant, Palestinians, now the poorest of the poor and the most disenfranchised, face continued Israeli land grabs, pillage and violence in the West Bank and genocidal attacks in Gaza. Iraq and Syria have experienced millions of deaths and displacements, reducing previously prosperous, educated and sophisticated multi-ethnic populations into impoverished, uprooted and desperate people deliberately driven backwards to tribal loyalties.

Why Imperialism ‘Genocides the Poorest of the Poor’

With the exception of Iraq and Syria, all of the violated countries have been poor in resources and markets, and possess large unskilled labor. The people are targeted and savaged because they no longer serve as ‘labor reserves’ – they are now excess-surplus labor – in Nazi racial hygiene terminology, they have become ‘useless mouths to feed’. This has intensified as crisis engulfs the West and the least productive sectors of capitalism, finance, real estate and insurance (FIRE), have become the leading sectors of capital. ‘Cheap labor’ is less needed, least of all overseas labor from conflictual regions.

The ‘poorest of the poor’ countries under attack lack rich resources ripe for plunder; their populations do not exist among the priorities of the multi-national bankers – except when seen as ‘obstacles’. In the colonial past, sectors of these populations would have been recruited by imperial countries to submit, obey and serve as imperial mercenaries or coolie labor. They would have been transported and employed by empire for ‘dirty’, dangerous and poorly paid jobs in other colonized countries – like the millions of Indians scattered throughout the former British Empire. Today, such coolies have no value.

The genocidal nature of the wars against the ‘poorest of the poor’ is best demonstrated by the actual targets and primary victims of these wars: Millions of civilians, families, women, children and heads of households have suffered the worst. These ‘targets’ represent the most stable and essential elements responsible for family reproduction and security. The ‘poorest of the poor’ communities are being destroyed. Genocidal bombing has overwhelmingly targeted the essential factors for survival: cohesive households, communal settings, subsistence food growing regions and access to clean water. Therefore, it should come as no surprise that marriage ceremonies and traditional social gatherings have been ‘mistaken targets’ of missiles and drone strikes. Despite the denials from the White House, the geographic extent and nauseating number of such attacks demonstrate that according to the ‘genocide hypothesis’ there is ‘nowhere to hide’: The targeted populations will have no marriage celebrations, no social life, no increase in children among the poorest of the poor, no protection for the elders, no social fabric and no communal organizations – there will be no survival networks left for the superfluous of empire.

The ‘genocide hypothesis’ underlies the practice of ‘total war’. The practice includes massive attacks on non-military targets (‘Shock and Awe’) and the use of high tech weaponry to target collectives of the poorest of the poor – repeatedly, over long periods of time and wide geographic regions.

If, as the apologists of genocidal wars claim, the bombings of weddings and slaughter of school children are ‘collateral’ in the ‘Global War on Terror’ why are they happening everywhere in the fourth world and virtually everyday?

The genocide hypothesis best explains the data. Even the terminology and claims made by imperialist experts regarding their weapons systems support the genocide hypothesis. These weapons, we are told, are ‘intelligent, precise and highly accurate’ in targeting and destroying ‘the enemy’. By their own admission, then, the poorest of the poor have become ‘the enemy’, as imperial weapons makers support ‘intelligent’ genocide with ‘precision’.

When liberals and leftists criticize how imperial drone strikes kill civilians, instead of ‘armed terrorists’, they are missing the essential point of the policy. The prime purpose of the wars and the imperial weapons of mass destruction is to kill the largest number of the very poorest in the shortest time.

No member of the financial-high tech capitalist class has ever complained about the mass killing of the ‘poorest of the poor’ anywhere or at any time because the victims are, for the purpose of accumulating imperial profit and concentrating wealth superfluous. The poorest don’t figure into the formulae of profit and productivity; they don’t ‘make or take’ markets. On the other hand, their continued existence is a potential liability. They are aesthetically unappealing on the outskirts of luxury resorts. To the rich, they represent a desperate criminal element and they may pose a real or imagined ‘terrorist’ threat. For these reasons, the rich would ‘prefer’ that they would quietly cease to exist, or if the warlords have to dispose of them, the world will be a safer and more attractive place to accumulate wealth. ‘Let them kill each other, as they have done for millennia’, the empire piously opines and the bankers and their high tech allies can use their military and mercenaries without soiling their own hands. The elite ignore the mass immiseration while the militarists bomb ‘the problem’ out of existence.

Today genocide occurs in once vibrant living and working communities, not hidden in ‘concentration camps’. The secret ovens and gas chambers have been replaced by an ‘open range’ of incendiary weapons that end lives, burn neighborhoods and workshops, devastate livestock and crops. Those who survive the bombing are starved, enclosed, malnourished and inflicted with disease. Eminent doctors tell us that the misery is ‘self-inflicted’ and that the poorest of the poor are ignorant and lack healthy habits. Recurrent epidemics from HIV to cholera to Ebola are quintessential ‘4th world diseases’. Even though the Caribbean had not seen cholera for over a century, its introduction into Haiti via the bowels of imperial mercenary troops (UN peacekeepers from Nepal) was blamed on the Haitians’ lack of access to clean water! Not since the small pox blankets passed out by the US Army to freezing Native Americans in their concentration camps of the 19th century have we heard such apologists for genocide!

The truth about genocide is that all this is known, repeatedly documented and forgotten. White workers in the First World cannot even register these ‘facts’ under their own noses, let alone express any form of solidarity. Imperial genocide, committed by proactive militarists and ‘passive’ rich elites, are no secret even if they deny their complicity. The key word here is ‘mission’. ‘Mission Accomplished’ was the celebratory banner over the total destruction of Iraq. The warlords claim rewards for successfully completing ‘the mission’. Yemenis are dying under US-supplied Saudi bombs; Somalis are scattered in tens of thousands of tents to the four corners of the earth; Haitians continue to enjoy the ‘gift of cholera’ from UN ‘peacekeepers’ and rot in massive open air prison-slums – their leaders imprisoned or assassinated.

The Poorest of the Poor Respond

In the face of genocide and their irrelevance to the profit motive of modern high tech and finance capital, the poorest of the poor have chosen multiple responses: (1) Mass out-migration, preferable to the First World, where they won’t be bombed, raped or starved as they had been at ‘home’; (2) Internal migration to the cities, under the illusion of an ‘urban safe haven’ when in fact their concentration in slums makes it easier for the bombers; (3) return to the countryside and subsistence farming or the mountains and subsistence herding, but the missiles and drones relentlessly follow them; (4) mass flight to a neighboring country where the local gendarmes will ‘herd’ them into camps to rot and (5) finally resistance. Resistance takes various forms: There are spontaneous upheavals when the scope of abuse exceeds all endurance. This form involves attacking the local collaborators and gendarmes and authorities and sacking food warehouses. Such action burns briefly and dies (many times literally). Some choose to join armed resistance bands, including gangs of brigands, political ethno-religious rivals and terrorists who retaliate against authors of their genocide and its collaborators with their own version of justice and material and celestial rewards.

Total war from above and the outside breeds total war from the inside and below. The rebellion of the ‘wretched of the earth’ in the 21st century is far different from that portrayed by Franz Fanon in the middle of the last century. Fanon described a revolt against colonialism and neo-colonialism. Today the revolt is against deracination and genocide. During colonialism, the ‘wretched’ needed to be subdued to better exploit their labor and resources. Today, the ‘poorest of the poor’ are superfluous to empire and thus the policy of genocide. The current world war between the classes has become a war between exterminators and those who would fight to survive!

US Empire: American Exceptionalism Is No Shining City On a Hill

The concept of American exceptionalism is as old as the United States, and it implies that the country has a qualitative difference from other nations. This notion of being special gives Americans the sense that playing a lead role in world affair is part of their natural historic calling. However there is nothing historically exceptional about this: the Roman empire also viewed itself as a system superior to other nations and, more recently, so did the British and the French empires.

On the topic of American exceptionalism, which he often called “Americanism”, Seymour Martin Lipset noted that “America’s ideology can be described in five words: liberty, egalitarism, individualism, populism and laissez-faire. The revolutionary ideology, which became American creed, is liberalism in its eighteenth and nineteenth-century meaning. It departed from conservatism Toryism, statist communitarianism, mercantilism and noblesse-oblige dominant in monarchical state-church formed cultures.” Naturally identifying America’s system as a unique ideology, just like calling its successful colonial war against Britain a revolution, is a fallacy. For one, America was never based on social equality, as rigid class distinctions always remained through US history.

In reality, the US has never broken from European social models. American exceptionalism implies a sense of superiority, just like in the case of the British empire, the French empire and the Roman empire. In such imperialist systems, class inequality was never challenged and, as matter of fact, served as cornerstone of the imperial structure. In American history, the only exception to this system based on social inequality was during the post World War II era of the economic “miracle”. The period from 1945 to the mid 1970s was characterized by major economic growth, an absence of big economic downturns, and a much higher level of social mobility on a massive scale. This time frame saw a tremendous expansion of higher education: from 2.5 million people to 12 million going to colleges and universities, and this education explosion, naturally, fostered this upward mobility where the American dream became possible for the middle class.

Regardless of real domestic social progress made in the United States after the birth of the empire in 1945, for the proponents of American exceptionalism — this includes the entire political class — the myth of the US being defined as a “shining city on a hill” has always been a rationale to justify the pursuit of imperialism. For example, when President Barack Obama addressed the nation to justify the US military intervention in Libya, he said that “America is different”, as if the US has a special role in history as a force for good. In a speech on US foreign policy, at West Point on May 28, 2014, Obama bluntly stated: “In fact, by most measures, America has rarely been stronger relative to the rest of the world. Those who argue otherwise — who suggest that America is in decline or has seen its global leadership slip away are misreading history. Our military has no peer…. I believe in American exceptionalism with every fiber of my being.”

In his book, Democracy In America, Frenchman Alexis de Tocqueville was lyrical in his propaganda-like adulation of American exceptionalism, defining it almost as divine providence. “When the earth was given to men by the Creator, the earth was inexhaustible. But men were weak and ignorant, and when they had learned to take advantage of the treasures which it contained, they already covered its surface and were soon obliged to earn by the sword an asylum for repose and freedom. Just then North America was discovered, as if it had been kept in reserve by the Deity and had risen from beneath the waters of the deluge”, wrote de Tocqueville.

This notion, originated by the French author, and amplified ever since, which defined the US as the “divine gift” of a moral and virtuous land, is a cruel fairy tale. It is mainly convenient to ease up America’s profound guilt. After all, the brutal birth of this nation took place under the curse of two cardinal sins: the theft of Native American lands after committing a genocide of their population; and the hideous crime of slavery, with slaves building an immense wealth for the few, in a new feudal system, with their sweat, tears and blood.

US Military and NATO: Praetorian Guard of the Orwellian Empire

The new world order is chaos

Since the collapse of the Soviet Union in 1991, the United States has positioned itself, one administration after another, as a global supercop guarantor of world peace. Indeed, since the end of World War II, even as the US has projected its power worldwide through military might, its clever ideologues have managed to convince a large portion of their public opinion that their ambitions for global hegemony are altruistic and benevolent. This dichotomy between the fictional discourse and the brutal reality of US imperialism, applied globally since 1945, is more blatant than George Orwell’s worse fears expressed in “1984“. In this war-is-peace construct, nothing is what it appears to be, and imperialist wars are sold to a gullible citizenry as being humanitarian. Despite the disinformation propagated by the think tanks and Western mainstream media outlets, factual evidence shows that currently, the clear-and-present dangers to world peace are not ISIS, “Russia‘s aggressive acts” or Ebola but, rather, the US military and the North Atlantic Treaty Organization (NATO).

The justification for the 2003 invasion of Iraq given by the spin masters of Orwellian imperialism was to “spread freedom and democracy to the Middle East”. Twelve years later, what has spread in Iraq, Libya and Syria is not freedom and democracy, but ashes, ruins, blood baths and despair. The new world order that the ideologues of Orwellian imperialism are striving to impose globally under the cover of fake revolutions, at least until everyone is beaten into submission, is actually controlled chaos. The destructive empire has several wrecking balls at its disposal, but its tools of choice are, in addition to the US military and the troops of its dependable and mostly occupied vassals in NATO, the Israel “Defense” Forces. The creation of controlled chaos works as a tactic to mold the collective psyche of the citizenry, because people usually strive for stability, security and order, even at the expense of their own personal liberty. The collective state of fear that chaos generates makes most people welcome the worst kinds of repression from the most oppressive forms of governments. Fear and paranoia are the essential ingredients of police states.

Global hegemony plan from a warmongering Nobel peace prize laureate Nothing could be more appropriate for the warmongering Orwellian empire than to have as its current public-relations person a Nobel peace prize laureate. The irony and absurdity of it all is tragic. On February 11, 2015, president Obama sent an official request to the US Congress to pass an Authorization for the Use of Military Force (AUMF) against America’s latest elusive enemy: ISIS or ISIL. In the request to Congress, which is a gem in Orwellian rhetoric and legalese, it is mentioned that Obama “has directed a comprehensive and sustained strategy to degrade and defeat ISIL”, further the letter explains the plan to use convenient regional surrogates on the front line of the empire’s new war: “Local forces, rather than the US military should be deployed to conduct such operations. The authorization I propose would provide the flexibility (for the US military) to conduct ground combat operations…..”

Needless to say, the new AUMF will pass unquestioned, with flying colors and wide bipartisan support. After all, could the US Congress say no to a perfect new war that promises very few US casualties, for its patrons of the military-industrial complex? War is the US’ leading export and an extremely lucrative business for everyone associated with the merchants of death. The timing of the AUMF, a few months after the full-scale operation against ISIS started without it, has to do with the budget of the Department of Defense for fiscal year 2016. Added to a “base” defense budget of $534 billion, the Pentagon is asking for $51 billion to pay for “the war on ISIL in Iraq and Syria”. The 2016 budget proposal asks for $168 million of additional funding to “counter Russian aggressive acts”, with $117 million for Ukraine and $51 million for Moldova and Georgia, plus $789 million to bolster NATO in the European Union. The direct and indirect beneficiaries, namely Wall Street and the political class, of the colossal war machine are thrilled with the prospect of more profit from permanent war.

Despite the fact that ISIS was originally the foster child of Saudi Arabia and Qatar, with Uncle Sam for its godfather, it has just been labeled enemy number one and is a dream come true to make the “War on Terror” global, permanent and perhaps even more destructive. The Islamic State foreign legion is indeed the perfect enemy: one that can justify a permanent war-without-borders; help finish the job of wrecking the Middle East in preparation for the greater Israel project; and finally, create a clash-of-civilizations fear and discourse in Europe to make people accept a full-blown police state.

In the time of the Orwellian empire, most people not only accept the notion that they must be protected against themselves, but are also conditioned to embrace it happily, as if they are singing cheerfully to the slaughterhouse. Furthermore, the war on ISIS will allow the US military and its NATO surrogate to invade and occupy more countries.

US military: occupier of allies

Facts are still awfully stubborn even in this era. Seventy years after the end of World War II, the US military still occupies the main losers of the conflict and current “allies”. About 40,000 US troops occupy Germany, while 60,000 occupy Japan. Fifty-four years since the end of the Korean war, almost 30,000 troops occupy South Korea. Fourteen years after the invasion of Afghanistan, a Praetorian guard of 11,000 is still in that country, and 12 years after the invasion of Iraq a force of about 5,000 troops, quickly growing, remains there. Some other significant footprints of the US military on so-called sovereign countries are as follows: about 12,000 in Kuwait; 3,500 in Bahrain; 1,500 in Turkey; 11,000 in Italy; 10,000 in the United Kingdom; and 2,000 in Spain.

The overall US military force overseas occupies more than 150 countries and amounts to the staggering number of 160,000 troops, with an additional 70,000 deployed in “contingency” operations with either the Navy, Air Force, or Special Forces. A priority of further military expansion, in this case through NATO, is Eastern Europe using the pretext of necessary defense against “Russia’s aggressions”. In Spring 2015, NATO will establish command centers in Poland, Romania, Bulgaria, Latvia, Lithuania, and Estonia to oversee 5,000 troops.

From time to time, despite the thick fog of disinformation and propaganda where basic truth become meaningless, the empire’s ideologues slip up and become candid. Such a chilling moment of semi-truth happened in the White House National Security Strategy report/statement of February 6, 2015. Vague literary flourishes do not hide the fact that the leadership of Orwellian Empire Inc. does not intend to respect national sovereignty and pull out its Praetorian guards.

“Now, at this pivotal moment, we continue to face serious challenges to our national security, even as we are working to shape the opportunities of tomorrow. Violent extremism and an evolving terrorist threat raise a persistent risk of attacks on America and our allies. Escalating challenges to cybersecurity, aggression by Russia, the accelerating impact of climate change, and the outbreak of infectious diseases all give rise to anxieties about global security. We must be clear-eyed about these and other challenges and recognize the United States has a unique capability to mobilize and lead the international community to meet them. Any successful strategy to ensure the safety of the American people and advance our national security interests must begin with an undeniable truth- America must lead. Strong and sustained is essential to a rules-based international order that promotes global security and prosperity as well as the dignity and human rights of all peoples. The question is never whether America should lead, but how we lead.”

So we have it. The global citizenry must challenge the US’ Orwellian leadership that has driven the world from one war to another for the past seven decades. This is a clear-and-present danger to all of us. Nations, worldwide, must reclaim their sovereignty by firstly recognizing that the Praetorian guard of the Orwellian empire are not allies but occupiers. Contesting the “leadership” of the US is the only way out of a perverse global construct where war is peace, freedom is slavery, ignorance is strength, and reality is fiction.

America as Dangerous Flailing Beast

Despite pretty talk about “democracy” and “human rights,” U.S. leaders have become the world’s chief purveyors of chaos and death – from Vietnam through Iraq, Libya, Syria, Ukraine and many other unfortunate nations, a dangerous dilemma addressed by John Chuckman.

When I think of America’s place in the world today, the image that comes to mind is of a very large animal, perhaps a huge bull elephant or even prehistoric mammoth, which long roamed as the unchallenged king of its domain but has become trapped by its own missteps, as caught in a tar pit or some quicksand, and it is violently flailing about, making a terrifying noises in its effort to free itself and re-establish its authority.

Any observer immediately knows the animal ultimately cannot succeed but certainly is frightened by the noise and crashing that it can sustain for a considerable time.

I think that is the pretty accurate metaphor for the situation of the United States today, still a terribly large and powerful society but one finding itself trapped after a long series of its own blunders and errors, a society certain ultimately to become diminished in its prestige and relative power with all the difficulties which that will entail for an arrogant people having a blind faith in their own rightness.

America simply cannot accept its mistakes or that it was ever wrong, for Americanism much resembles a fundamentalist religion whose members are incapable of recognizing or admitting they ever followed anything but the divine plan.

America has made a costly series of errors over the last half century, demonstrating to others that the America they may have been in awe of in, say, 1950, and may have considered almost godlike and incapable of mistakes, has now proved itself indisputably, in field after field, as often not even capable of governing itself. The irony of a people who are seen as often unable to govern themselves advising others how to govern themselves brings a distinct note of absurdity to American foreign policy.

America’s establishment, feeling its old easy superiority in the world beginning to slip away in a hundred different ways, seems determined to show everyone it still has what it takes, determined to make others feel its strength, determined to weaken others abroad who do not accept its natural superiority, determined to seize by brute force and dirty tricks advantages which no longer come to it by simply superior performance.

Rather than learn from its errors and adjust its delusional assumptions, America is determined to push and bend people all over the world to its will and acceptance of its leadership. But you cannot reclaim genuine leadership once you have been exposed enough times in your bad judgment, and it is clear you are on the decline, just as you cannot once others realize that they can do many things as well or better than you.

In the end, policies which do not recognize scientific facts are doomed. Policies based on wishes and ideology do not succeed over the long run, unless, of course, you are willing to suppress everyone who disagrees with you and demand their compliance under threat. The requirement for an imperial state in such a situation is international behavior which resembles the internal behavior of an autocratic leader such as Stalin, and right now that is precisely where the United States is headed.

Stalin’s personality had a fair degree of paranoia and no patience for the views of others. He felt constantly threatened by potential competitors and he used systematic terror to keep everyone intimidated and unified under him.

Stalin’s sincere belief in a faulty economic system that was doomed from its birth put him in a position similar to that of America’s oligarchs today. They have a world imperial system that is coming under increasing strain and challenge because others are growing and have their own needs and America simply does not have the flexibility to accommodate them.

America’s oligarchs are not used to listening to the views of others. Stalin’s belief in a system that was more an ideology than a coherent economic model is paralleled by the quasi-religious tenets of Americanism, a set of beliefs which holds that America is especially blessed by the Creator and all things good and great are simply its due.

Dominion over the Earth?

Americanism blurrily assumes that God’s promise in the Old Testament that man should have dominion over the earth’s creatures applies now uniquely to Americans. Such thinking arose during many years of easy superiority, a superiority that was less owing to intrinsic merits of American society than to a set of fortuitous circumstances, many of which are now gone.

In Vietnam, America squandered countless resources chasing after a chimera its ideologues insisted was deadly important, never once acknowledging the fatal weaknesses built right into communism from its birth. Communism was certain eventually to fail because of economic falsehoods which were part of its conception, much as a child born with certain genetic flaws is destined for eventual death.

America’s mad rush to fight communism on all fronts was in keeping with the zealotry of America’s Civic Religion, but it was a huge and foolish practical judgment which wasted colossal resources.

In Vietnam, America ended in something close to total shame – literally defeated on the battlefield by what seemed an inconsequential opponent, having also cast aside traditional ethical values in murdering great masses of people who never threatened the United States, murder on a scale (3 million) comparable to the Holocaust.

The United States used weapons and techniques of a savage character: napalm, cluster bombs, and secret mass terror programs. The savagery ripped into the fabric of America’s own society, dividing the nation almost as badly as its Civil War once had. America ended reduced and depleted in many respects and paid its huge bills with devalued currency.

Following Vietnam, it has just been one calamity after another revealing the same destructive inability to govern, the same thought governed by zealotry, right down to the 2008 financial collapse which was caused by ignoring sound financial management and basically instituting a system of unlimited greed. The entire world was jolted and hurt by this stupidity whose full consequences are not nearly played out.

The wars in Afghanistan and Iraq were completely unnecessary, cost vast sums, caused immense misery, and achieved nothing worth achieving. We now know what was kept hidden, that more than one million Iraqis died in an invasion based entirely on lies. These wars also set in motion changes whose long-term effects have yet to be felt. Iraq, for example, has just about had its Kurdish, oil-producing region hived off as a separate state.

Mishandling Russia

America’s primitive approach to the Soviet Union’s collapse, its sheer triumphalism and failure to regard Russia as important enough to help or with which to cooperate, ignored America’s own long-term interests. After all, the Russians are a great people with many gifts, and it was inevitable that they would come back from a post-collapse depression to claim their place in the world.

So how do the people running the United States now deal with a prosperous and growing Russia, a Russia which reaches out in the soundest traditional economic fashion for cooperation and partnership in trade and projects? Russia has embraced free trade, a concept Americans trumpeted for years whenever it was to their advantage, but now for Russia is treated as dark and sinister.

Here America fights the inevitable power of economic forces, something akin to fighting the tide or the wind, and only for the sake of its continued dominance of another continent. Americans desperately try to stop what can only be called natural economic arrangements between Russia and Europe, natural because both sides have many services, goods, and commodities to trade for the benefit of all. America’s establishment wants to cut off healthy new growth and permanently to establish its primacy in Europe even though it has nothing new to offer.

America’s deliberately dishonest interpretation of Russia’s measured response to an induced coup in Ukraine is used to generate an artificial sense of crisis, but despite the pressures that America is capable of exerting on Europe, we sense Europe only goes along to avoid a public squabble and only for so long as the costs are not too high.

The most intelligent leaders in Europe recognize what the United States is doing but do not want to clash openly, although the creation of the Minsk Agreement came pretty close to a polite rejection of America’s demand for hardline tactics.

The coup in Ukraine was intended to put a hostile government in control of a long stretch of Russian border, a government which might cooperate in American military matters and which would serve as an irritant to Russia. But you don’t get good results with malicious policy.

So far the coup has served only to hurt Ukraine’s economy, security and long-term interests. It has a government which is seen widely as incompetent, a government which fomented unnecessary civil war, a government which may have shot down a civilian airliner, and a government in which no one, including in the West, has much faith.

Its finances are in turmoil, many important former economic connections are severed, and there is no great willingness by Europe, especially an economically-troubled Europe, to assist it. It is not an advanced or stable enough place to join the EU because that would just mean gigantic subsidies being directed to it from an already troubled Europe.

And the idea of its joining NATO is absolutely a non-starter both because it can’t carry its own weight in such an organization and because that act would cross a dangerous red line for Russia.

Kiev is having immense problems even holding the country together as it fights autonomous right-wing outfits like the Azov Battalion in the southeast who threaten the Minsk Agreement, as the regime tries to implement military recruiting in western Ukraine with more people running away than joining up, as it finds it must protect its own President with a Praetorian Guard of Americans from some serious threats by right-wing militias unhappy with Kiev’s failures, as it must reckon with the de facto secession of Donetsk and the permanent loss of Crimea – all this as it struggles with huge debts and an economy in a nosedive.

America is in no position to give serious assistance to Ukraine, just plenty of shop-worn slogans about freedom and democracy. These events provide a perfect example of the damage America inflicts on a people with malicious policy intended only to use them to hurt others.

There is such a record of this kind of thing by America that I am always surprised when there are any takers out there for the newest scheme. One remembers Secretary of State Henry Kissinger in 1975 encouraging the Iraqi Kurds to revolt against Saddam Hussein and then leaving them in the lurch when the dictator launched a merciless suppression.

I also think of the scenes at the end of the Vietnam War as American helicopters took off in cowardly fashion from the roof of the embassy leaving their Vietnamese co-workers, tears streaming down their faces, vainly grasping for the undercarriages of helicopters, a fitting and shameful end to a truly brainless crusade.

Messing up Ukraine

I don’t know but I very much doubt that the present government of Ukraine can endure, and it is always possible that it will slip into an even more serious civil war with factions fighting on all sides, something resembling the murderous mess America created in Libya. Of course, such a war on Russia’s borders would come with tremendous risks.

The American aristocracy doesn’t become concerned about disasters into which they themselves are not thrust, but a war in Ukraine could easily do just that. In ironic fashion, heightened conflict could mark the beginning of the end of the era of European subservience to America. Chaos in Ukraine could provide exactly the shock Europe needs to stop supporting American schemes before the entire continent or even the world is threatened.

I remind readers that while Russia’s economy is not as large as America’s, it is a country with a strong history in engineering and science, and no one on the planet shares its terrifying experiences with foreign invasion. So it has developed and maintains a number of weapons systems that are second to none. Each one of its new class of ballistic missile submarines, and Russia is building a number of them, is capable of hitting 96 separate targets with thermo-nuclear warheads, and that capability is apart from rail-mounted ICBMs, hard-site ICBMs, truck-mounted missiles, air-launched cruise missiles, sea-launched cruise missiles, and a variety of other fearsome weapons.

Modern Russia does not make threats with this awesome power, and you might say Putin follows the advice of Theodore Roosevelt as he walks softly but carries a big stick, but I do think it wise for all of us to keep these things in mind as America taunts Russia and literally play a game of chicken with Armageddon.

I don’t believe America has a legitimate mandate from anyone to behave in this dangerous way. Europe’s smartest leaders, having lived at the very center of the Cold War and survived two world wars, do understand this and are trying very carefully not to allow things to go too far, but America has some highly irresponsible and dangerous people working hard on the Ukraine file, and accidents do happen when you push things too hard.

The Israel Obsession

In another sphere of now constant engagement, instead of sponsoring and promoting fair arrangements in the Middle East, America has carried on a bizarre relationship with Israel, a relationship which is certainly against the America’s own long term interests, although individual American politicians benefit with streams of special interests payments – America’s self-imposed, utterly corrupt campaign financing system being ultimately responsible – in exchange for blindly insisting Israel is always right, which it most certainly is not.

An important segment of Israel’s population is American, and they just carried over to Israel the same short-sightedness, arrogance and belligerence which characterize America, so much so, Israel may legitimately be viewed as an American colony in the Middle East rather than a genuinely independent state.

Its lack of genuine independence is reflected also in its constant dependence on huge subsidies, on its need for heavily-biased American diplomacy to protect it in many forums including the United Nations, and on its dependence upon American arm-twisting and bribes in any number of places, Egypt’s generous annual American pension requiring certain behaviors being one of the largest examples.

Here, too, inevitability has been foolishly ignored. The Palestinians are not going anywhere, and they have demonstrated the most remarkable endurance, yet almost every act of Israel since its inception, each supported by America, has been an effort to make them go away through extreme hardship and abuse and violence, looking towards the creation of Greater Israel, a dangerous fantasy idea which cannot succeed but it will fail only after it has taken an immense toll.

Despite America’s constant diplomatic and financial pressure on other states to support its one-sided policy here, there are finally a number of signs that views are turning away from the preposterous notion that Israel is always right and that it can continue indefinitely with its savage behavior.

Recently, we have had a great last effort by America and covert partners to secure Israel’s absolute pre-eminence in the Middle East through a whole series of destructive intrusions in the region – the “Arab Spring,” the reverse-revolution in Egypt, the smashing and now dismemberment of Iraq, the smashing and effective dismemberment of Libya, and the horrible, artificially-induced civil war in Syria which employs some of the most violent and lunatic people on earth from outside and gives them weapons, money and refuge in an effort to destroy a stable and relatively peaceful state.

I could go on, but I think the picture is clear: in almost every sphere of American governance, internally and abroad, America’s poor political institutions have yielded the poorest decisions. America has over-extended itself on every front, has served myths rather than facts, has let greed run its governing of almost everything, and has squandered resources on achieving nothing of worth.

I view America’s present posture in the world – supporting dirty wars and coups in many places at the same time and treating others as game pieces to be moved rather than partners – as a desperate attempt to shake the world to gain advantages it couldn’t secure through accepted means of governance and policy.

America is that great beast, bellowing and shaking the ground, and for that reason, it is extremely dangerous.

The Never-Ending ISIS Fraud

In the midst of Saudi Arabia’s merciless, unprovoked bombing campaign against the people of Yemen comes news that a faction of ISIS-aligned militants has established a beachhead in the south of the Arabian Peninsula for their proclaimed Caliphate. Already media reports have been circulating that the local al-Qaeda affiliate has taken advantage of Riyadh’s bombing campaign to seize control of territory in the southeast of Yemen, with no noticeable Saudi opposition to these acts. The Saudis have not made quelling groups like al-Qaeda and ISIS any sort of priority in their assault; rather it is exclusively the Houthi militias that are in the sights of the Wahhabist kingdom.

This state of affairs apparently suits jihadist factions just fine. They have expressed no noticeable opposition to the Saudi bombing campaign and the mass killing of Yemeni civilians. Rather, ISIS has issued a declaration of war against the Houthis, threatening the mass slaughter of Yemen’s Shiite sect. The aims of Saudi Arabia, and its main backer, the United States, and jihadist factions like ISIS and al-Qaeda converge when it comes to fighting and suppressing the Houthis (cynically presented as Iranian proxies). Or rather, once again, jihadists are deliberately unleashed and encouraged to wage war against the enemies and rivals of Washington and Riyadh, just as they have been previously employed in Libya and Syria.

Despite all the fearmongering rhetoric and disinformation trumpeted by elements of the American media about secret ISIS training camps in Mexico, there have been precisely zero ISIS cells uncovered in the United States. More specifically, no cells not manufactured and managed by America’s own domestic intelligence agencies have been found. On the other hand, ISIS is very active in savagely attacking states, like that of Bashar Assad’s Syria, and other groups, like the Houthis in Yemen, that are in the target sights of Washington and Riyadh. To put it bluntly, ISIS and al-Qaeda are the shock troops of America’s Brave New War.

It is a common and entirely cynical meme among certain factions of the alternative media to place all the blame on Barack Obama for US support of the jihad international, insinuating that he’s a secret Islamist sympathizer and fellow traveler. On the contrary, the joint American-Saudi sponsorship of mujahedin brigades is hardly anything new or unique to the Obama administration. It reaches back to Jimmy Carter and Zbigniew Brzezinski, who armed the mujahedin in Afghanistan against the Russians. Indeed, the entire sordid love affair goes back even earlier to British imperial policy to divide and rule the Middle East, as enacted by Lawrence of Arabia. Oddly enough, the Iranian government, now opposed by America and Israel, was built up by both countries throughout the 1980’s.

More recently, during the presidency of George W. Bush, the Washington-Riyadh axis funded and facilitated jihadist militants in Iran and Lebanon in a concerted effort to destabilize those countries. The specific aim of this endeavor, according the investigative journalist Seymour Hersh, who broke the story, was to use the Sunni jihadists to undermine and degrade the influence of Shiite powers in the region, especially Iran, Syria, and Hezbollah in Lebanon.[1]

Thus the current positions and activities employed by the Obama administration toward this end are merely a continuation of previous Bush-era policies. Collaborating with the Saudis to unleash radical Sunni jihadists in Syria, Iraq, and Yemen against the Shiites of those nations is an attempt to break Iran’s perceived hegemony in the Middle East.

Israel’s role in this criminal enterprise, meanwhile, should not be passed over in silence. Israel has repeatedly bombed the Syrian military, while allowing Syrian jihadists to remain unmolested in the Golan, and even providing various forms of aid to the Syrian jihadists. Tel Aviv officials are quite open about the fact that they are far more comfortable with murderous ISIS and other Sunni radicals in power next door than with Iran and the Shiites.

Between the globalists based in Washington and the Saudi Wahhabists, one hand washes the other. (Lest we dare to mention the cover up of Saudi Arabia’s involvement with 9-11 terror attacks by Washington.)

We would never have any understanding of the monstrous fraud perpetrated against the peoples of the Middle East, as well as ordinary Americans, from ingesting the poison-pill weaponized memes of the mass media. When not chasing their tails with ridiculous celebrity gossip, phony social outrage, or even more trivial and banal items, the press in the Western world, especially the United States, are a non-stop source of disinformation, fake news sets, State Department talking points, and general mind-blowing stupidity.

“We live in a world where there is more and more information,” observed the French philosopher Jean Baudrillard, “and less and less meaning.”

The average cable news viewer or social media consumer is saturated with all sorts of images, narratives, and factoids, but they are deprived of any coherent meaning to the items they absorb. Many assume, Baudrillard observed, that “information produces meaning,” but they are wrong, and in fact, “the opposite occurs.”

Instead of finding meaning or even connecting the dots in the ISIS scam, and unaware of elite dialectical manipulations, the average American is left to wallow in his ignorance, blind to what his rulers do in his name. He is easily cowed into fear and terror of the very same jihadist groups that his government has sponsored and promoted for decades, surrendering his freedom and identity while cheering on his own dehumanization in the Brave New War. Murder, mayhem, and a kaleidoscopic spectacle of lies: such are the fruits of the fraud we celebrate.

[1] Russia is the other perpetual target of the American-Saudi sponsored jihadist networks. Russian president Vladimir Putin recently revealed in an interview that he confronted former president Bush about the CIA’s backing of Muslim radicals in the North Caucasus. And in 2013 then head of Saudi intelligence Prince Bandar in a meeting with Putin offered to reign in Chechen militant groups, which he acknowledged where directed by Saudi intelligence, if Russia agreed to end its support for the Assad government in Syria.

Assassination as Policy in Washington and How It Failed: 1990-2015

As the war on terror nears its 14th anniversary — a war we seem to be losing, given jihadist advances in Iraq, Syria, and Yemen — the U.S. sticks stolidly to its strategy of “high-value targeting,” our preferred euphemism for assassination. Secretary of State John Kerry has proudly cited the elimination of “fifty percent” of the Islamic State’s “top commanders” as a recent indication of progress. Abu Bakr al-Baghdadi himself, “Caliph” of the Islamic State, was reportedly seriously wounded in a March airstrike and thereby removed from day-to-day control of the organization. In January, as the White House belatedly admitted, a strike targeting al-Qaeda leadership in Pakistan also managed to kill an American, Warren Weinstein, and his fellow hostage, Giovanni Lo Porto.

More recently in Yemen, even as al-Qaeda in the Arabian Peninsula took control of a key airport, an American drone strike killed Ibrahim Suleiman al-Rubaish, allegedly an important figure in the group’s hierarchy. Meanwhile, the Saudi news channel al-Arabiya has featured a deck of cards bearing pictures of that country’s principal enemies in Yemen in emulation of the infamous cards issued by the U.S. military prior to the 2003 invasion of Iraq as an aid to targeting its leaders. (Saddam Hussein was the ace of spades.)

Whatever the euphemism — the Israelis prefer to call it “focused prevention” — assassination has clearly been Washington’s favored strategy in the twenty-first century. Methods of implementation, including drones, cruise missiles, and Special Operations forces hunter-killer teams, may vary, but the core notion that the path to success lies in directly attacking and taking out your enemy’s leadership has become deeply embedded. As then-Secretary of State Hillary Clinton put it in 2010, “We believe that the use of intelligence-driven, precision-targeted operations against high-value insurgents and their networks is a key component” of U.S. strategy.

Analyses of this policy often refer, correctly, to the blood-drenched precedent of the CIA’s Vietnam-era Phoenix Program — at least 20,000 “neutralized.” But there was a more recent and far more direct, if less noted, source of inspiration for the contemporary American program of murder in the Greater Middle East and Africa, the “kingpin strategy” of Washington’s drug wars of the 1990s. As a former senior White House counterterrorism official confirmed to me in a 2013 interview, “The idea had its origins in the drug war. So that precedent was already in the system as a shaper of our thinking. We had a high degree of confidence in the utility of targeted killing. There was a strong sense that this was a tool to be used.”

Had that official known a little more about just how this feature of the drug wars actually played out, he might have had less confidence in the utility of his chosen instrument. In fact, the strangest part of the story is that a strategy that failed utterly back then, achieving the very opposite of its intended goal, would later be applied full scale to the war on terror — with exactly the same results.

The Kingpin Strategy Arrives

At the beginning of the 1990s, the Drug Enforcement Administration (DEA) was the poor stepsister of federal law enforcement agencies. Called into being by President Richard Nixon two decades earlier, it had languished in the shadow of more powerful siblings, notably the FBI. But the future offered hope. President George H.W. Bush had only recently re-launched the war on drugs first proclaimed by Nixon, and there were rich budgetary pickings in prospect. Furthermore, in contrast to the shadowy drug trafficking groups of Nixon’s day, it was now possible to put a face, or faces, on the enemy. The Colombian cocaine cartels were already infamous, their power and ruthless efficiency well covered in the media.

For Robert Bonner, a former prosecutor and federal judge appointed to head the DEA in 1990, the opportunity couldn’t have been clearer. Although Nixon had nurtured fantasies of deploying his fledgling anti-drug force to assassinate traffickers, even soliciting anti-Castro Cuban leaders to provide the necessary killers, Bonner had something more systematic in mind. He called it a “kingpin strategy,” whose aim would be the elimination either by death or capture of the “kingpins” dominating those cartels.

Implicit in the concept was the assumption that the United States faced a hierarchically structured threat that could be defeated by removing key leadership components. In this, Bonner echoed a traditional U.S. Air Force doctrine: that any enemy system must contain “critical nodes,” the destruction of which would lead to the enemy’s collapse.

In a revealing address to a 2012 meeting of DEA veterans held to commemorate the 20th anniversary of the kingpin strategy’s inauguration, Bonner spoke of the corporate enemy they had confronted. Major drug trafficking outfits, he said, “by any measure are large organizations. They operate by definition transnationally. They are vertically integrated in terms of production and distribution. They usually have, by the way, fairly smart albeit quite ruthless people at the top and they have a command and control structure. And they also have people with expertise that run certain essential functions of the organization such as logistics, sales and distribution, finances, and enforcement.” It followed therefore that the removal of those smart people at the top, not to mention the experts in logistics, would render the cartel ineffective and so cut off the flow of narcotics to the United States.

Pursuit of the kingpins promised rich institutional rewards. Aside from the overbearing presence of the FBI, Bonner had to contend with another carnivore in the Washington bureaucratic jungle eager to encroach on his agency’s territory. “DEA and CIA were butting heads,” recalled the former DEA chief in a 2013 interview. “There was real tension.” Artfully, he managed to negotiate peace with the powerful intelligence agency, “so now we had a very important ally. CIA could use DEA and vice versa.”

By this he meant that the senior agency could use the DEA’s legal powers for domestic operations to good advantage. This burgeoning relationship brought additional potent allies. Not only was his agency now closer to the CIA, Bonner told me, but “through them, the NSA.” A new Special Operations Division created to work with these senior agencies was to oversee the assault on the kingpins, relying heavily on electronic intelligence.

This new direction would swiftly gain credibility after the successful elimination of the most famous cartel leader of all. Pablo Escobar, the dominant figure of the Medellín cartel, was an object of obsessive interest to American law enforcement. He had long evaded U.S.-assisted manhunts before negotiating an agreement with the Colombian government in 1991 under which he took up residence in a “prison” he himself had built in the hills above his home city. A year later, fearing that the government was going to welsh on its deal and turn him over to the Americans, Escobar walked out of that prison and went into hiding.

The subsequent search for the fugitive drug lord marked a turning point. The Cold War was over; Saddam Hussein was defeated in the first Gulf War in 1991; credible threats to the U.S. were scarce; and the danger of budget cuts was in the air. Now, however, the U.S. deployed the full panoply of surveillance technology originally developed to confront the Soviet foe against a single human target. The Air Force sent in an assortment of reconnaissance planes, including SR-71s, which were capable of flying at three times the speed of sound. The Navy sent its own spy planes; the CIA dispatched a helicopter drone.

At one point there were 17 of these surveillance aircraft simultaneously in the air over Medellín although, as it turned out, none of them were any help in tracking down Escobar. Nor did the DEA make any crucial contribution. Instead, his deadly rivals from Cali, Colombia’s other major trafficking group, played the decisive role in the destruction of that drug lord’s power and support systems, combining well-funded intelligence with bloodthirsty ruthlessness.

His once all-powerful network of informers and bodyguards destroyed, Escobar was eventually located by homing in on his radio and gunned down as he fled across a rooftop on December 2, 1993. Though the matter is open to debate, a former senior U.S. drug enforcement official assured me unequivocally that a sniper from the U.S. Army’s Special Operations Delta Force had fired the killing shot.

Following this triumph, the DEA turned its attention to the Cali cartel, pursuing it with every resource available: “We really developed the use of wiretaps,” Bonner told me. Patience and the provision of enormous resources eventually yielded results. In June and July 1995, six of the seven heads of the Cali cartel were arrested, including the brothers Gilberto and Miguel Rodríguez-Orijuela, and the cartel’s cofounder, José “Chepe” Santacruz Londoño. Although Londoño subsequently escaped from jail, he would in the end be hunted down and killed. Continued U.S. pressure for the rest of the decade and beyond resulted in a steady flow of cartel bosses into prisons with life sentences or into coffins.

Cartel Heads Go Down and Drugs Go Up

The strategy, it appeared, had been an unqualified success. “When Pablo Escobar was on the run, for all practical purposes, his organization started going down… ultimately it was destroyed. And that’s the strategy we have called the kingpin strategy,” crowed Lee Brown, Bill Clinton’s “drug czar,” in 1994.

In public at least, no officials bothered to point out that if that strategy’s aim was to counter drug use among Americans, it had achieved precisely the opposite of its intended goal. The giveaway to this failure lay in the on-the-street cost of cocaine in this country. In those years, the DEA put enormous effort into monitoring its price, using undercover agents to make buys and then laboriously compiling and cross-referencing the amounts paid.

The drugs obtained by these surreptitious means, however, were of wildly varying purity, the cocaine itself often having been adulterated with some worthless substitute. That meant that the price of a gram of pure cocaine varied enormously, since a few bad deals of very low purity could cause wide swings in the average. Dealers tended to compensate for higher prices by reducing the purity of their product rather than charging more per gram. As a result, the agency’s price charts showed little movement and so gave no indication of what events were affecting the price and therefore the supply.

In 1994, however, a numbers-cruncher with the Institute for Defense Analysis, the Pentagon’s in-house think tank, began subjecting the data to more searching scrutiny. The analyst, a former Air Force fighter pilot named Rex Rivolo, had been tasked to take an independent look at the drug war at the request of Brian Sheridan, the hardheaded director of the Defense Department’s Office of Drug Control Policy who had developed a healthy disrespect for the DEA and its operations.

Having tartly informed DEA officials that their statistics were worthless, mere “random noise,” Rivolo set to work developing a statistical tool that would eliminate the effect of the swings in purity of the samples collected by the undercover agents. Once he had succeeded, some interesting conclusions began to emerge: the pursuit of the kingpins was most certainly having an effect on prices, and by extension supply, but not in the way advertised by the DEA. Far from impeding the flow of cocaine onto the street and up the nostrils of America, it was accelerating it. Eliminating kingpins actually increased supply.

It was a momentous revelation, running entirely counter to law enforcement cultural attitudes that reached back to the days of Eliot Ness’s war against bootleggers in the 1920s and that would become the basis for Washington’s twenty-first-century counterinsurgency wars. Such a verdict might have been reached intuitively, especially once the kingpin strategy in its most lethal form came to be applied to terrorists and insurgents, but on this rare occasion the conclusion was based on hard, undeniable data.

In the last month of 1993, for example, Pablo Escobar’s once massive cocaine smuggling organization was already in tatters and he was being hunted through the streets of Medellín. If the premise of the DEA strategy — that eliminating kingpins would cut drug supplies — had been correct, supply to the U.S. should by then have been disrupted.

In fact, the opposite occurred: in that period, the U.S. street price dropped from roughly $80 to $60 a gram because of a flood of new supplies coming into the U.S. market, and it would continue to drop after his death. Similarly, when the top tier of the Cali cartel was swept up in mid-1995, cocaine prices, which had been rising sharply earlier that year, went into a precipitous decline that continued into 1996.

Confident that the price drop and the kingpin eliminations were linked, Rivolo went looking for an explanation and found it in an arcane economic theory he called monopolistic competition. “It hadn’t been heard of for years,” he explained. “It essentially says if you have two producers of something, there’s a certain price. If you double the number of producers, the price gets cut in half, because they share the market.

“So the question was,” he continued, “how many monopolies are there? We had three or four major monopolies, but if you split them into twenty and you believe in this monopolistic competition, you know the price is going to drop. And sure enough, through the nineties the price of cocaine was plummeting because competition was coming in and we were driving the competition. The best thing would have been to keep one cartel over which we had some control. If your goal is to lower consumption on the street, then that’s the mechanism. But if you’re a cop, then that’s not your goal. So we were constantly fighting the cop mentality in these provincial organizations like DEA.”

The Kingpin Strategy Joins the War on Terror

Deep in the jungles of southern Colombia, coca farmers didn’t need obscure economic theories to understand the consequences of the kingpin strategy. When the news arrived that Gilberto Rodríguez-Orijuela had been arrested, small traders in the remote settlement of Calamar erupted in cheers. “Thank the blessed virgin!” exclaimed one grandmother to a visiting American reporter.

“Wait till the United States figures out what it really means,” added another local resident. “Hell, maybe they’ll approve, since it’s really a victory for free enterprise. No more monopoly controlling the market and dictating what growers get paid. It’s just like when they shot Pablo Escobar: now money will flow to everybody.”

This assessment proved entirely correct. As the big cartels disappeared, the business reverted to smaller and even more ruthless groups that managed to maintain production and distribution quite satisfactorily, especially as they were closely linked either to Colombia’s Marxist FARC guerrillas or to the fascist anti-guerrilla paramilitary groups allied with the government and tacitly supported by the United States.

Much of Rivolo’s work on the subject remains classified. This is hardly surprising, given that it not only undercuts the official rationale for the kingpin strategy in the drug wars of the 1990s, but strikes a body blow at the doctrine of high-value targeting that so obsesses the Obama administration in its drone assassination campaigns across the Greater Middle East and parts of Africa today.

Rivolo was, in fact, able to monitor the application of the kingpin strategy in the following decade. In 2007, he was assigned to a small but high-powered intelligence cell attached to the Baghdad headquarters of General Ray Odierno, who was, at the time, the operational U.S. commander in Iraq. While there he made it his business to inquire into the ongoing targeting of “high-value individuals,” or HVIs. Accordingly, he put together a list of 200 HVIs — local insurgent leaders — killed or captured between June and October 2007. Then he looked to see what happened in their localities following their elimination.

The results, he discovered when he graphed them out, offered a simple, unequivocal message: the strategy was indeed making a difference, just not the one intended. It was, however, the very same message that the kingpin strategy had offered in the drug wars of the 1990s. Hitting HVIs did not reduce attacks and save American lives; it increased them. Each killing quickly prompted mayhem. Within three kilometers of the target’s base of operation, attacks over the following 30 days shot up by 40%. Within a radius of five kilometers, a typical area of operations for an insurgent cell, they were still up 20%. Summarizing his findings for Odierno, Rivolo added an emphatic punch line: “Conclusion: HVI Strategy, our principal strategy in Iraq, is counter-productive and needs to be re-evaluated.”

As with the kingpin strategy, the causes of this apparently counter-intuitive result became obvious upon reflection. Dead commanders were immediately replaced, and the newcomers were almost always younger and more aggressive than their predecessors, eager to “make their bones” and prove their worth.

Rivolo’s research and conclusions, though briefed at the highest levels, made no difference. The kingpin strategy might have failed on the streets of American cities, but it had been a roaring success when it came to the prosperity of the DEA. The agency budget, always the surest sign of an institution’s standing, soared by 240% during the 1990s, rising from $654 million in 1990 to over $1.5 billion a decade later. In the same way, albeit on a vaster scale, high-value targeting failed in its stated goals in the Greater Middle East, where terror recruits grew and terror groups only multiplied under the shadow of the drone. (The removal of al-Baghdadi from day-to-day control of the Islamic State, for instance, has apparently done nothing to retard its operations.) The strategy has, however, been of inestimable benefit to a host of interested parties, ranging from drone manufacturers to the CIA counterterrorism officials who so signally failed to ward off 9/11 only to adopt assassination as their raison d’être.

No wonder the Saudis want to follow in our footsteps in Yemen. It’s a big world. Who’s next?

Never Mind FIFA, How about a Crackdown on the Banksters?

FIFA boss Sepp Blatter’s sudden resignation this week only days after being re-elected shows that the US campaign to bust the football federation over alleged financial corruption is probably going to intensify during the weeks and months ahead.

Blatter had been re-elected for the fifth time last Friday as the federation’s president. He had earlier brushed off calls for his resignation from the American and British governments, amid a storm of media allegations over corruption at the World Cup organising body. Now only four days after being re-elected, the FIFA chief executive is quitting, saying somewhat cryptically that he does not have a sufficient mandate in the world of football to continue at the helm of the organisation.

The dramatic bust in a Zurich hotel last week of FIFA executives is «just the beginning», top US law enforcement officials have warned. British authorities have also jumped on the bandwagon with their own announced probe into financial irregularities at the World Cup organiser.

With seven FIFA officials arrested so far and seven more indicted, and the US authorities vowing to pursue others in the footballing federation over alleged financial corruption, it can be anticipated that this scandal will run and run into interminable extra-time.

An ulterior political agenda behind the apparent American-led crackdown on the international footballing federation could very well be the desire by US and British governments to scupper the 2018 World Cup venue in Russia. Both the Americans and the British lost out when Russia won the bid back in 2010 to host the forthcoming quadrennial tournament, following last year’s event in Brazil. A re-run of the selection process would give the US and Britain a second chance to pitch their bids, and with a generated cloud hanging over Russia due to the FIFA scandal, they both stand a better chance of winning if it comes to a re-selection.

The sporting event is highly coveted, being the most popularly watched on the planet – even exceeding the Olympics. Billions of dollars are at stake for corporations, from construction, hospitality, sportswear and media. There is also the immense national prestige that comes with hosting the global spectacle.

A second, more important, political objective for Washington and its British ally is to augment their ongoing campaign to isolate Moscow over the Ukraine crisis. The West accuses Vladimir Putin’s government of annexing Crimea last year and they have mounted a barrage of economic sanctions on Russia seemingly in retribution. Washington and London have been most gung-ho among Western countries in pushing the anti-Russian agenda over Ukraine.

President Putin has shown no sign of weakening under this relentless Western pressure. Moscow denies any impropriety over Ukraine. Indeed, it accuses the West of fomenting an illegal coup in that country and of trying to use the resulting conflict as a way to destabilise Russia. Moscow has retaliated to Western sanctions by imposing its own bans on European trade exports and, in recent days, imposing travel restrictions on 89 European Union parliamentarians.

So, very plausibly, the Americans and their trusty British ally are using the issue of alleged corruption in World Cup organising body, FIFA, as a stalking horse to further get at Russia over the geopolitical tensions in Ukraine.

US law enforcement officials at the highest level – including attorney-general Loretta Lynch and FBI chief James Comey – say their investigation into FIFA will continue until all suspicions of corruption in the organisation are uncovered. This high-level US involvement in targeting FIFA strongly suggests a political direction being given by the Obama administration.

The concerted nature of the American corruption onslaught against FIFA also points to a top-level decision to go after the Swiss-based federation. The British government, from prime minister David Cameron to his foreign secretary Philip Hammond, quickly stepped into the FIFA scandal following the American lead, making highly unusual public calls for the federation’s president Sepp Blatter to resign.

Both the timing of the US-launched corruption probe – in the week of FIFA’s annual conference and leadership election – plus the way that senior American and British officials, not to mention the publicity of Western news media, have weighed-in to rebuke FIFA suggests that it is all part of a coordinated political campaign authored at the highest level of government. That, in turn, suggests that there is an ulterior political agenda behind the supposed criminal crackdown on FIFA, and that the ulterior agenda is the Western objective to undermine Russia.

Another measure for assessing the credibility of the US-led corruption campaign against FIFA is to put the alleged wrongdoing in perspective with other known spheres of financial corruption. Few people believe that FIFA is free from sleaze and dodgy kickbacks. With so much corporate advertising at stake and broadcasting rights for global media audiences, it would be naive to assume that large wads of money have not crossed palms with a wink and a nod.

The US authorities are throwing a book of charges at the organisation, ranging from bribery to commercial fixing, racketeering to tax evasion. It is claimed by the Americans that the corruption at FIFA amounts to $150 million.

That sounds like a lot of sleazy money, but this figure pales in significance to the amount of corruption and criminality attributable to Wall Street banks and other Western financial institutions. For example, British bank HSBC alone has been caught running tax evasion, money-laundering for drug cartels and other illicit schemes that is estimated at $180 billion – or more than a thousand-fold the scale of criminality alleged at FIFA.

Wall Street banks, including JP Morgan, are accused of massive, systematic rigging of gold price markets all in a shady bid to shield the US dollar value. That criminality, affecting the price of basic commodities and livelihoods for billions of people worldwide, is estimated to be in the order of trillions of dollars – or a thousand, thousand-fold the FIFA debacle.

Moreover, these same banks, along with a slew of other global names – Citibank, Bank of America, Goldman Sachs, Barclays, Deutsche Bank, Credit Agricole among many others – were all directly responsible for the explosion in toxic financial derivatives that made their executives multimillionaires but which led to the global financial and economic meltdown in 2008.

That meltdown – which persists seven years on from its inception – has resulted in millions of lives ruined from unemployment and the collapse of pensions and savings funds. Added to that are the myriad social hardships and crippled lives from the ensuing austerity imposed on the general Western public to pay for the financial catastrophe – a catastrophe that was deliberately and recklessly engineered by the major banks, hedge funds and other capitalist investment agencies.

As Michel Chossudovsky writes in his co-authored book, The Global Economic Crisis: «The meltdown of financial markets in 2008-2009 was the result of institutionalised fraud and financial manipulation. The ‘bank bailouts’ were implemented on the instruction of Wall Street, leading to the largest transfer of money wealth in recorded history, while simultaneously creating an unsurmountable public debt».

It is probable that generations of children to come will be forced to pay for the trillions of dollars of debt that was created by American and European banks, which have now been offloaded on to the public by governments in so-called «bail-outs». Make no mistake, thousands of people have already died from the austerity that Western governments have imposed on their public in order to pay for the corporate fraud, tax evasion, fixing and embezzlement that has taken place in front of our eyes on a massive scale in the order of trillions of dollars.

Yet in the face of this gargantuan, genocidal criminality not one board member or executive from the major banks involved in precipitating the global crash has been charged, let alone prosecuted or imprisoned. In fact, the Wall Street banking elite and their counterparts in the City of London are among the main political donors that helped to re-elect Barack Obama and David Cameron.

The belated focus of American and British authorities on the alleged wrongdoings at FIFA can thus be readily seen as both ludicrous and laughable when we compare that with the absolute dearth of interest by these same authorities in applying law enforcement where it ought to be applied – on the Wall Street and City of London banksters.

Obviously, then, the self-righteous campaign to «root out fraud at FIFA is just so much pious nonsense. The astounding hypocrisy of US and British authorities leaves one with the unmistakable conclusion that the whole media-driven campaign against FIFA is nothing but a self-serving and cynical political agenda. And top of that agenda is to score geopolitical points against Russia.

Until Washington and London governments go after priority financial crime in their midst, then anything they say about FIFA can be taken as very wide off the mark.

Washington Protects Its Lies With More Lies

My distrust has deepened of Seymour Hersh’s retelling of the Obama regime’s extra-judicial murder of Osama bin Laden by operating illegally inside a sovereign country. http://www.paulcraigroberts.org/2015/05/11/seymour-hersh-succumbs-disinformation-paul-craig-roberts/ That Hersh’s story, which is of very little inherent interest, received such a large amount of attention, is almost proof of orchestration in order to substantiate the Obama regime’s claim to have killed a person who had been dead for a decade.

Americans are gullible, and thought does not come easily to them, but if they try hard enough they must wonder why it would be necessary for the government to concoct a totally false account of the deed if Washington kills an alleged terrorist. Why not just give the true story? Why does the true story have to come out years later from anonymous sources leaked to Hersh?

I can tell you for a fact that if SEALs had encountered bin Laden in Abbottabad, they would have used stun grenades and tear gas to take him alive. Bin Laden would have been paraded before the media, and a jubilant White House would have had a much photographed celebration pinning medals on the SEALs who captured him.

Instead, we have a murder without a body, which under law classifies as no murder, and a story that was changed several times by the White House itself within 48 hours of the alleged raid and has now been rewritten again by disinformation planted on Hersh.

Perhaps the release of book titles allegedly found in bin Laden’s alleged residence in Abbottabad is part of the explanation. Who can imagine the “terror mastermind” sitting around reading what the presstitute London Telegraph calls bin Laden’s library of conspiracy theories about 9/11 and Washington’s foreign and economic policies? http://www.telegraph.co.uk/news/worldnews/al-qaeda/11619270/Osama-bin-Ladens-bookshelf-featured-conspiracy-theories-about-his-terror-plots.html

Keep in mind that the government’s claim that these books were in bin Laden’s Abbottabad library comes from the same government that told you Saddam Hussein had weapons of mass destruction, that Assad used chemical weapons, that Iran has a nuclear weapons program, and that Russia invaded Ukraine. There is no evidence whatsoever that bin Laden had these books, just as there is no evidence for any claim made by Washington. In the absence of evidence, Washington’s position amounts to this: “It is true if we say so.”

I would wager that the Hersh story was planted in order to gin up renewed interest in the bin Laden saga, which could then be used to discredit Washington’s critics. Notice that the authors in bin Laden’s alleged library are those careful and knowledgeable people who have severely whipped Washington with the truth. The whip wielders are Noam Chomsky, David Ray Griffin, Michel Chossudovsky, Greg Palast, Michael Scheuer, William Blum. You get the picture. You mustn’t believe these truth-tellers, because bin Laden approved of them and had their books in his library. By extension, will these truth-tellers be accused of aiding and abetting terrorism?

Obama claims to have settled the score in mafia godfather fashion with bin Laden for 9/11. But there is no body and not even a consistent story about what happened to the body. The sailors aboard the ship from which the White House reported bin Laden was given a burial at sea report no such burial took place. The SEAL unit that allegedly supplied the team that killed an unarmed and undefended bin Laden was mysteriously wiped out in a helicopter crash. It turns out that the SEALs were flown into combat against the Taliban in an antique, half-century-old 1960s vintage helicopter. Parents of the dead SEALs are demanding to have unanswered questions answered, a story that the presstitute media has conveniently dropped for Washington’s convenience.

Other than 9/11 itself, never has such a major event as bin Laden’s killing had such an enormous number of contradictory official and quasi-official explanations, unanswered questions and evasions. And the vast number of evasions and contradictions arouse no interest from the Western media or from the somnolent and insouciant American public.
