The IMF Changes its Rules to Isolate China and Russia

A nightmare scenario of U.S. geopolitical strategists is coming true: foreign independence from U.S.-centered financial and diplomatic control. China and Russia are investing in neighboring economies on terms that cement Eurasian integration on the basis of financing in their own currencies and favoring their own exports. They also have created the Shanghai Cooperation Organization (SCO) as an alternative military alliance to NATO.[1] And the Asian Infrastructure Investment Bank (AIIB) threatens to replace the IMF and World Bank tandem in which the United States holds unique veto power.

More than just a disparity of voting rights in the IMF and World Bank is at stake. At issue is a philosophy of development. U.S. and other foreign investment in infrastructure (or buyouts and takeovers on credit) adds interest rates and other financial charges to the cost structure, while charging prices as high as the market can bear (think of Carlos Slim’s telephone monopoly in Mexico, or the high costs of America’s health care system), and making their profits and monopoly rents tax-exempt by paying them out as interest.

By contrast, government-owned infrastructure provides basic services at low cost, on a subsidized basis, or freely. That is what has made the United States, Germany and other industrial lead nations so competitive over the past few centuries. But this positive role of government is no longer possible under World Bank/IMF policy. The U.S. promotion of neoliberalism and austerity is a major reason propelling China, Russia and other nations out of the U.S. diplomatic and banking orbit.

On December 3, 2015, Prime Minister Putin proposed that Russia “and other Eurasian Economic Union countries should kick-off consultations with members of the SCO and the Association of Southeast Asian Nations (ASEAN) on a possible economic partnership.”[2] Russia also is seeking to build pipelines to Europe through friendly secular countries instead of Sunni jihadist U.S.-backed countries locked into America’s increasingly confrontational orbit.

Russian finance minister Anton Siluanov points out that when Russia’s 2013 loan to Ukraine was made, at the request of Ukraine’s elected government, Ukraine’s “international reserves were barely enough to cover three months’ imports, and no other creditor was prepared to lend on terms acceptable to Kiev. Yet Russia provided $3 billion of much-needed funding at a 5 per cent interest rate, when Ukraine’s bonds were yielding nearly 12 per cent.”[3]

What especially annoys U.S. financial strategists is that this loan by Russia’s National Wealth Fund was protected by IMF lending practice, which at that time ensured collectability by withholding credit from countries in default of foreign official debts, or at least not bargaining in good faith to pay. To cap matters, the bonds are registered under London’s creditor-oriented rules and courts.

Most worrisome to U.S. strategists is that China and Russia are denominating their trade and investment in their own currencies instead of dollars. After U.S. officials threatened to derange Russia’s banking linkages by cutting it off from the SWIFT interbank clearing system, China accelerated its creation of the alternative China International Payments System (CIPS), and its own credit card system to protect Eurasian economies from the threats made by U.S. unilateralists.

Russia and China are simply doing what the United States has long done: using trade and credit linkages to cement their diplomacy. This tectonic geopolitical shift is a Copernican threat to New Cold War ideology: Instead of the world economy revolving around the United States (the Ptolemaic idea of America as “the indispensible nation”), it may revolve around Eurasia. As long as global financial control remains grounded in Washington at the offices of the IMF and World Bank, such a shift in the center of gravity will be fought with all the power of an American Century (and would-be American Millennium) inquisition.

Any inquisition needs a court system and enforcement vehicles. So does resistance to such a system. That is what today’s global financial, legal and trade maneuvering is all about. And that is why today’s world system is in the process of breaking apart. Differences in economic philosophy call for different institutions.

To U.S. neocons the specter of AIIB government-to-government investment creates fear of nations minting their own money and holding each other’s debt in their international reserves instead of borrowing dollars, paying interest in dollars and subordinating their financial planning to the U.S. Treasury and IMF. Foreign governments would have less need to finance their budget deficits by selling off key infrastructure. And instead of dismantling public spending, a broad Eurasian economic union would do what the United States itself practices, and seek self-sufficiency in banking and monetary policy.

Imagine the following scenario five years from now. China will have spent half a decade building high-speed railroads, ports, power systems and other construction for Asian and African countries, enabling them to grow and export more. These exports will be coming online to repay the infrastructure loans. Also, suppose that Russia has been supplying the oil and gas energy for these projects on credit.

To avert this prospect, suppose an American diplomat makes the following proposal to the leaders of countries in debt to China, Russia and the AIIB: “Now that you’ve got your increased production in place, why repay? We’ll make you rich if you stiff our adversaries and turn back to the West. We and our European allies will support your assigning your nations’ public infrastructure to yourselves and your supporters at insider prices, and then give these assets market value by selling shares in New York and London. Then, you can keep the money and spend it in the West.”

How can China or Russia collect in such a situation? They can sue. But what court in the West will accept their jurisdiction?

That is the kind of scenario U.S. State Department and Treasury officials have been discussing for more than a year. Implementing it became more pressing in light of Ukraine’s $3 billion debt to Russia falling due by December 20, 2015. Ukraine’s U.S.-backed regime has announced its intention to default. To support their position, the IMF has just changed its rules to remove a critical lever on which Russia and other governments have long relied to ensure payment of their loans.

The IMF’s role as enforcer of inter-government debts
When it comes to enforcing nations to pay inter-government debts, the IMF is able to withhold not only its own credit but also that of governments and global bank consortia participating when debtor countries need “stabilization” loans (the neoliberal euphemism for imposing austerity and destabilizing debtor economies, as in Greece this year). Countries that do not privatize their infrastructure and sell it to Western buyers are threatened with sanctions, backed by U.S.-sponsored “regime change” and “democracy promotion” Maidan-style. The Fund’s creditor leverage has been that if a nation is in financial arrears to any government, it cannot qualify for an IMF loan – and hence, for packages involving other governments. That is how the dollarized global financial system has worked for half a century. But until now, the beneficiaries have been U.S. and NATO lenders, not been China or Russia.

The focus on a mixed public/private economy sets the AIIB at odds with the Trans-Pacific Partnership’s aim of relinquishing government planning power to the financial and corporate sector, and the neoliberal aim of blocking governments from creating their own money and implementing their own financial, economic and environmental regulation. Chief Nomura economist Richard Koo, explained the logic of viewing the AIIB as a threat to the U.S.-controlled IMF: “If the IMF’s rival is heavily under China’s influence, countries receiving its support will rebuild their economies under what is effectively Chinese guidance, increasing the likelihood they will fall directly or indirectly under that country’s influence.”[4]

This was the setting on December 8, when Chief IMF Spokesman Gerry Rice announced: “The IMF’s Executive Board met today and agreed to change the current policy on non-toleration of arrears to official creditors.” Russian Finance Minister Anton Siluanov accused the IMF decision of being “hasty and biased.”[5] But it had been discussed all year long, calculating a range of scenarios for a sea change in international law. Anders Aslund, senior fellow at the NATO-oriented Atlantic Council, points out:

The IMF staff started contemplating a rule change in the spring of 2013 because nontraditional creditors, such as China, had started providing developing countries with large loans. One issue was that these loans were issued on conditions out of line with IMF practice. China wasn’t a member of the Paris Club, where loan restructuring is usually discussed, so it was time to update the rules.
The IMF intended to adopt a new policy in the spring of 2016, but the dispute over Russia’s $3 billion loan to Ukraine has accelerated an otherwise slow decision-making process.[6]

The target was not only Russia and its ability to collect on its sovereign loan to Ukraine, but China even more, in its prospective role as creditor to African countries and prospective AIIB borrowers, planning for a New Silk Road to integrate a Eurasian economy independent of U.S. financial and trade control. The Wall Street Journal concurred that the main motive for changing the rules was the threat that China would provide an alternative to IMF lending and its demands for crushing austerity. “IMF-watchers said the fund was originally thinking of ensuring China wouldn’t be able to foil IMF lending to member countries seeking bailouts as Beijing ramped up loans to developing economies around the world.”[7] So U.S. officials walked into the IMF headquarters in Washington with the legal equivalent of suicide vests. Their aim was a last-ditch attempt to block trade and financial agreements organized outside of U.S. control and that of the IMF and World Bank.

The plan is simple enough. Trade follows finance, and the creditor usually calls the tune. That is how the United States has used the Dollar Standard to steer Third World trade and investment since World War II along lines benefiting the U.S. economy. The cement of trade credit and bank lending is the ability of creditors to collect on the international debts being negotiated. That is why the United States and other creditor nations have used the IMF as an intermediary to act as “honest broker” for loan consortia. (“Honest broker” means being subject to U.S. veto power.) To enforce its financial leverage, the IMF has long followed the rule that it will not sponsor any loan agreement or refinancing for governments that are in default of debts owed to other governments. However, as the afore-mentioned Aslund explains, the IMF could easily

change its practice of not lending into [countries in official] arrears … because it is not incorporated into the IMF Articles of Agreement, that is, the IMF statutes. The IMF Executive Board can decide to change this policy with a simple board majority. The IMF has lent to Afghanistan, Georgia, and Iraq in the midst of war, and Russia has no veto right, holding only 2.39 percent of the votes in the IMF. When the IMF has lent to Georgia and Ukraine, the other members of its Executive Board have overruled Russia.[8]

After the rules change, Aslund later noted, “the IMF can continue to give Ukraine loans regardless of what Ukraine does about its credit from Russia, which falls due on December 20.[9]

The IMF rule that no country can borrow if it is in default to a foreign government was created in the post-1945 world. Since then, the U.S. Government, Treasury and/or U.S. bank consortia have been party to nearly every major loan agreement. But inasmuch as Ukraine’s official debt to Russia’s National Wealth Fund was not to the U.S. Government, the IMF announced its rules change simply as a “clarification.” What its rule really meant was that it would not provide credit to countries in arrears to the U.S. government, not that of Russia or China.

It remains up to the IMF board – and in the end, its managing director – whether or not to deem a country creditworthy. The U.S. representative can block any foreign leaders not beholden to the United States. Mikhail Delyagin, Director of the Institute of Globalization Problems, explained the double standard at work: “The Fund will give Kiev a new loan tranche on one condition: that Ukraine should not pay Russia a dollar under its $3 billion debt. … they will oblige Ukraine to pay only to western creditors for political reasons.”[10]

The post-2010 loan packages to Greece are a case in point. The IMF staff saw that Greece could not possibly pay the sums needed to bail out French, German and other foreign banks and bondholders. Many Board members agreed, and have gone public with their whistle blowing. Their protests didn’t matter. President Barack Obama and Treasury Secretary Tim Geithner pointed out that U.S. banks had written credit default swaps betting that Greece could pay, and would lose money if there were a debt writedown). Dominique Strauss-Kahn backed the hard line US- European Central Bank position. So did Christine Lagarde in 2015, overriding staff protests.[11]

Regarding Ukraine, IMF executive board member Otaviano Canuto, representing Brazil, noted that the logic that “conditions on IMF lending to a country that fell behind on payments [was to] make sure it kept negotiating in good faith to reach agreement with creditors.”[12] Dropping this condition, he said, would open the door for other countries to insist on a similar waiver and avoid making serious and sincere efforts to reach payment agreement with creditor governments.

A more binding IMF rule is Article I of its 1944-45 founding charter, prohibiting the Fund from lending to a member state engaged in civil war or at war with another member state, or for military purposes in general. But when IMF head Lagarde made the last loan to Ukraine, in spring 2015, she merely expressed a vapid token hope there might be peace. Withholding IMF credit could have been a lever to force peace and adherence to the Minsk agreements, but U.S. diplomatic pressure led that opportunity to be rejected. President Porochenko immediately announced that he would step up the civil war with the Russian-speaking population in the eastern Donbass region.

The most important IMF condition being violated is that continued warfare with the East prevents a realistic prospect of Ukraine paying back new loans. The Donbas is where most Ukrainian exports were made, mainly to Russia. That market is being lost by the junta’s belligerence toward Russia. This should have blocked Ukraine from receiving IMF aid. Aslund himself points to the internal contradiction at work: Ukraine has achieved budget balance because the inflation and steep currency depreciation has drastically eroded its pension costs. But the resulting decline in the purchasing power of pension benefits has led to growing opposition to Ukraine’s post-Maidan junta. So how can the IMF’s austerity budget be followed without a political backlash? “Leading representatives from President Petro Poroshenko’s Bloc are insisting on massive tax cuts, but no more expenditure cuts; that would cause a vast budget deficit that the IMF assesses at 9-10 percent of GDP, that could not possibly be financed.”[13]

By welcoming and financing Ukraine instead of treating as an outcast, the IMF thus is breaking four of its rules:

  1. Not to lend to a country that has no visible means to pay back the loan. This breaks the “No More Argentinas” rule, adopted after the IMF’s disastrous 2001 loan.
  2. Not to lend to a country that repudiates its debt to official creditors. This goes against the IMF’s role as enforcer for the global creditor cartel.
  3. Not to lend to a borrower at war – and indeed, to one that is destroying its export capacity and hence its balance-of-payments ability to pay back the loan.
  4. Finally, not to lend to a country that is not likely to carry out the IMF’s austerity “conditionalities,” at least without crushing democratic opposition in a totalitarian manner.

The upshot – and new basic guideline for IMF lending – is to split the world into pro-U.S. economies going neoliberal, and economies maintaining public investment in infrastructure n and what used to be viewed as progressive capitalism. Russia and China may lend as much as they want to other governments, but there is no global vehicle to help secure their ability to be paid back under international law. Having refused to roll back its own (and ECB) claims on Greece, the IMF is willing to see countries not on the list approved by U.S. neocons repudiate their official debts to Russia or China. Changing its rules to clear the path for making loans to Ukraine is rightly seen as an escalation of America’s New Cold War against Russia and China.

Timing is everything in such ploys. Georgetown University Law professor and Treasury consultant Anna Gelpern warned that before the “IMF staff and executive board [had] enough time to change the policy on arrears to official creditors,” Russia might use “its notorious debt/GDP clause to accelerate the bonds at any time before December, or simply gum up the process of reforming the IMF’s arrears policy.”[14] According to this clause, if Ukraine’s foreign debt rose above 60 percent of GDP, Russia’s government would have the right to demand immediate payment. But President Putin, no doubt anticipating the bitter fight to come over its attempts to collect on its loan, refrained from exercising this option. He is playing the long game, bending over backward to behave in a way that cannot be criticized as “odious.”

A more immediate reason deterring the United States from pressing earlier to change IMF rules was the need to use the old set of rules against Greece before changing them for Ukraine. A waiver for Ukraine would have provided a precedent for Greece to ask for a similar waiver on paying the “troika” – the European Central Bank (ECB), EU commission and the IMF itself – for the post-2010 loans that have pushed it into a worse depression than the 1930s. Only after Greece capitulated to eurozone austerity was the path clear for U.S. officials to change the IMF rules to isolate Russia. But their victory has come at the cost of changing the IMF’s rules and those of the global financial system irreversibly. Other countries henceforth may reject conditionalities, as Ukraine has done, as well as asking for write-downs on foreign official debts.

That was the great fear of neoliberal U.S. and Eurozone strategists last summer, after all. The reason for smashing Greece’s economy was to deter Podemos in Spain and similar movements in Italy and Portugal from pursuing national prosperity instead of eurozone austerity. “Imagine the Greek government had insisted that EU institutions accept the same haircut as the country’s private creditors,” Russian finance minister Anton Siluanov asked. “The reaction in European capitals would have been frosty. Yet this is the position now taken by Kiev with respect to Ukraine’s $3 billion eurobond held by Russia.”[15]

The consequences of America’s tactics to make a financial hit on Russia while its balance of payments is down (as a result of collapsing oil and gas prices) go far beyond just the IMF. These tactics are driving other countries to defend their own economies in the legal and political spheres, in ways that are breaking apart the post-1945 global order.

Countering Russia’s ability to collect in Britain’s law courts
Over the past year the U.S. Treasury and State Departments have discussed ploys to block Russia from collecting by suing in the London Court of International Arbitration, under whose rules Russia’s bonds issued to Ukraine are registered. Reviewing the excuses Ukraine might use to avoid paying Russia, Prof. Gelpern noted that it might declare the debt “odious,” made under duress or corruptly. In a paper for the Peterson Institute of International Economics (the banking lobby in Washington) she suggested that Britain should deny Russia the use of its courts as a means of reinforcing the financial, energy and trade sanctions passed after Crimea voted to join Russia as protection against the ethnic cleansing from the Right Sector, Azov Battalion and other paramilitary groups descending on the region.[16]

A kindred ploy might be for Ukraine to countersue Russia for reparations for “invading” it and taking Crimea. Such a claim would seem to have little chance of success (without showing the court to be an arm of NATO politics), but it might delay Russia’ ability to collect by tying the loan up in a long nuisance lawsuit. But the British court would lose credibility if it permits frivolous legal claims (called barratry in English) such as President Poroshenko and Prime Minister Yatsenyuk have threatened.

To claim that Ukraine’s debt to Russia was “odious” or otherwise illegitimate, “President Petro Poroshenko said the money was intended to ensure Yanukovych’s loyalty to Moscow, and called the payment a ‘bribe,’ according to an interview with Bloomberg in June this year.”[17] The legal and moral problem with such arguments is that they would apply equally to IMF and U.S. loans. They would open the floodgates for other countries to repudiate debts taken on by dictatorships supported by IMF and U.S. lenders.

As Foreign Minister Sergei Lavrov noted, the IMF’s change of rules, “designed to suit Ukraine only, could plant a time bomb under all other IMF programs.” The new rules showed the extent to which the IMF is subordinate to U.S. aggressive New Cold Warriors: “since Ukraine is politically important – and it is only important because it is opposed to Russia – the IMF is ready to do for Ukraine everything it has not done for anyone else.”[18]

In a similar vein, Andrei Klimov, deputy chairman of the Committee for International Affairs at the Federation Council (the upper house of Russia’s parliament) accused the United States of playing “the role of the main violin in the IMF while the role of the second violin is played by the European Union, [the] two basic sponsors of the Maidan – the … coup d’état in Ukraine in 2014.”[19]

Putin’s counter-strategy and the blowback on U.S.-European relations
Having anticipated that Ukraine would seek excuses to not pay Russia, President Putin refrained from exercising Russia’s right to demand immediate payment when Ukraine’s foreign debt rose above 60 percent of GDP. In November he even offered to defer any payment at all this year, stretching payments out to “$1 billion next year, $1 billion in 2017, and $1 billion in 2018,” if “the United States government, the European Union, or one of the big international financial institutions” guaranteed payment.[20] Based on their assurances “that Ukraine’s solvency will grow,” he added, they should be willing to put their money where their mouth was. If they did not provide guarantees, Putin pointed out, “this means that they do not believe in the Ukrainian economy’s future.”

Implicit was that if the West continued encouraging Ukraine to fight against the East, its government would not be in a position to pay. The Minsk agreement was expiring and Ukraine was receiving new arms support from the United States, Canada and other NATO members to intensify hostilities against Donbas and Crimea.

But the IMF, European Union and United States refused to back up the Fund’s optimistic forecast of Ukraine’s ability to pay in the face of its continued civil war against the East. Foreign Minister Lavrov concluded that, “By having refused to guarantee Ukraine’s debt as part of Russia’s proposal to restructure it, the United States effectively admitted the absence of prospects of restoring its solvency.”[21]

In an exasperated tone, Prime Minister Dmitry Medvedev said on Russian television: “I have a feeling that they won’t give us the money back because they are crooks … and our Western partners not only refuse to help, but they also make it difficult for us.” Accusing that “the international financial system is unjustly structured,” he nonetheless promised to “go to court. We’ll push for default on the loan and we’ll push for default on all Ukrainian debts,” based on the fact that the loan

was a request from the Ukrainian Government to the Russian Government. If two governments reach an agreement this is obviously a sovereign loan…. Surprisingly, however, international financial organisations started saying that this is not exactly a sovereign loan. This is utter bull. Evidently, it’s just an absolutely brazen, cynical lie. … This seriously erodes trust in IMF decisions. I believe that now there will be a lot of pleas from different borrower states to the IMF to grant them the same terms as Ukraine. How will the IMF possibly refuse them?[22]

And there the matter stands. On December 16, 2015, the IMF’s Executive Board ruled that “the bond should be treated as official debt, rather than a commercial bond.”[23] Forbes quipped: “Russia apparently is not always blowing smoke. Sometimes they’re actually telling it like it is.”[24]

Reflecting the degree of hatred fanned by U.S. diplomacy, U.S.-backed Ukrainian Finance Minister Natalie A. Jaresko expressed an arrogant confidence that the IMF would back the Ukrainian cabinet’s announcement on Friday, December 18, of its intention to default on the debt to Russia falling due two days later. “If we were to repay this bond in full, it would mean we failed to meet the terms of the I.M.F. and the obligations we made under our restructuring.”[25]

Adding his own bluster, Prime Minister Arseny Yatsenyuk announced his intention to tie up Russia’s claim for payment by filing a multibillion-dollar counter claim “over Russia’s occupation of Crimea and intervention in east Ukraine.” To cap matters, he added that “several hundred million dollars of debt owed by two state enterprises to Russian banks would also not be paid.”[26] This makes trade between Ukraine and Russia impossible to continue. Evidently Ukraine’s authorities had received assurance from IMF and U.S. officials that no real “good faith” bargaining would be required to gain ongoing support. Ukraine’s Parliament did not even find it necessary to enact the new tax code and budget conditionalities that the IMF loan had demanded.

The world is now at war financially, and all that seems to matter is whether, as U.S. Defense Secretary Donald Rumsfeld had put matters, “you are for us or against us.” As President Putin remarked at the 70th session of the UN General Assembly regarding America’s support of Al Qaeda, Al Nusra and other allegedly “moderate” ISIS allies in Syria: “I cannot help asking those who have caused this situation: Do you realize now what you have done? … I am afraid the question will hang in the air, because policies based on self-confidence and belief in one’s exceptionality and impunity have never been abandoned.”[27]

The blowback
America’s unilateralist geopolitics are tearing up the world’s economic linkages that were put in place in the heady days after World War II, when Europe and other countries were so disillusioned that they believed the United States was acting out of idealism rather than national self-interest. Today the question is how long Western Europe will be willing to forego its trade and investment interests by accepting U.S.-sponsored sanctions against Russia, Iran and other economies. Germany, Italy and France already are feeling the strains.

The oil and pipeline war designed to bypass Russian energy exports is flooding Europe with refugees, as well as spreading terrorism. Although the leading issue in America’s Republican presidential debate on December 15, 2015, was safety from Islamic jihadists, no candidate thought to explain the source of this terrorism in America’s alliance with Wahabist Saudi Arabia and Qatar, and hence with Al Qaeda and ISIS/Daish as a means of destabilizing secular regimes in Libya, Iraq, Syria, and earlier in Afghanistan. Going back to the original sin of CIA hubris – overthrowing the secular Iranian Prime Minister leader Mohammad Mosaddegh in 1953 – U.S. foreign policy has been based on the assumption that secular regimes tend to be nationalist and resist privatization and neoliberal austerity.

Based on this assumption, U.S. Cold Warriors have aligned themselves against democratic regimes seeking to promote their own prosperity and resist neoliberalism in favor of maintaining their own traditional mixed public/private economies. That is the back-story of the U.S. fight to control the rest of the world. Tearing apart the IMF’s rules is only the most recent chapter. Arena by arena, the core values of what used to be American and European social democratic ideology are being uprooted by the tactics being used to hurt Russia, China and their prospective Eurasian allies.

The Enlightenment’s ideals were of secular democracy and the rule of international law applied equally to all nations, classical free market theory (of markets free from unearned income and rent extraction by special interests), and public investment in infrastructure to hold down the cost of living and doing business. These are all now to be sacrificed to a militant U.S. unilateralism. Putting their “indispensable nation” above the rule of law and parity of national interests (the 1648 Westphalia treaty, not to mention the Geneva Convention and Nuremburg laws), U.S. neocons proclaim that America’s destiny is to prevent foreign secular democracy from acting in ways other than in submission to U.S. diplomacy. Behind this lie the special U.S. financial and corporate interests that control American foreign policy.

This is not how the Enlightenment was supposed to turn out. Industrial capitalism a century ago was expected to evolve into an economy of abundance worldwide. Instead, we have American Pentagon capitalism, with financial bubbles deteriorating into a polarized rentier economy and a resurgence of old-fashioned imperialism. If and when a break comes, it will not be marginal but a seismic geopolitical shift.

The Dollar Bloc’s Financial Curtain
By treating Ukraine’s repudiation of its official debt to Russia’s National Wealth Fund as the new norm, the IMF has blessed its default. President Putin and foreign minister Lavrov have said that they will sue in British courts. The open question is whether any court exist in the West not under the thumb of U.S. veto?

America’s New Cold War maneuvering has shown that the two Bretton Woods institutions are unreformable. It is easier to create new institutions such as the AIIB than to retrofit the IMF and World Bank, NATO and behind it, the dollar standard – all burdened with the legacy of their vested interests.

U.S. geostrategists evidently thought that excluding Russia, China and other Eurasian countries from the U.S.-based financial and trade system would isolate them in a similar economic box to Cuba, Iran and other sanctioned adversaries. The idea was to force countries to choose between being impoverished by such exclusion, or acquiescing in U.S. neoliberal drives to financialize their economies under U.S. control.

What is lacking here is the idea of critical mass. The United States may arm-twist Europe to impose trade and financial sanctions on Russia, and may use the IMF and World Bank to exclude countries not under U.S. hegemony from participating in dollarized global trade and finance. But this diplomatic action is producing an equal and opposite reaction. That is the Newtonian law of geopolitics. It is propelling other countries to survive by avoiding demands to impose austerity on their government budgets and labor, by creating their own international financial organization as an alternative to the IMF, and by juxtaposing their own “aid” lending to that of the U.S.-centered World Bank.

This blowback requires an international court to handle disputes free from U.S. arm-twisting. The Eurasian Economic Union accordingly has created its own court to adjudicate disputes. This may provide an alternative to Judge Griesa’s New York federal kangaroo court ruling in favor of vulture funds derailing Argentina’s debt settlements and excluding that country from world financial markets.

The more nakedly self-serving U.S. policy is – from backing radical fundamentalist outgrowths of Al Qaeda throughout the Near East to right-wing nationalists in Ukraine and the Baltics – then the greater the pressure will grow for the Shanghai Cooperation Organization, AIIB and related institutions to break free of the post-1945 Bretton Woods system run by the U.S. State, Defense and Treasury Departments and their NATO superstructure of coercive military bases. As Paul Craig Roberts recently summarized the dynamic, we are back with George Orwell’s 1984 global fracture between Oceania (the United States, Britain and its northern European NATO allies as the sea and air power) vs. Eurasia as the consolidated land power.

The Joy of Conspiracy Denial

Recently I read another stinging rebuke of the 9-11 conspiracy theorists for their frightful mishandling of evidence, their will to believe only what gives them psychological comfort, and their general state of delusion. It was not the first I had read, nor will it be the last. The writer held unwaveringly to the party line: all those who seek to discredit the official, announced version of the events of 9-11 are “conspiracy theorists”- and should not be listened to. That this position constitutes an attempt at prior censorship does not seem to bother the deniers, nor the fact that the central tenets of conspiracy denial are an ad hominem attack. We are told that conspiracy theorists are crazy, or at least cowardly clingers to delusions that they find comforting.

It occurred to me that I haven’t seen anyone examine the mental comforts of conspiracy denial, using the handy tools of amateur psychology. It’s my guess that there’s considerable comfort to be had, especially for men, from an acceptance of the official explanation for 9-11. This is not to say that many women aren’t happy with the Arab hijacker theory, but for men, the provision of a clear enemy to fight is always especially gratifying.

To accept the official announcements of the story of 9-11 is instantly satisfying in several ways. Commercial airliners, hijacked by suicide terrorists, flew into buildings at the behest of a really smart master-terrorist named Osama Bin Laden. This is an immediately credible scenario””many of us had heard the name Bin Laden, and “knew” he was a terrorist who lived on the other side of the world. Indeed, the WTC had been attacked once before. And terrorism itself certainly exists–both sides of the 9-11 controversy can agree on that. So, to accept the official announcements that followed the attacks enabled you quickly to locate all the blame for the attacks in a tiny evil army of foreigners, all out of immediate reach, but accessible to the U.S. Army, you bet. The hijackers themselves were all dead, and their leader was extremely hard to find, but American forces could find and punish them. No need, really, to conduct any investigations or solve any mysteries–an evil super-hero with a small army of mentally enslaved unfortunates was able to penetrate the defenses of the finest air force in the world to murder 3000 Americans. A fluke, but in life and in sports, stuff like that happens.

The fact that this reads like a comic book plot doesn’t seem to be a source of embarrassment for the anti-truther movement. In fact, an evil mastermind who, through mindless suicidal drones, wreaks havoc on good and decent people is the major plot driver of The Lord of the Rings, and many other fantasy and science fiction epics. Mythically speaking, it’s golden.

And under the broad strokes of the main story, there’s also a layer of historically accurate information that supports the main plot line. Joe and Jane Six-Pack would accept the unadorned story eagerly, but there’s something to satisfy the more thoughtful as well. The back story is that American foreign policy for the last 30 years could easily result in some very unhappy Arabs. CIA meddling in the politics of Iran and Iraq, and above all, our support for Israel, have been highly unpopular on the Arab street. Well-read people could find the anti-American sentiments of the terrorists quite credible, if regrettable.

So the psychological comforts of the official story are several and real: you get a clearly defined enemy, a simple solution to a complex foreign policy problem, you get to feel morally superior to your enemy because you’re more civilized and don’t kill civilians, and finally, if you know something of the history of American policy in the Near East, you get to feel superior to those who don’t.
It’s entirely understandable that any American should believe the official 9-11 story. And, of course, to consider seriously for an instant that there could be something seriously wrong with that story, to imagine that as possible, really does change everything, just like 9-11 itself. If there’s a chance that Americans colluded in those horrors, then the entire mental structure of our sanity, which we’ve lived in all our lives, has a serious crack, a San Andreas Fault, right down the middle. If we think it possible that “We have met the enemy, and he is us,” then everything previously unthinkable is thinkable.

In fairness to their enemies among the truthers, the conspiracy deniers should admit that there is much psychological comfort in their own position, and that conspiracy theorists do not have a monopoly on convenient but deluded assumptions. 9-11 is, after all, a heap of facts, and it is open to human inquiry. Whether the heap was created by our enemies’ hatred or something worse has yet to be decided.

 

 

Militarization of the Police: A Reflection of United States Foreign Policy

Over the last 14 months the notion of the United States as a bastion of human rights and democracy has been further shattered.

With the police killing of 18-year-old Michael Brown in Ferguson, Missouri, it set off not only a rebellion in this St. Louis County suburb but nationwide demonstrations across the country. The rebellion in Ferguson forced the Obama administration to pay some symbolic attention to the plight of African American people who have been largely ignored as it relates to domestic policy over the last several decades.

In fact when it comes to Civil Rights and Human Rights, there has only been regressive legislation and “benign neglect” since the late 1960s. Realizing the complexity of the crisis facing the African American people, other people of color communities and working people in general, the system would rather ignore the problems rather pay any attention to them.

Nonetheless, Ferguson proved to be a turning point in U.S. history. Periodicals published in states that are aligned with Washington issued editorial questioning the domestic and foreign policy posture of the administration of President Barack Obama.

Even though the Justice Department was sent into to St. Louis County to investigate the circumstances surrounding the killing of Michael Brown, no federal charges were ever filed against Darren Wilson or anyone else within the law-enforcement, judicial and municipal systems in the area. The lack of critical response by the Obama administration compounded the discontent after the local authorities decided that there was no probable cause for charges to be brought against Wilson and others in Ferguson.

The report issued by the Justice Department Civil Rights Division did demonstrate clearly that collusion was rampant within these various departments in St. Louis County. Electronic communications were retrieved which illustrated that the African American community was being grossly exploited through traffic stops, citations, questionable arrests and prosecutions.

Many of the suburban municipalities within St. Louis County are economically unviable and consequently utilized racial profiling and targeting as a means of generating revenue. The New York Times reported several weeks after the rebellion and mass demonstrations began in Ferguson that over 12,000 outstanding warrants existed in the small city of barely over 20,000 residents. This came out to approximately two warrants per household in Ferguson.

Residents with outstanding warrants were subjected to immediate arrests and even higher fines or possible jail terms. Such legal problems hampered people’s abilities to find and retain employment as well as maintain a stable family life.

What appears to have happened in regard to the situation in Ferguson and St. Louis County is there was an apparent agreement that Wilson and other officials would resign their positions in exchange for not being pursued further by the federal government. It was also announced that some form of amnesty would be granted for residents facing high fines and jail time after being systematically targeted by the police throughout the County.

Such a compromise does not approach the resolution of the deeper problems of national oppression and racism so prevalent within law-enforcement culture. High rates of unemployment and poverty are by-products of national oppression and class exploitation which the American system is built upon.

Militarization Unveiled in Ferguson

Rather than examine the causes behind the explosion in Ferguson, the response of the political superstructure and the law-enforcement agencies was to put down the rebellion with a vengeance. Police came on the scene with armored vehicles, batons, rubber bullets, tear gas, pepper spray, long range acoustic devices (LRAD) and other forms of highly-sophisticated and deadly weaponry.

Numerous law-enforcement departments were deployed in Ferguson along with the National Guard. Missouri Governor Jay Nixon declared a “state of emergency” while law-enforcement implemented a “no-fly zone” over the region.

The youth and workers who took to the streets both violently and non-violently were immediately criminalized. Journalists seeking to cover the story were attacked and arrested.

Corporate media pundits took to the airwaves over cable television networks to put their own spin on developments surrounding the mass demonstrations and rebellions. Those who fought back against the police and destroyed private property were labeled as criminals and thugs. These characterizations provided a rationale for the use of deadly force and the denial of basic democratic rights of due process.

Governor Nixon and local authorities blamed the unrest on “outside agitators” seeking to deflect attention away from the exploitative and repressive conditions so widespread in St. Louis County. President Obama and former U.S. Attorney General Eric Holder sought to define the forms of dissent that were acceptable those that were not.

Moreover, the question becomes: where did these weapons, tanks, noxious gases and sound devices come from? These are the same weapons that have been used against the people of Afghanistan, Iraq, Libya, Syria, Palestine, Lebanon, Yemen and other geo-political regions over the last several decades.

The federal government through the Pentagon supplies these armaments through grants to local law-enforcement agencies. Are these the best tools to fight street crime? Or are these weapons supplied to fight existing unrest and more violent rebellions and revolts that are bound to come in the future?

We Can’t Breathe: Eric Garner and the Impunity of the State

In Staten Island New York the police killing of Eric Garner provided additional lessons in our understanding of the current character of state repression. Garner’s encounter with the police was caught on a cellphone video and transmitted worldwide. His last words gasping “I Can’t Breathe” became a rallying cry for those who went into the streets by the tens of thousands in New York and across the country.

Apparently recording of this crime did not matter to the grand jury that acquitted the only police officer investigated in the killing. The billions around the world who saw the video knew that there were many officers who were involved in Garner’s death by holding him down, applying pressure to his vital areas and refusing to provide any medical attention while he lay dying.

The youth who videoed the killing was himself targeted for prosecution and jailed. Once again the Justice Department did not take any action against the cops or the grand jury which allowed the police and emergency medical technicians to walk free.

In response to the grand jury decision, tens of thousands of people went out in protest in Manhattan and other areas of New York City. They blocked streets, expressways, businesses and bridges. The city had not seen such an outpouring of spontaneous demonstrations in many years.

New York City has been notorious for its “stop and frisk” and “broken windows” theory of policing. This style of law-enforcement conduct rides the waves of gentrification and forced removals of African Americans, Latinos and working class people in general throughout the municipality.

Obviously there is a concerted effort to drive millions of oppressed, working class and poor people out of the cities throughout the U.S. In New York, despite claims by officials that crime has been reduced by 80 percent, the plight of marginalized working class has worsened.

The homeless problem in New York is worse than it has ever been in the city’s history. A recent front-page article in the Sunday New York Times published on August 29 exposed the plight of those living in homeless shelters.

Those are the ones who are inside although living with bed bugs and other vermin in over-crowded buildings. Others are unfortunately sleeping on the streets in subways, storefronts, in Times Square and other areas.

Nonetheless, the liberal administration of De Blassio has no program for providing decent housing to those who need it. Wall Street with all of its propaganda about an economic recovery ignores the conditions of the most vulnerable and miserable.

Baltimore: A Flashpoint for Repression and Impoverishment

Just earlier this year in late April young Freddie Grey was killed by the Baltimore Police Department. This was by no means an isolated incident since the city has a long tradition of systematic racism in housing and police-community relations.

However, after the killing of Grey who died in police custody, the community rose up in rebellion. Immediately the Governor declared yet another “state of emergency” moving into Baltimore personally and effectively taking control of the city from its African American woman Mayor Stephanie Rawlings-Blake.

What was interesting about the rebellion in Baltimore was the more developed counter-insurgency strategy and tactics implemented. Thousands of police officers from various agencies were deployed from across the state as was the case in Ferguson, along with thousands more National Guard troops.

Nonetheless, the authorities utilized a cadre of so-called “community groups” including churches, gang members, elected officials, and other operatives to come into the unrest areas encouraging youth and workers to leave the streets and go home. They were told by these “community activists” to abide by an unjust curfew and to work with the cops and the National Guard.

Tactically they were also covered by the corporate and government-controlled media to present another face of the community to the public. After the first three days of demonstrations and unrest, the media portrayed the community as being hostile to law-enforcement and private property. Suddenly by the time the National Guard and Governor had entered the city, the people who were presented to the press were residents opposed to the unrest and working towards “restoring order”, or we should say restoring the existing order.

Hundreds of these “community activists” stood between the crowds and the police with their backs to the law-enforcement agents and their faces towards the people. This was quite a symbolic effort to turn a section of the city against those who were fed up with the repression and exploitation.

Baltimore, like Detroit, has been hit over the last decade by massive home foreclosures and neighborhood blight. Hundreds of thousands have been forced out of their neighborhoods in East and West Baltimore to make room for the “developers and investors.” The banks were at the root cause of this displacement.

Also in Baltimore, it was announced during the spring that 25,000 households would be subjected to water shut-offs as what has been happening here since the imposition of emergency management and bankruptcy in 2013-2014. Although the emergency managers are being ostensibly withdrawn in Michigan, those who are the purported “elected officials” are carrying out the same draconian program of forced removals and benign neglect of the masses.

The lessons of Baltimore, Ferguson, New York and here in Detroit is that the workers and oppressed must be organized independently of the established two-party system. There must be a link drawn between law-enforcement repression, economic deprivation, gentrification and the denial of public services. The militarization of the police is designed to reinforce the system of oppression. All of these variables must be taken into consideration in any program of resistance and fightback against the structures of exploitation and political repression.

Militarization: From the 1960s to 2015

The militarization of U.S. society is as old as the American system itself. However, for the purpose of this discussion tonight we must look to events of the 1960s when cities exploded from Watts to Detroit during the period of 1965-1968.

Detroit proved to be a turning point in the militarization of the U.S. police when thousands of National Guard and federal troops were deployed to put down the rebellion in July 1967. The National Advisory Commission on Civil Disorder found in its report that the police played an integral part in sparking urban rebellions.

Rather than heed to a program of reform, the society became more militarized and repressive. Under the presidential administration of Lyndon B. Johnson an Office of Law Enforcement Assistance was created.

According to a website entitled “What-When-How”, it says that “In 1965, the Office of Law Enforcement Assistance was created in the U.S. Department of Justice. This was the predecessor to the Law Enforcement Assistance Administration (LEAA), which was established as a result of the work of the President’s Commission on Law Enforcement and Administration of Justice.”

By 1968, as a result of a Congressional Commission on crime in the streets, the Law-Enforcement Assistance Administration (LEAA) was created continuing to the early 1980s. This same above-mentioned website notes that to ostensibly achieve the aims of reducing crime in the cities:

“To achieve this objective, the notion of criminal justice planning was introduced to the country. Heretofore, planning in criminal justice was virtually nonexistent. With the passage of the Omnibus Crime Control and Safe Streets Act (1968), LEAA was authorized to provide funds to create a ‘state planning agency’ in each state that would have as its primary function the responsibility to develop a comprehensive statewide plan for the improvement of law enforcement throughout the state. The act also authorized the states to make grants from a population-based block grant allocation to units of local government to carry out programs and projects in accordance with the planning effort to improve law enforcement.”

By the early 1980s the further criminalization of African American and other oppressed communities was well underway. We have witness the growth in the prison-industrial-complex with a rise in the incarcerated population by 500 percent over the last three decades. The “school to prison pipeline” is a reality for the majority of the African American people.

A recent article in Atlantic magazine looks at this phenomena through the experiences of former inmates and the families whose loved ones have been incarcerated. With no real jobs program on a federal level and the rising rates of poverty and marginalization, this problem will not be solved short of drastic and sweeping policy initiatives that are well beyond anything that is being advocated by the White House, Congress and the corporate community.

Therefore, the struggle for justice in the U.S. is up to the people themselves. The organized masses working in solidarity with the oppressed and working people around the globe are the remedies to seriously address these concerns.

This is the charge of the labor movement and the international solidarity struggle. We are part of both and will work with any and every one to achieve total freedom.

The Mess that Nuland Made

As the Ukrainian army squares off against ultra-right and neo-Nazi militias in the west and violence against ethnic Russians continues in the east, the obvious folly of the Obama administration’s Ukraine policy has come into focus even for many who tried to ignore the facts, or what you might call “the mess that Victoria Nuland made.”

Assistant Secretary of State for European Affairs “Toria” Nuland was the “mastermind” behind the Feb. 22, 2014 “regime change” in Ukraine, plotting the overthrow of the democratically elected government of President Viktor Yanukovych while convincing the ever-gullible U.S. mainstream media that the coup wasn’t really a coup but a victory for “democracy.”

To sell this latest neocon-driven “regime change” to the American people, the ugliness of the coup-makers had to be systematically airbrushed, particularly the key role of neo-Nazis and other ultra-nationalists from the Right Sektor. For the U.S.-organized propaganda campaign to work, the coup-makers had to wear white hats, not brown shirts.

So, for nearly a year and a half, the West’s mainstream media, especially The New York Times and The Washington Post, twisted their reporting into all kinds of contortions to avoid telling their readers that the new regime in Kiev was permeated by and dependent on neo-Nazi fighters and Ukrainian ultra-nationalists who wanted a pure-blood Ukraine, without ethnic Russians.

Any mention of that sordid reality was deemed “Russian propaganda” and anyone who spoke this inconvenient truth was a “stooge of Moscow.” It wasn’t until July 7 that the Times admitted the importance of the neo-Nazis and other ultra-nationalists in waging war against ethnic Russian rebels in the east. The Times also reported that these far-right forces had been joined by Islamic militants. Some of those jihadists have been called “brothers” of the hyper-brutal Islamic State.

Though the Times sought to spin this remarkable military alliance – neo-Nazi militias and Islamic jihadists – as a positive, the reality had to be jarring for readers who had bought into the Western propaganda about noble “pro-democracy” forces resisting evil “Russian aggression.”

Perhaps the Times sensed that it could no longer keep the lid on the troubling truth in Ukraine. For weeks, the Right Sektor militias and the neo-Nazi Azov battalion have been warning the civilian government in Kiev that they might turn on it and create a new order more to their liking.

Clashes in the West

Then, on Saturday, violent clashes broke out in the western Ukrainian town of Mukachevo, allegedly over the control of cigarette-smuggling routes. Right Sektor paramilitaries sprayed police officers with bullets from a belt-fed machinegun, and police – backed by Ukrainian government troops – returned fire. Several deaths and multiple injuries were reported.

Tensions escalated on Monday with President Petro Poroshenko ordering national security forces to disarm “armed cells” of political movements. Meanwhile, the Right Sektor dispatched reinforcements to the area while other militiamen converged on the capital of Kiev.

While President Poroshenko and Right Sektor leader Dmitry Yarosh may succeed in tamping down this latest flare-up of hostilities, they may be only postponing the inevitable: a conflict between the U.S.-backed authorities in Kiev and the neo-Nazis and other right-wing fighters who spearheaded last year’s coup and have been at the front lines of the fighting against ethnic Russian rebels in the east.

The Ukrainian right-wing extremists feel they have carried the heaviest burden in the war against the ethnic Russians and resent the politicians living in the relative safety and comfort of Kiev. In March, Poroshenko also fired thuggish oligarch Igor Kolomoisky as governor of the southeastern province of Dnipropetrovsk Oblast. Kolomoisky had been the primary benefactor of the Right Sektor militias.

So, as has become apparent across Europe and even in Washington, the Ukraine crisis is spinning out of control, making the State Department’s preferred narrative of the conflict – that it’s all Russian President Vladimir Putin’s fault – harder and harder to sell.

How Ukraine is supposed to pull itself out of what looks like a death spiral – a possible two-front war in the east and the west along with a crashing economy – is hard to comprehend. The European Union, confronting budgetary crises over Greece and other EU members, has little money or patience for Ukraine, its neo-Nazis and its socio-political chaos.

America’s neocons at The Washington Post and elsewhere still rant about the need for the Obama administration to sink more billions upon billions of dollars into post-coup Ukraine because it “shares our values.” But that argument, too, is collapsing as Americans see the heart of a racist nationalism beating inside Ukraine’s new order.

Another Neocon ‘Regime Change’

Much of what has happened, of course, was predictable and indeed was predicted, but neocon Nuland couldn’t resist the temptation to pull off a “regime change” that she could call her own.

Her husband (and arch-neocon) Robert Kagan had co-founded the Project for the New American Century in 1998 around a demand for “regime change” in Iraq, a project that was accomplished in 2003 with President George W. Bush’s invasion.

As with Nuland in Ukraine, Kagan and his fellow neocons thought they could engineer an easy invasion of Iraq, oust Saddam Hussein and install some hand-picked client – in Iraq, Ahmed Chalabi was to be “the guy.” But they failed to take into account the harsh realities of Iraq, such as the fissures between Sunnis and Shiites, exposed by the U.S.-led invasion and occupation.

In Ukraine, Nuland and her neocon and liberal-interventionist friends saw the chance to poke Putin in the eye by encouraging violent protests to overthrow Russia-friendly President Yanukovych and put in place a new regime hostile to Moscow.

Carl Gershman, the neocon president of the U.S.-taxpayer-funded National Endowment for Democracy, explained the plan in a Post op-ed on Sept. 26, 2013. Gershman called Ukraine “the biggest prize” and an important interim step toward toppling Putin, who “may find himself on the losing end not just in the near abroad but within Russia itself.”

For her part, Nuland passed out cookies to anti-Yanukovych demonstrators at the Maidan square, reminded Ukrainian business leaders that the U.S. had invested $5 billion in their “European aspirations,” declared “fuck the EU” for its less aggressive approach, and discussed with U.S. Ambassador Geoffrey Pyatt who the new leaders of Ukraine should be. “Yats is the guy,” she said, referring to Arseniy Yatsenyuk.

Nuland saw her big chance on Feb. 20, 2014, when a mysterious sniper – apparently firing from a building controlled by the Right Sektor – shot and killed both police and protesters, escalating the crisis. On Feb. 21, in a desperate bid to avert more violence, Yanukovych agreed to a European-guaranteed plan in which he accepted reduced powers and called for early elections so he could be voted out of office.

But that wasn’t enough for the anti-Yanukovych forces who – led by Right Sektor and neo-Nazi militias – overran government buildings on Feb. 22, forcing Yanukovych and many of his officials to flee for their lives. With armed thugs patrolling the corridors of power, the final path to “regime change” was clear.

Instead of trying to salvage the Feb. 21 agreement, Nuland and European officials arranged for an unconstitutional procedure to strip Yanukovych of the presidency and declared the new regime “legitimate.” Nuland’s “guy” – Yatsenyuk – became prime minister.

While Nuland and her neocon cohorts celebrated, their “regime change” prompted an obvious reaction from Putin, who recognized the strategic threat that this hostile new regime posed to the historic Russian naval base at Sevastopol in Crimea. On Feb. 23, he began to take steps to protect those Russian interests.

Ethnic Hatreds

What the coup also did was revive long pent-up antagonisms between the ethnic Ukrainians in the west, including elements that had supported Adolf Hitler’s invasion of the Soviet Union during World War Two, and ethnic Russians in the south and east who feared the anti-Russian sentiments emanating from Kiev.

First, in Crimea and then in the so-called Donbas region, these ethnic Russians, who had been Yanukovych’s political base, resisted what they viewed as the illegitimate overthrow of their elected president. Both areas held referenda seeking separation from Ukraine, a move that Russia accepted in Crimea but resisted with the Donbas.

However, when the Kiev regime announced an “anti-terrorism operation” against the Donbas and dispatched neo-Nazi and other extremist militias to be the tip of the spear, Moscow began quietly assisting the embattled ethnic Russian rebels, a move that Nuland, the Obama administration and the mainstream news media called “Russian aggression.”

Amid the Western hysteria over Russia’s supposedly “imperial designs” and the thorough demonizing of Putin, President Barack Obama essentially authorized a new Cold War against Russia, reflected now in new U.S. strategic planning that could cost the U.S. taxpayers trillions of dollars and risk a possible nuclear confrontation.

Yet, despite the extraordinary costs and dangers, Nuland failed to appreciate the practical on-the-ground realities, much as her husband and other neocons did in Iraq. While Nuland got her hand-picked client Yatsenyuk installed and he did oversee a U.S.-demanded “neo-liberal” economic plan – slashing pensions, heating assistance and other social programs – the chaos that her “regime change” unleashed transformed Ukraine into a financial black hole.

With few prospects for a clear-cut victory over the ethnic Russian resistance in the east – and with the neo-Nazi/Islamist militias increasingly restless over the stalemate – the chances to restore any meaningful sense of order in the country appear remote. Unemployment is soaring and the government is essentially bankrupt.

The last best hope for some stability may have been the Minsk-2 agreement in February 2015, calling for a federalized system to give the Donbas more autonomy, but Nuland’s Prime Minister Yatsenyuk sabotaged the deal in March by inserting a poison pill that essentially demanded that the ethnic Russian rebels first surrender.

Now, the Ukraine chaos threatens to spiral even further out of control with the neo-Nazis and other right-wing militias – supplied with a bounty weapons to kill ethnic Russians in the east – turning on the political leadership in Kiev.

In other words, the neocons have struck again, dreaming up a “regime change” scheme that ignored practical realities, such as ethnic and religious fissures. Then, as the blood flowed and the suffering worsened, the neocons just sought out someone else to blame.

Thus, it seems unlikely that Nuland, regarded by some in Washington as the new “star” in U.S. foreign policy, will be fired for her dangerous incompetence, just as most neocons who authored the Iraq disaster remain “respected” experts employed by major think tanks, given prized space on op-ed pages, and consulted at the highest levels of the U.S. government.

The Difference Between the Death Star and the Pentagon

The Imperial Death Star from Star Wars and the Pentagon have much in common. It is not difficult to observe the similarities between the two behemoth structures and what they represent-especially in recent years.

For one, both used to be part of representative republics and both represent the military wings of the empires in power. In 2007, Alternet reported that the U.S. had 737 bases, 38 of which were “major,” and that

“…perhaps the optimum number of major citadels and fortresses for an imperialist aspiring to dominate the world is somewhere between thirty-five and forty.”

The desire of the military’s operatives to exert control over regions all over the world parallels the desire of the Emperor and Vader to rule the galaxy.

Another similarity is the desire of both the Death Star’s leaders and those at the Pentagon to weed out dissent. One of the main objectives of the dark side’s adherents is to find the rebels and eliminate them.

Though the Pentagon hasn’t quite started assassinating political dissidents (or entire planets, though Hiroshima and Nagasaki are an earthly comparison to Alderaan), it has made its views crystal clear: protesters are a form of terrorist and anyone deemed associated with terrorism may be denied his or her rights.

Still another commonality between the two ministries of war and destruction is the level of decadence afforded to the galactic and American agencies. The Death Star was a moon-sized, laser-clad behemoth for the Dark Side. The Pentagon employs 23,000 people in a floor space three times the size of the Empire state building and spawns doomsday technology. In both societies, the resources devoted to violence far outweigh those dedicated to promoting peace or the well-being of humanity (or alienhood).

It is easy to compare the Death Star and the Pentagon as manifestations of evil that seek power and rule by force. But there exists at least one stark difference:

In the Washington Post this week, it was revealed that the Pentagon is looking for someone to fill its “Yoda” position.

The job ad for “Director of the Office of Net Assessment” currently reads:

“The Director’s primary function is to develop assessments that compare the standings, trends and future prospects of U.S. military capability and military potential with that of other countries.”

The job was founded and held by longtime analyst Andrew W. Marshall, who recently retired. Because of his wisdom and knowledge throughout the years, he came to be known as “Yoda.”

And therein lies the difference between the rulers of the Death Star and the rulers of the Pentagon: at least Darth Vader, the emperor and their cohorts knew they were evil.

Vader repeatedly spoke of the powers of the Dark Side, of the great benefit of crossing over into evil. In the Empire Strikes Back, he tempted Luke to join the dark side to rule the galaxy with him:

“Luke, you can destroy the Emperor. He has foreseen this. It is your destiny, join me and together we can rule the galaxy as father and son.”

He iterated the slavery of being on the dark side in Return of the Jedi:

“You don’t know the power of the dark side. I must obey my master.”

Considering the empire practices what is called the “dark side” of the force, its members knew exactly what they signed up for.

But to a clearly significant portion of employees at the Pentagon, the irony is lost. It has gone over their heads that working for the world’s biggest, arguably most vicious military, is not working on the side of morality, peace, or freedom.

By calling a man who works for the Pentagon “Yoda”-a virtuous practitioner of the force- it is clear that many who work for the Pentagon believe they are working for a “force” of good. It’s scary. It’s scarier that the Pentagon likely has employees who know of its evil and yet continue to work there.

May all Pentagon employees recognize its evil, quit their jobs at the American Death Star, and work to promote the true meaning of the “force” (the same goes for soldiers of governments around the world). As the real Yoda said:

“Fear is the path to the dark side. Fear leads to anger. Anger leads to hate. Hate leads to suffering.”

This is exactly how violent governments keep their people and foot soldiers under control and realizing this is the first step to achieving freedom and peace.

 

 

 

A Gloomy Summary of the Outgoing Year

The outgoing 2014 is destined, apparently, to go down in the annals of history as a special year given its share of iconic dates (note, for example, 100 years since WWI and 75 years since WWII, 25 years since the fall of the Berlin Wall), and due to abundance of events having worldwide significance.

Today the mankind is on the verge of epochal changes in its history, which will determine the course of the world development for decades to come. 2014 was a turning point in international relations, sharply denoting the main trend of our time – the reconfiguration of the entire world system, reformatting of global structures, the shift from a unipolar to a polycentric world in which decisions on key issues should be based on cooperation and agreements between states and their associations, relying on equal participation and consideration of the interests of the whole mankind. And the contours of this world are now visible.

On the surface, these processes take the form of a deep civilizational and geopolitical fault.

There is a weakening of the position of the United States and the West in general as the center of gravity of the world. Many European political scientists and world known academics speak explicitly about the decline of the Western civilization. European nations are homogeneous, and the continual rise of immigration in recent decades has in fact already changed the ethnic composition of the Old World. Europe found itself unable to integrate the Muslim minority, which is already more than 30 million people, but it is also unable, due to the declining population and its aging, to maintain the current standard of living and the rate of production growth without an influx of the young foreign workforce.

The European sub-ethnic group has entered the phase of obscuration and is on the verge of (according to the criteria of historical time) being absorbed by new, emerging and already prominently visible types (of sub-ethnic groups). This is the Asian sub-ethnic group – a synthesis of several types of cultures and religions. By 2020, experts anticipate a rise of the African sub-ethnic group. In the Western Hemisphere the Hispanic sub-ethnic group is being created on the basis of a huge diversity of ethnic groups and beliefs.

These processes are to a large extent objective: for example, the outgoing year marked the emergence of China as an economic leader (China surpassed the United States in its purchasing power parity in 2014).

If the current trend continues, the “third world”, which today by population surpasses the West five times, by 2050 will surpass it ten-fold.

The reformatting of international relations will further continue. China proposed the following definition for this process: construction of a new non-American world.

In 2014 the US administration, giving itself the status of a self-proclaimed “exceptional nation” entitled to lead world processes, in fact launched a war for the world domination using the NATO military force in conjunction with new methods of disinformation and media control. (This has already occurred in history three-quarters of a century ago, when Germany tried to become a superpower promoting the “Aryan supremacy” with a reliance on military force and Goebbels propaganda). This manifested itself in successive waves of the NATO expansion, contrary to assurances given at the highest level, and in violation of a solemn declaration on the establishment of an equal and indivisible security system in the Euro-Atlantic area. By this logic, the Anschluss of 2014 is a large-scale operation by the US State Department to subjugate the European Union, and then, with combined forces, to launch an attack on the East – stubborn, but temptingly rich with its natural resources and human potential.

The Ukrainian crisis was the result of the policy pursued by the United States and Western countries during the last quarter-century of controlled expansion of their geopolitical space, strengthening their own security at the expense of others. Washington took a line on the separation of Ukraine from Russia and dragging it into the NATO. With the support of the United States and some European countries an armed anti-constitutional coup was carried out in Ukraine. Radical nationalists put the country on the brink of a schism and pushed it into a civil war that has taken thousands of lives and led to the horrible devastation turning into a tragedy for hundreds of thousands of civilians.

In a way, the EU is solving its own problems by capturing Ukrainian markets in order to prevent the collapse of its own integration scheme which had failed the test posed by the protracted economic crisis, since Ukraine, with its 46 million people, black earth, metallurgy and engineering, can reanimate Europe going through a systemic crisis.

The Ukrainian crisis is not a simple episode – it reflects a deep civilizational fault, which has ripped across all continents. The already complex and tense situation is further aggravated, poisoned by provocative, negatively charged statements of certain Western officials.

The Western attempt to tear Ukraine away from Russia and drag it to its side has only further exacerbated the general systemic crisis of international relations.

There is a growing discrepancy between the global ambitions of the US administration and their actual capabilities. America remains the leading economic and military power; however, Washington has no real power, and especially no moral right to lecture everyone else on democracy and proper behavior. Normal people’s hair stands on end from what they see on TV and read in the detailed reports and presentations about the tortures by CIA “experts” of so-called terrorists whose guilt has not been proven. And that’s not to mention the evidence submitted by Snowden about the United States espionage around the world.

In 2014, the Western media coined the “hybrid war” term. It applies to, first of all, the United States and the American war strategy – it is truly hybrid and focused on the military defeat of the enemy, and simultaneously regime change in states pursuing policies objectionable to Washington. Financial and economic pressure is used as well as information attacks, increasing pressure by proxy along the borders of the respective state, and, of course, informational and ideological influence by relying on externally funded non-governmental organizations. Is this not what is called a war?

In 2014, the flares of the “Arab Spring”, seemingly so encouraging at the initial stages, proceeded to incinerate the Middle East which by its degree of ‘flashpoint’ tension – right now twelve different scale armed conflicts are blazing there – has moved to the forefront of world events. The main reason is the US military invasion of Iraq in 2003. The transition of control in Baghdad from the Sunnis who had been in power traditionally to the Shiite majority, with the direct complicity of the United States, has led to a breach in the balance of power in the Persian Gulf, which had existed for decades and was the basis for maintaining stability. This resultant bias towards the growing influence of Shiites and indirectly Iran immediately caused an explosion of discontent and fear within the Sunni minority in Iraq and Sunni communities as a whole in the region.

Open intervention by Western powers in the Iraqi drama, into the affairs of Libya and Syria, seriously complicates the situation and leads to the increased activity of Islamist extremists. At the core of the “Arab Spring” events was the struggle for social justice, for a way out of the vicious circle of underdevelopment and injustice – it was an arising national identity, the movement against Westernization, the desire for self-assertion and defining a decent place for Arabs in the international community. The US and some European countries have tried to turn to their advantage the rise of revolutionary action and in its wake the ascent of Islamic parties to the levers of power in a number of Arab countries. To do this, proven methods were used, such as incitement to religious and ethnic strife, the tacit support of extremist organizations. The activation of al-Qaeda, Boko Haram, the Taliban and the establishment of the Islamic Caliphate in Syria and Iraq is a direct result of the policy of the United States and other Western powers.

There is a real disintegration of state, social and civilizational structures going on in the Middle East region. ISIS terrorists have laid claim to their statehood status, and are beginning to develop the territories, setting up governmental authorities there, that are quasi-state, but, nonetheless, perform administrative functions. We cannot exclude the possibility that the actions of Islamist terrorists can also spread beyond the region.

Throughout 2014, new centers of the extremist activity in Africa (Libya, Mali, Sinai, Nigeria, Somalia, etc.) have appeared and the centers of radicalism in Afghanistan and Pakistan are expanding on the map.

Some Western leaders are still thinking in terms of the Cold War, not fully grasping the possible catastrophic consequences of current trends. But the development of some of them raises the question of the preservation of life on our planet: for example, the fact that nine states have 16,300 nuclear warheads at their disposal, which is enough to kill all life on the Earth many times over.

In the 20th century, the world repeatedly faced with the risk of weapons of mass destruction being used (UN official sources indicated thirteen such situations after 1962). In 2002, the world was in danger of the Indo-Pakistani War (note that Pakistan has the fastest growing nuclear program in the world). According to Al-Arabiya website of December 10, 2014, Israel offered to sell a nuclear bomb to the apartheid regime in South Africa. And the 2003 UN Security Council resolution number 687 declared as its goal “making the Middle East a zone free of weapons of mass destruction and missiles capable of delivering these weapons” (The Conference for the implementation of this task was scheduled for 2012, but is still delayed to this day).

The civilizational fault in today’s globalized, but very fragile world is becoming one of the forms of many contradictions. And, at their base is the question of values. Western powers are moving away from their once traditional postulates and are trying to return their former hegemony by force. This is a very painful process, because the West does not want to accept the fact of its diminishing influence and loss of ability to manage global processes. Now there is an increasingly growing tendency towards asserting the unconditional right of every civilization to choose, without pressure and pointers from the outside, a system of government, relevant government institutions, ethnic, ethical and cultural paradigms.

There is a genuine war going on between sound conservatism – for the preservation of ethical moral principles developed by the mankind over centuries of Homo sapiens’ evolvement, and rampant liberalism, the accession to power of instincts, which means degradation, offensive barbarism, leading eventually to the extinction of the human race. Our outstanding scientists – Vernadsky, Moiseev, Rauschenbach – warned us about this.

Russia consistently and firmly acts from its belief in the cultural and civilizational diversity of the modern world, where each state has the right to its own path of development and should be able to freely and independently determine its foreign policy in the framework of the goals and principles of the UN Charter. Attempts to impose a different value system, interference in the internal affairs of other countries are fraught with the danger of sliding towards chaos and unmanageability of international affairs.

Brzezinski’s famous political thriller – “The Grand Chessboard: American Primacy and Its Geostrategic Imperatives” – clearly defines the objectives of the chess game: to provide the US world domination euphemistically called “leadership”. Besides, it directly and bluntly asserts that in the twenty-first century “the chief geopolitical prize for America is Eurasia.”

And now, when the center of global processes has suddenly moved to Ukraine, where a real opposition front opened up, the United States and Western Europe have lined up openly against Russia.

Linking together the events in Ukraine, the Middle East, Southwest Asia and the Caucasus, it is possible to see strategic plans of globalists. The situation is extremely fluctuant, the balance vacillates, and there is a reason to believe that the historical time for containing Russia by the combined West has been lost.

Russia, with its unique natural resources, economic and, most importantly, human potential, a fusion of many peoples and cultures, is geographically and historically a unique independent world civilization, able to withstand the challenges of the coming epoch.

Russian President Vladimir Putin in his recent speech said that no one in history has ever been able to subjugate Russia to his will. It’s not even an assessment, but a statement of fact. Although such attempts have been made by the West for the sake of quenching its thirst for expanding the geopolitical space under its control.

The obvious fact now is that the vast majority of the states with which Russia continues its dialogue appreciate the independent role of the Russian Federation in the international arena.

American professor Samuel Huntington, a historian so often quoted recently while praising the power of the United States, nonetheless admitted that “the West conquered the world not by the superiority of its ideas, moral values or religion (few other civilizations were converted to it) but rather as a result of superiority in the use of organized violence.” In the West, this fact has been forgotten, but in the East – it will never be. The US invasion to Iraq, which in fact laid the groundwork for a chain of collisions – tragic for the peoples and endless to this day – national, ethnic, religious, economic, and social, at the same time has sucked the US deeply into the quagmire of a perpetual conflict with the Islamic world. Since the Roman Empire there has never been a situation where the tentacles of one nation’s claims stretched so far from its borders.

Ultimately, humanity can survive if it realizes that there is no real alternative to cooperation. We have so many global and regional issues, and the world is becoming so fragile that there is simply no other way out. (For example, Secretary of State Kerry, for nine long months made unilateral shuttle trips in an attempt to reach a peaceful political settlement between Israel and the Palestinians. But unilateral American efforts proved ineffective. Moreover, there has been a new outbreak of bloody clashes in Jerusalem, and tension in Israeli-Palestinian affairs is growing. Meanwhile, in another situation on the Syrian track, when Russia and the United States worked together with China, we were able to prevent a major war in the region, eliminate chemical weapons in Syria and convene the Geneva Conference).

Unfortunately, in today’s world the number of terrorist attacks and conflict situations is on the rise again. New dividing lines or the construction of new walls will not lead to the resolution of these problems.

To cope with these and other pending challenges, we can only work together on the basis of equal and mutually respectful cooperation.

Are you confused by what is going on in the Middle-East? Let me explain. We support the Iraqi government in its fight against Islamic State (IS/ISIL/ISIS). We don’t like IS but IS is supported by Saudi Arabia whom we do like. We don’t like President Assad in Syria. We support the fight against him, but not IS, which is also fighting against him.

We don’t like Iran, but the Iranian government supports the Iraqi gov’t against IS. So, some of our friends support our enemies and some of our enemies are our friends, and some of our enemies are fighting our other enemies, whom we don’t want to lose, but we don’t want our enemies who are fighting our enemies to win.

If the people we want to defeat are defeated, they might be replaced by people we like even less. And, all this was started by us invading a country to drive out terrorists who weren’t actually there until we went in to drive them out – do you understand now?

The Real Reasons America Used Nuclear Weapons Against Japan

Today marks the anniversary of the atomic bombing of Hiroshima in 1945, an event responsible for the deaths of up to 166,000 lives, most of whom were innocent civilians. This was followed by the use of another atomic bomb (using plutonium instead of uranium) on Nagasaki three days later, claiming at least 80,000 (mostly civilian) lives. As the U.S. continues to kill innocent people through long distance weapons such as drones, it’s more important than ever to question official claims about what they are doing in the name of “freedom” and “democracy” and the real reasons why. Historians such as Howard Zinn have long known that official government justifications for the bombings were lies. Like all Americans, I was taught that the U.S. dropped nuclear bombs on Hiroshima and Nagasaki in order to end WWII and save both American and Japanese lives.

But most of the top American military officials at the time said otherwise.

The U.S. Strategic Bombing Survey group, assigned by President Truman to study the air attacks on Japan, produced a report in July of 1946 that concluded (52-56):

Based on a detailed investigation of all the facts and supported by the testimony of the surviving Japanese leaders involved, it is the Survey’s opinion that certainly prior to 31 December 1945 and in all probability prior to 1 November 1945, Japan would have surrendered even if the atomic bombs had not been dropped, even if Russia had not entered the war, and even if no invasion had been planned or contemplated.

General (and later president) Dwight Eisenhower – then Supreme Commander of all Allied Forces, and the officer who created most of America’s WWII military plans for Europe and Japan – said:

The Japanese were ready to surrender and it wasn’t necessary to hit them with that awful thing.

Eisenhower also noted (pg. 380):

In [July] 1945… Secretary of War Stimson, visiting my headquarters in Germany, informed me that our government was preparing to drop an atomic bomb on Japan. I was one of those who felt that there were a number of cogent reasons to question the wisdom of such an act. …the Secretary, upon giving me the news of the successful bomb test in New Mexico, and of the plan for using it, asked for my reaction, apparently expecting a vigorous assent.

During his recitation of the relevant facts, I had been conscious of a feeling of depression and so I voiced to him my grave misgivings, first on the basis of my belief that Japan was already defeated and that dropping the bomb was completely unnecessary, and secondly because I thought that our country should avoid shocking world opinion by the use of a weapon whose employment was, I thought, no longer mandatory as a measure to save American lives. It was my belief that Japan was, at that very moment, seeking some way to surrender with a minimum loss of ‘face’. The Secretary was deeply perturbed by my attitude….

Admiral William Leahy – the highest ranking member of the U.S. military from 1942 until retiring in 1949, who was the first de facto Chairman of the Joint Chiefs of Staff, and who was at the center of all major American military decisions in World War II – wrote (pg. 441):

It is my opinion that the use of this barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan. The Japanese were already defeated and ready to surrender because of the effective sea blockade and the successful bombing with conventional weapons.

The lethal possibilities of atomic warfare in the future are frightening. My own feeling was that in being the first to use it, we had adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.

General Douglas MacArthur agreed (pg. 65, 70-71):

MacArthur’s views about the decision to drop the atomic bomb on Hiroshima and Nagasaki were starkly different from what the general public supposed …. When I asked General MacArthur about the decision to drop the bomb, I was surprised to learn he had not even been consulted. What, I asked, would his advice have been? He replied that he saw no military justification for the dropping of the bomb. The war might have ended weeks earlier, he said, if the United States had agreed, as it later did anyway, to the retention of the institution of the emperor.

Moreover (pg. 512):

The Potsdam declaration in July, demand[ed] that Japan surrender unconditionally or face ‘prompt and utter destruction.’ MacArthur was appalled. He knew that the Japanese would never renounce their emperor, and that without him an orderly transition to peace would be impossible anyhow, because his people would never submit to Allied occupation unless he ordered it. Ironically, when the surrender did come, it was conditional, and the condition was a continuation of the imperial reign. Had the General’s advice been followed, the resort to atomic weapons at Hiroshima and Nagasaki might have been unnecessary.

Similarly, Assistant Secretary of War John McLoy noted (pg. 500):

I have always felt that if, in our ultimatum to the Japanese government issued from Potsdam [in July 1945], we had referred to the retention of the emperor as a constitutional monarch and had made some reference to the reasonable accessibility of raw materials to the future Japanese government, it would have been accepted. Indeed, I believe that even in the form it was delivered, there was some disposition on the part of the Japanese to give it favorable consideration. When the war was over I arrived at this conclusion after talking with a number of Japanese officials who had been closely associated with the decision of the then Japanese government, to reject the ultimatum, as it was presented. I believe we missed the opportunity of effecting a Japanese surrender, completely satisfactory to us, without the necessity of dropping the bombs.

Under Secretary of the Navy Ralph Bird said:

I think that the Japanese were ready for peace, and they already had approached the Russians and, I think, the Swiss. And that suggestion of [giving] a warning [of the atomic bomb] was a face-saving proposition for them, and one that they could have readily accepted.

In my opinion, the Japanese war was really won before we ever used the atom bomb. Thus, it wouldn’t have been necessary for us to disclose our nuclear position and stimulate the Russians to develop the same thing much more rapidly than they would have if we had not dropped the bomb.

He also noted (pg. 144-145, 324):

It definitely seemed to me that the Japanese were becoming weaker and weaker. They were surrounded by the Navy. They couldn’t get any imports and they couldn’t export anything. Naturally, as time went on and the war developed in our favor it was quite logical to hope and expect that with the proper kind of a warning the Japanese would then be in a position to make peace, which would have made it unnecessary for us to drop the bomb and have had to bring Russia in.

Alfred McCormack – Director of Military Intelligence for the Pacific Theater of War, who was probably in as good position as anyone for judging the situation – believed that the Japanese surrender could have been obtained in a few weeks by blockade alone:

The Japanese had no longer enough food in stock, and their fuel reserves were practically exhausted. We had begun a secret process of mining all their harbors, which was steadily isolating them from the rest of the world. If we had brought this project to its logical conclusion, the destruction of Japan’s cities with incendiary and other bombs would have been quite unnecessary.

General Curtis LeMay, the tough cigar-smoking Army Air Force “hawk,” stated publicly shortly before the nuclear bombs were dropped on Japan:

The war would have been over in two weeks. . . . The atomic bomb had nothing to do with the end of the war at all.

The Vice Chairman of the U.S. Bombing Survey Paul Nitze wrote (pg. 36-37, 44-45):

[I] concluded that even without the atomic bomb, Japan was likely to surrender in a matter of months. My own view was that Japan would capitulate by November 1945.

Even without the attacks on Hiroshima and Nagasaki, it seemed highly unlikely, given what we found to have been the mood of the Japanese government, that a U.S. invasion of the islands [scheduled for November 1, 1945] would have been necessary.

Deputy Director of the Office of Naval Intelligence Ellis Zacharias wrote:

Just when the Japanese were ready to capitulate, we went ahead and introduced to the world the most devastating weapon it had ever seen and, in effect, gave the go-ahead to Russia to swarm over Eastern Asia.

Washington decided that Japan had been given its chance and now it was time to use the A-bomb.

I submit that it was the wrong decision. It was wrong on strategic grounds. And it was wrong on humanitarian grounds.

Ellis Zacharias, How We Bungled the Japanese Surrender, Look, 6/6/50, pg. 19-21.

Brigadier General Carter Clarke – the military intelligence officer in charge of preparing summaries of intercepted Japanese cables for President Truman and his advisors – said (pg. 359):

When we didn’t need to do it, and we knew we didn’t need to do it, and they knew that we knew we didn’t need to do it, we used them as an experiment for two atomic bombs.

Many other high-level military officers concurred. For example:

The commander in chief of the U.S. Fleet and Chief of Naval Operations, Ernest J. King, stated that the naval blockade and prior bombing of Japan in March of 1945, had rendered the Japanese helpless and that the use of the atomic bomb was both unnecessary and immoral. Also, the opinion of Fleet Admiral Chester W. Nimitz was reported to have said in a press conference on September 22, 1945, that “The Admiral took the opportunity of adding his voice to those insisting that Japan had been defeated before the atomic bombing and Russia’s entry into the war.” In a subsequent speech at the Washington Monument on October 5, 1945, Admiral Nimitz stated “The Japanese had, in fact, already sued for peace before the atomic age was announced to the world with the destruction of Hiroshima and before the Russian entry into the war.” It was learned also that on or about July 20, 1945, General Eisenhower had urged Truman, in a personal visit, not to use the atomic bomb. Eisenhower’s assessment was “It wasn’t necessary to hit them with that awful thing . . . to use the atomic bomb, to kill and terrorize civilians, without even attempting [negotiations], was a double crime.” Eisenhower also stated that it wasn’t necessary for Truman to “succumb” to [the tiny handful of people putting pressure on the president to drop atom bombs on Japan.]

British officers were of the same mind. For example, General Sir Hastings Ismay, Chief of Staff to the British Minister of Defence, said to Prime Minister Churchill that “when Russia came into the war against Japan, the Japanese would probably wish to get out on almost any terms short of the dethronement of the Emperor.”

On hearing that the atomic test was successful, Ismay’s private reaction was one of “revulsion.”

Why Were Bombs Dropped on Populated Cities Without Military Value?

Even military officers who favored use of nuclear weapons mainly favored using them on unpopulated areas or Japanese military targets … not cities.

For example, Special Assistant to the Secretary of the Navy Lewis Strauss proposed to Secretary of the Navy James Forrestal that a non-lethal demonstration of  atomic weapons would be enough to convince the Japanese to surrender … and the Navy Secretary agreed (pg. 145, 325):

I proposed to Secretary Forrestal that the weapon should be demonstrated before it was used. Primarily it was because it was clear to a number of people, myself among them, that the war was very nearly over. The Japanese were nearly ready to capitulate… My proposal to the Secretary was that the weapon should be demonstrated over some area accessible to Japanese observers and where its effects would be dramatic. I remember suggesting that a satisfactory place for such a demonstration would be a large forest of cryptomeria trees not far from Tokyo. The cryptomeria tree is the Japanese version of our redwood… I anticipated that a bomb detonated at a suitable height above such a forest… would lay the trees out in windrows from the center of the explosion in all directions as though they were matchsticks, and, of course, set them afire in the center. It seemed to me that a demonstration of this sort would prove to the Japanese that we could destroy any of their cities at will… Secretary Forrestal agreed wholeheartedly with the recommendation

It seemed to me that such a weapon was not necessary to bring the war to a successful conclusion, that once used it would find its way into the armaments of the world…

General George Marshall agreed:

Contemporary documents show that Marshall felt “these weapons might first be used against straight military objectives such as a large naval installation and then if no complete result was derived from the effect of that, he thought we ought to designate a number of large manufacturing areas from which the people would be warned to leave–telling the Japanese that we intend to destroy such centers….”

As the document concerning Marshall’s views suggests, the question of whether the use of the atomic bomb was justified turns  … on whether the bombs had to be used against a largely civilian target rather than a strictly military target—which, in fact, was the explicit choice since although there were Japanese troops in the cities, neither Hiroshima nor Nagasaki was deemed militarily vital by U.S. planners. (This is one of the reasons neither had been heavily bombed up to this point in the war.) Moreover, targeting [at Hiroshima and Nagasaki] was aimed explicitly on non-military facilities surrounded by workers’ homes.

Historians Agree that the Bomb Wasn’t Needed

Historians agree that nuclear weapons did not need to be used to stop the war or save lives.

As historian Doug Long notes:

U.S. Nuclear Regulatory Commission historian J. Samuel Walker has studied the history of research on the decision to use nuclear weapons on Japan. In his conclusion he writes, “The consensus among scholars is that the bomb was not needed to avoid an invasion of Japan and to end the war within a relatively short time. It is clear that alternatives to the bomb existed and that Truman and his advisors knew it.” (J. Samuel Walker, The Decision to Use the Bomb: A Historiographical Update, Diplomatic History, Winter 1990, pg. 110).

Politicians Agreed

Many high-level politicians agreed.  For example, Herbert Hoover said (pg. 142):

The Japanese were prepared to negotiate all the way from February 1945…up to and before the time the atomic bombs were dropped; …if such leads had been followed up, there would have been no occasion to drop the [atomic] bombs.

Under Secretary of State Joseph Grew noted (pg. 29-32):

In the light of available evidence I myself and others felt that if such a categorical statement about the [retention of the] dynasty had been issued in May, 1945, the surrender-minded elements in the [Japanese] Government might well have been afforded by such a statement a valid reason and the necessary strength to come to an early clearcut decision.

If surrender could have been brought about in May, 1945, or even in June or July, before the entrance of Soviet Russia into the [Pacific] war and the use of the atomic bomb, the world would have been the gainer.

Why Then Were Atom Bombs Dropped on Japan?

If dropping nuclear bombs was unnecessary to end the war or to save lives, why was the decision to drop them made? Especially over the objections of so many top military and political figures?

One theory is that scientists like to play with their toys:

On September 9, 1945, Admiral William F. Halsey, commander of the Third Fleet, was publicly quoted extensively as stating that the atomic bomb was used because the scientists had a “toy and they wanted to try it out . . . .” He further stated, “The first atomic bomb was an unnecessary experiment . . . . It was a mistake to ever drop it.”

However, most of the Manhattan Project scientists who developed the atom bomb were opposed to using it on Japan.

Albert Einstein – an important catalyst for the development of the atom bomb (but not directly connected with the Manhattan Project) – said differently:

“A great majority of scientists were opposed to the sudden employment of the atom bomb.” In Einstein’s judgment, the dropping of the bomb was a political – diplomatic decision rather than a military or scientific decision.

Indeed, some of the Manhattan Project scientists wrote directly to the secretary of defense in 1945 to try to dissuade him from dropping the bomb:

We believe that these considerations make the use of nuclear bombs for an early, unannounced attack against Japan inadvisable. If the United States would be the first to release this new means of indiscriminate destruction upon mankind, she would sacrifice public support throughout the world, precipitate the race of armaments, and prejudice the possibility of reaching an international agreement on the future control of such weapons.

The scientists questioned the ability of destroying Japanese cities with atomic bombs to bring surrender when destroying Japanese cities with conventional bombs had not done so, and – like some of the military officers quoted above – recommended a demonstration of the atomic bomb for Japan in an unpopulated area.

The Real Explanation?

History.com notes:

In the years since the two atomic bombs were dropped on Japan, a number of historians have suggested that the weapons had a two-pronged objective …. It has been suggested that the second objective was to demonstrate the new weapon of mass destruction to the Soviet Union. By August 1945, relations between the Soviet Union and the United States had deteriorated badly. The Potsdam Conference between U.S. President Harry S. Truman, Russian leader Joseph Stalin, and Winston Churchill (before being replaced by Clement Attlee) ended just four days before the bombing of Hiroshima. The meeting was marked by recriminations and suspicion between the Americans and Soviets. Russian armies were occupying most of Eastern Europe. Truman and many of his advisers hoped that the U.S. atomic monopoly might offer diplomatic leverage with the Soviets. In this fashion, the dropping of the atomic bomb on Japan can be seen as the first shot of the Cold War.

New Scientist reported in 2005:

The US decision to drop atomic bombs on Hiroshima and Nagasaki in 1945 was meant to kick-start the Cold War rather than end the Second World War, according to two nuclear historians who say they have new evidence backing the controversial theory.

Causing a fission reaction in several kilograms of uranium and plutonium and killing over 200,000 people 60 years ago was done more to impress the Soviet Union than to cow Japan, they say. And the US President who took the decision, Harry Truman, was culpable, they add.

“He knew he was beginning the process of annihilation of the species,” says Peter Kuznick, director of the Nuclear Studies Institute at American University in Washington DC, US. “It was not just a war crime; it was a crime against humanity.”

[The conventional explanation of using the bombs to end the war and save lives] is disputed by Kuznick and Mark Selden, a historian from Cornell University in Ithaca, New York, US.

New studies of the US, Japanese and Soviet diplomatic archives suggest that Truman’s main motive was to limit Soviet expansion in Asia, Kuznick claims. Japan surrendered because the Soviet Union began an invasion a few days after the Hiroshima bombing, not because of the atomic bombs themselves, he says.

According to an account by Walter Brown, assistant to then-US secretary of state James Byrnes, Truman agreed at a meeting three days before the bomb was dropped on Hiroshima that Japan was “looking for peace”. Truman was told by his army generals, Douglas Macarthur and Dwight Eisenhower, and his naval chief of staff, William Leahy, that there was no military need to use the bomb.

“Impressing Russia was more important than ending the war in Japan,” says Selden.

John Pilger points out:

The US secretary of war, Henry Stimson, told President Truman he was “fearful” that the US air force would have Japan so “bombed out” that the new weapon would not be able “to show its strength”. He later admitted that “no effort was made, and none was seriously considered, to achieve surrender merely in order not to have to use the bomb”. His foreign policy colleagues were eager “to browbeat the Russians with the bomb held rather ostentatiously on our hip”. General Leslie Groves, director of the Manhattan Project that made the bomb, testified: “There was never any illusion on my part that Russia was our enemy, and that the project was conducted on that basis.” The day after Hiroshima was obliterated, President Truman voiced his satisfaction with the “overwhelming success” of “the experiment”.

We’ll give the last word to University of Maryland professor of political economy – and former Legislative Director in the U.S. House of Representatives and the U.S. Senate, and Special Assistant in the Department of State – Gar Alperovitz:

Though most Americans are unaware of the fact, increasing numbers of historians now recognize the United States did not need to use the atomic bomb to end the war against Japan in 1945. Moreover, this essential judgment was expressed by the vast majority of top American military leaders in all three services in the years after the war ended: Army, Navy and Army Air Force. Nor was this the judgment of “liberals,” as is sometimes thought today. In fact, leading conservatives were far more outspoken in challenging the decision as unjustified and immoral than American liberals in the years following World War II.

Instead [of allowing other options to end the war, such as letting the Soviets attack Japan with ground forces], the United States rushed to use two atomic bombs at almost exactly the time that an August 8 Soviet attack had originally been scheduled: Hiroshima on August 6 and Nagasaki on August 9. The timing itself has obviously raised questions among many historians. The available evidence, though not conclusive, strongly suggests that the atomic bombs may well have been used in part because American leaders “preferred”—as Pulitzer Prize–winning historian Martin Sherwin has put it—to end the war with the bombs rather than the Soviet attack. Impressing the Soviets during the early diplomatic sparring that ultimately became the Cold War also appears likely to have been a significant factor.

The most illuminating perspective, however, comes from top World War II American military leaders. The conventional wisdom that the atomic bomb saved a million lives is so widespread that … most Americans haven’t paused to ponder something rather striking to anyone seriously concerned with the issue: Not only did most top U.S. military leaders think the bombings were unnecessary and unjustified, many were morally offended by what they regarded as the unnecessary destruction of Japanese cities and what were essentially noncombat populations. Moreover, they spoke about it quite openly and publicly.

Shortly before his death General George C. Marshall quietly defended the decision, but for the most part he is on record as repeatedly saying that it was not a military decision, but rather a political one.
