Emanuel running scared; White House, Hillary camps alarmed

President Obama and putative Democratic presidential candidate Hillary Clinton held a previously unscheduled and unannounced 90-minute luncheon meeting at the White House on December 7. Although the White House termed the meeting “personal,” WMR learned that chief on their agenda was the political scandal in Chicago surrounding former Obama chief of staff and former Clinton administration White House aide Rahm Emanuel. Obama and Clinton fear that an indictment of Emanuel for covering up the shooting death by Chicago police of an unarmed black teen in order to skate to re-election as mayor could upset Chicago and Illinois politics and harm Clinton’s current lead in the polls.

Emanuel, who was re-elected mayor of Chicago last month after defeating his Hispanic challenger, Jesus “Chuy” Garcia, in the April run-off primary, is mired in a major scandal arising from his covering up of the existence of a Chicago Police Department tape showing Chicago police officer Jason Van Dyke pumping sixteen rounds into Laquan McDonald, a 17-year old African-American, in 2014.

On December 7, just as Obama and Clinton were secretly meeting at White House, the U.S. Justice Department announced it was conducting a criminal probe of the Chicago Police Department. At the same time, Emanuel, who has had a tortured relationship with the press, called a news conference to announce that he would support the federal probe of the police. Last week, after publicly supporting his police superintendent, Garry McCarthy, an import from the New York Police Department, Emanuel suddenly asked for his resignation.

At the news conference, Emanuel, who is normally brash and ill-tempered with the media and others, looked like a deer caught in the headlights. After having rejected a federal probe of his police department, Emanuel reversed himself and said he welcomed it. Mrs. Clinton publicly stated she had faith in Emanuel. Clinton said she was “confident that he’s [Emanuel] going to do everything he can to get to the bottom” of the emerging scandal.

Illinois Republican Governor Bruce Rauner, a longtime friend of Emanuel, like Mrs. Clinton, expressed “shock” after seeing the video of McDonald’s shooting but refrained from criticizing the mayor. However, Rauner, whose wife Diana Mendley Rauner, like Emanuel, is Jewish and a strong supporter of Zionist causes, did criticize Obama for not ordering a federal investigation of the Chicago police earlier. The Obama White House is said to have been livid over Rauner’s criticism and believes it would not have been made without a “wink and a nod” from Emanuel’s backers.

Rauner’s chief operating officer is former Republican Governor of Hawaii Linda Lingle, another supporter of Zionist causes who is helping to deflect criticism away from Emanuel. Emanuel also has a powerful ally in Obama’s Cabinet, Commerce Secretary Penny Pritzker, the founder of PSP Capital Partners and Pritzker Realty Group and an heir to the Hyatt Hotel fortune and a financial backer of Emanuel.

Emanuel has also appointed as a senior adviser to his Task Force for Police Accountability former Massachusetts Governor Deval Patrick, an African-American and a close friend of Obama. Emanuel hopes to avoid any potential indictment for covering up the McDonald shooting by using Patrick, the head of the Department of Justice’s civil rights division under President Bill Clinton, to use his connections with Attorney General Loretta Lynch, also an African-American, and her senior staff to intercede on his behalf.

Emanuel and his political supporters have every reason to be worried. Emanuel stands accused of covering up the existence of the police dash cam video showing that Van Dyke shot McDonald without provocation from the teen. On April 15, 2015, the Chicago City Council, with Emanuel’s obvious blessing, offered to pay the McDonald family $5 million in a settlement. The offer came just a week after Emanuel defeated Garcia and a campaign in which Emanuel convinced the city’s African-American voters that he was a better choice than Garcia, a Cook County Commissioner.

On May 26, 2015, a freelance journalist filed a Freedom of Information Act request for the police dash cam video showing the shooting of McDonald. The city denied the request citing an ongoing investigation of the incident. In November, a judge ordered the city to release the explosive tape that enraged the city’s African-American residents and prompted Cook County State’s Attorney Anita Alvarez to charge Van Dyke with first degree murder.

However, it was known to Alvarez, McCarthy, and Emanuel what was on the 2014 video and Emanuel stands accused in the court of public opinion and by a number of newspapers of covering up the tape’s existence in order to glide on to re-election. It is certain that if the tape were made public earlier, Garcia would have garnered the support of a majority of Chicago’s African-Americans and defeated Emanuel in the April Democratic primary. Emanuel, the scion of a hard line Zionist family—his father, a former Irgun terrorist from Israel once stated that Arab women were only suited to be cleaning ladies in the White House—harbors his own presidential ambitions in 2020 or 2024. That is why Emanuel, former U.S. Attorney for Northern Illinois Patrick Fitzgerald, and U.S. Judge James Zagel arranged for former Democratic Governor and Emanuel’s predecessor in Illinois’s 5th Congressional District, Rod Blagojevich, to receive a 14-year federal prison sentence for corruption. Blagojevich, who insists he is innocent, is not slated for release until 2025.

Emanuel has called on all his Zionist friends to bail him out of his current political morass. With several quarters calling for his resignation, Emanuel is being hit with the age-old political scandal question arising from the Watergate affair: “What did he [Emanuel] know and when did he know it?”

Emanuel even has his own version of the Richard Nixon’s secretary Rose Mary Woods’s infamous 18 1/2 minute gap in an Oval Office audio tape. The manager of a Burger King testified before a grand jury that Chicago police erased 86 minutes from his restaurant’s security video tape that showed the shooting of McDonald. The FBI confiscated the Burger King’s video recorder and then stated that there was no evidence that the videotape had been altered. When it comes to mishandling and tampering with evidence of a crime, from the Kennedy assassination in Dallas to the crash of TWA flight 800 off Long Island and 9/11, the FBI has no peers. And when it comes to whether to believe a Burger King manager and the FBI, the Burger King manager wins any veracity contest hands down.

In addition to McCarthy, Emanuel fired Scott Ando, the chief administrator of the so-called “Independent” Police Review Authority and replaced him with a former assistant attorney flunky for Fitzgerald in the U.S. Attorney’s Office, Sharon Fairley. Fairley’s “independence” is dubious since she served as Emanuel’s general counsel and deputy inspector general during the cover-up of the McDonald shooting. Police confiscated the Burger King tape which was subsequently turned over to the FBI.

As for as the U.S. Attorney for Northern Illinois, Zachary Fardon, Emanuel has little to be concerned with. Fardon replaced Fitzgerald in 2013 and formerly assisted him in prosecuting and convicting former GOP Governor George Ryan after the governor commuted the death sentences of Illinois’s death row inmates after citing police and prosecutorial misconduct in their trials. Fardon’s assistant U.S. Attorney is Gary Shapiro, another pal of Emanuel.

By going after corrupt law enforcement officers and prosecutors, Ryan painted a target on his back. Ryan went to prison because he went after Fitzgerald’s and Fardon’s corrupt cronies. Blagojevich followed Ryan into prison after threatening to expose Obama’s and Emanuel’s political and personal cronyism in Chicago.

Emanuel created a number of enemies on his way up the political ladder. His enemies include Chicago public school teachers, public employee unions, the African-American community, the Hispanic community, former Democratic Governor Pat Quinn—defeated by Emanuel’s pal Rauner—and the Assyrian Chaldean Christian community in the 5th district. During his campaign for Congress, Emanuel had the Assyrians convinced that he, like them, was of Assyrian Christian descent. Emanuel never mentioned that he was a Zionist Jew who served in the Israeli Army during Operation Desert Storm. Now that Emanuel’s political blood is in the water, his enemies are coalescing and are ready to pounce on the political circle of wagons Emanuel believes he has formed around himself in Chicago, Springfield, and Washington, DC. Emanuel, who has been a “divide and conqueror” for all of his political life—he once called progressive and liberal Democrats “fucking retarded”—now stands to be politically “drawn and quartered” by enemies who are uniting in the common goal of seeing Emanuel “perp walked” off to prison.

If a space or a time traveler would set his time ship’s dial to 2015, with the United States as its destination, one could think that a mandatory preparation for the journey to understand the US’ political system would be an attentive study of the Constitution. After all, the document, drafted in 1787 by the so called “founding fathers” and finally ratified three later in 1790 in its original form, is supposed to be the foundation of the US’ political edifice. Two hundred and twenty-five years later, the document has been so much thoroughly gutted of its substantial original merits, at least in its spirit if not its letter, that the foundation of the building has become a superfluous architectural ornament. While the US Constitution was far from being revolutionary and granted equal rights only to white male landowners, it marked, in conjunction with the French revolution of 1789, a resolute break from the European kingdoms. No kings or queens could ever claim this land again, under any circumstance. A republic, ruled by a meritocracy of well-educated Anglo-Saxon patrician men, was born. Since 190 years after the US Constitution’s ratification, however, which is exactly since 1980, the country has been ruled by two dynasties or their surrogates: the Bushes and the Clintons.

American royal mafia and co: organized crime as political model

To understand the undemocratic and extremely seedy side of US modern-day politics, it would be imperative for our time traveler, de Tocqueville in training, to watch two classics of American cinema: “The Godfather” and “The Godfather Part II”. Director Francis Ford Coppola, in his fictional, yet extremely well-researched and documented films, invited us inside the US’ underbelly. During the 19th century and up to the early 20th century, a massive numbers of poor immigrants, mainly Italians, Irish and Jews from eastern Europe, were lured to the Americas largely to escape economic hardship. Those who landed in the US quickly understood that they were excluded from or at best marginalized in this promised land run by white Anglo-Saxon Protestants. The more ambitious ones, unencumbered by moral boundaries, developed their own form of government and social code of conduct in the form of a tightly knit family-like structure that usually strictly followed ethnic lines. The birth of organized crime in the US, either Italian, Jewish or Irish, was a direct consequence of the fight for survival of communities that were deliberately excluded from power or even any political discourse.

Mafia families had a strictly enforced code of conduct and precise hierarchy, with a Don (boss) at the top; a Consiglierie (adviser to the head of the family) directly picked by the Don; an Under-Boss who was usually groomed to be the Don’s successor; Capos (the lieutenants), and “soldiers”. In the 1930s, under the supervision of Lucky Luciano, the Don of all Dons, not only the five Italian mafia families worked together, but they also collaborated on many occasions with the Jewish and Irish mafia. In this parallel brand of power and economy, mafia families extracted contributions (a primitive form of taxation of usually 10 percent of income) from businesses, ironically to protect them from random criminal activity. By the mid-1930s mafia families controlled large sections of the US economy. The prohibition of alcoholic beverages, which spanned from 1920 to 1933, marked the apogee of the mafia families, either Italian, Jewish or Irish. The mob controlled the flow of liquor, and Americans were thirsty.

During the prohibition era, Joe Kennedy (father of John F. Kennedy and Robert F. Kennedy), the patriarch of a family that passed for being true US aristocracy although he had been the grandson of a dirt-poor potato-famine Irish immigrant, substantially increased his vast fortune by importing, from the UK and Canada, and selling illicit liquor in association with Italian-American don Frank Costello and Jewish gangster Meyer Lansky. Joe Kennedy had an edge on the competition: he went into the prohibition era in 1920 with large stocks of booze from his father’s own stores. In what cannot be a coincidence, on the day prohibition ended 13 years later, Joe Kennedy had three exclusive deals to import British whiskey and gin, as well as a extensive network of retailers already in place. Kennedy understood that his political ambitions for his sons would require vast amounts of money. Like any mafia bosses, don Joe Kennedy wanted to start a dynasty at any cost and regardless of moral or even legal considerations. In the US, money meant power, and this is a notion that was the motto for both supposed blue-blood patriarch Kennedy and don Lucky Luciano.

Bush mafia vs Clinton mafia: Defining US politics from 1980 to 2016

Arguably, the first term of George H. Bush, founder of the Bush dynasty, started in 1980 when he officially became Vice President or, to use the mafia term, super under-boss to Ronald Reagan, an aging actor, perhaps already senile, hired to perform the role of global don: “Leader of the free world” and most powerful man on earth, according to US mainstream media propaganda. Bush Sr. had previously run the Central Intelligence Agency. During the two terms of the Reagan administration (1980 to 1988), it was common knowledge that he was the boss who led US policy. He officially became the don in 1988, and ran his own operation with pretty much the same crew until 1992. James Baker was the key consigliere to don Bush Sr, but he also listened closely to the Talleyrand of US politics, consigliere extraordinaire Henri Kissinger. Bush Sr’s under-boss was Donald Rumsfeld who picked his capo in the person of Dick Cheney. George W. Bush or Bush Jr, when his turn came, kept most of the old don’s crew with some minor changes and additions. Cheney became the under-boss, while Rumsfeld took the vital Pentagon portfolio.

Before George W. Bush’s turn, the Clinton dynasty came along in 1992, courtesy of WallMart, and with the firm intention, as an obligation to their sponsors, to facilitate a global corporate imperialist agenda. With the North American Free Trade Agreement (NAFTA), don Bill Clinton went the extra mile for the benefit of his friends in transnational corporations. Bill Clinton became a favorite of Wall Street’s investment banks, such as Goldman Sachs, by being instrumental in the repeal of the Glass-Steagall Act which was voted in 1933 during the Great Depression in the aftermath of the 1929 Wall Street crash. The Glass-Steagall Act limited commercial banks securities activities, and it clearly separated commercial banking from investment banking, to curtail speculation. The repeal of this Act allowed Wall Street investment banks to gamble money that was held in commercial banks, and this was arguably one of the lead systemic factors in the 2008 global financial-market crash.

Don Clinton’s consigliere was mainly first-lady Hillary, but he also took the advice of the other super-consigliere, beside Kissinger: Polish born Zbigniew Brzezinski. Consigliere Brzezinski started his career in 1966 when he advised Lyndon B. Johnson. He returned in the late 1970s to advise Jimmy Carter. When he was Carter’s consigliere, Brzezinski came up with the idea to finance and arm the Mujahideen in Afghanistan to fight the Soviet Union. Don Clinton’s under-boss was Leon Panetta, and the lead capo was Rahm Emanuel. When dona Hillary Clinton lost what she viewed as being her turn in the driver’s seat, both the Clinton and Bush mafias made sure that young capo Barack Obama, who had not patiently waited for his turn in the limelight, was surrounded by trusted hands. One can imagine the deal imposed on Obama by Bill and Dick. The Bush mafia would keep the Pentagon for the time being; Hillary would run US foreign policy from the State Department; don Bill’s under-boss Leon Panetta would become Obama’s CIA director (2009 to 2011) and boss of the Pentagon (2011 to 2013). Clinton’s trusted lead capo Rahm Emanuel became Obama’s under-boss. Don Bill did not stay idle after the 2008 election, he became Obama’s lead consigliere, with the occasional help on geopolitical dossiers such as Ukraine of… Brzezinski of course. The 88-year-old anti-Russian Democrat uber-consigliere’s latest contribution has been to bring back the Cold War into international affairs. Bill Clinton’s main task was to replenish the family coffers through the Clinton Global Initiative, a fund raising operation disguised as being humanitarian. After the 2010 earthquake, Haiti became don Bill’s pet project and personal fiefdom.

Is there anyway off this sinister merry go round?

By now, our time-traveler hero realizes that the premise of the upcoming 2016 US presidential  election “fight” is already set. It will be a rematch of an old time classic: Bush against Clinton, dona Hillary versus don Jeb. For good measure, and to give American consumers of elections a sense that their democracy is not an illusion, there will be unelectable challengers in the fake primaries. This will be strictly for entertainment purposes and to indulge the so-called American left. On a short list of likely seat warmers for Hillary are Elizabeth Warren, Bernie Sanders, perhaps even Joe Biden. On the Bush side of the ring, the supposed primary challengers will be harder to find: perhaps Mitt Romney again or phony Libertarian Rand Paul. But let us listen to what Consigliere extraordinaire Henry Kissinger recently said on the issue, after all he has advised more US presidents than anyone else alive. In a September 6, 2014 interview with NPR‘s Scott Simon, when asked if Hillary Clinton would make a good president, Kissinger said:“I know Hillary as a person, and as a personal friend. I would say, yes she would be a good president. But that would put me under a great conflict of interest if she were a candidate, because I intend to support the Republicans….Yes I would be comfortable with her as a president.” Our time traveler, de Tocqueville in training, is dazed, confused and disgusted by what the US has grown into: in this display of vile and raw power for power’s sake, the sort of charade that notions like democracy, the common good and morality have become.

 

Chicago’s Abu Ghraib

In April 2004, the world was shocked and horrified by the release of photographs of sadistic torture carried out by US military personnel at the Abu Ghraib prison in Iraq. Detainees at the prison, most of them locked up for opposing the US military occupation, were beaten, tortured, sexually assaulted and killed.

At the time, the World Socialist Web Site explained that the crimes revealed in the photos and the psychology underlying them could be understood only in relation to the brutality of social relations in the United States, together with the dirty colonial aims of the war itself.

The WSWS further warned that “such a military, accompanied by a growing army of professional ‘civilian’ mercenaries, represents a danger not only to oppressed peoples in the Middle East, Central Asia and elsewhere, but to the democratic rights of the population in the US.”

A decade later, this assessment has been fully borne out. On Tuesday, the Guardian newspaper revealed the existence of what it describes as a “black site” on the West Side of Chicago, where police detain, beat and torture prisoners, while keeping their whereabouts secret from their families and attorneys.

The newspaper writes: “The Chicago police department operates an off-the-books interrogation compound, rendering Americans unable to be found by family or attorneys while locked inside what lawyers say is the domestic equivalent of a CIA black site.”

Among those detained at the facility was Brian Jacob Church, one of the “NATO 3” who were entrapped by Chicago police in 2012 in connection with protests against the US-led military alliance, which was meeting in Chicago.

Church was taken to the secret facility and handcuffed to a bench for 17 hours. Along with two other protestors, he was set up by police on terrorism charges and subsequently sentenced to five years in prison.

Vic Suter, another participant in the protests, said that she was taken to the facility and interrogated while shackled to a bench for eighteen hours before she was allowed to see a lawyer.

The Guardian writes that detainees taken to the facility report having been beaten and otherwise tortured by police. In 2013, one detainee was found unconscious in an interview room at the facility. He later died.

On Thursday, the Intercept corroborated the Guardian’s account, interviewing another torture victim at the facility who was handcuffed across a bench and hit in the face and groin until he agreed to provide false testimony to police.

The revelations follow the report last week by the Guardian that Richard Zuley, one of the lead torturers at the Guantanamo detention center, used similar techniques to secure false confessions from murder suspects when he was a detective with the Chicago Police Department.

Chicago has a long history of police violence. It is also the political home of Barack Obama and has been run since 2011 by Rahm Emanuel, Obama’s former White House chief of staff.

The Obama administration, far from repudiating the horrific and criminal actions of its predecessor, has deployed the apparatus of police violence ever more directly against the American people. A series of events has marked the increasingly open application within the borders of the United States of the murderous methods of the “war on terror” tested out and perfected in Afghanistan, Pakistan, Iraq, Libya, Syria, Somalia and Yemen.

· In September 2010, the Obama administration ordered raids on the homes of leaders of the Anti-War Committee and the Freedom Road Socialist Organization in Minneapolis and Chicago on charges of “providing material support to terrorism.”

· In May 2012, Chicago police arrested the “NATO 3,” charging them with conspiracy to commit terrorism.

· In March 2013, US Attorney General Eric Holder declared that the president had the right to kill American citizens without a trial or any legal due process, including within the borders of the United States.

· Just one month later, in April 2013, the city of Boston was placed under de facto martial law following the Boston Marathon bombings, with residents told to “shelter in place” while armored vehicles and helicopters patrolled the streets and police carried out warrantless house-to-house searches.

· In June 2014, the American Civil Liberties Union released a report entitled “War Comes Home: The Excessive Militarization of American Policing.” The ACLU reported that the Defense Department had transferred $4.3 billion in military hardware, including armored vehicles, helicopters, and belt-fed machine guns, to local police departments.

· In August 2014, the authorities responded to protests against the police murder of unarmed teenager Michael Brown with a military/police crackdown. Hundreds of peaceful protesters were arrested, shot with rubber bullets or exposed to tear gas, and over a dozen members of the press were detained.

The Obama administration is presently seeking a new Authorization for Use of Military Force, nominally to fight the Islamic State of Iraq and Syria (ISIS), but with no geographical boundaries defined. On Wednesday, three Brooklyn residents were arrested in connection with this new war on ISIS, clearly raising the potential for this second “war on terror” to become an occasion for police-military operations within the US “homeland.”

These developments express the growing convergence of militarism abroad with the attack on democratic rights within the US. What ties these two processes together are the class interests of the financial aristocracy and the criminal methods it employs in the defense of its wealth and power.

In pursuit of these aims, the ruling class seeks to mobilize the most backward and reactionary sections of the population, including sadistic prison guards and fascist-minded police detectives. But the ultimate responsibility for these crimes rests with forces at the highest levels of the state.

It is worth recalling that late last year the Senate released a report implicating the Bush administration in a brutal torture regime carried out at Guantanamo and CIA “black site” torture centers throughout the world. Far from anyone being held accountable for these crimes, those who ordered and carried them out have defended their actions, while the Obama administration has sought to block any prosecution of those responsible.

The actions of the ruling class express the character of American capitalism, which is based on parasitism, fraud, criminality and an economic order in deep decline. The American ruling class has no response to the crisis of its system and the inevitable growth of social opposition other than violence and repression.
